We oppose this bill. VDOT is doing a great job running this program and this legislation will undo much of the progress made over the past 15 years to resolve conflicts between stakeholders

Madam Chair and members of the committee, on behalf of the Virginia Restaurant, Lodging, and Travel Association (VRLTA) I would like to take a moment to share our concerns regarding HB1740. This measure would require a rotation of eligible entities when their is a waitlist for LOGO signs (those for gas, food, and lodging availability). While this change appears to be innocuous, it would compromise established policies that pertain to the management of LOGO signs within a service category. First, VRLTA serves on the statewide stakeholder advisory committee along with other groups that is a forum for suggestions to improve the program. Unfortunately, the committee has not had the opportunity to evaluate the impact of this change on all stakeholders and the existing program. Second, this legislation would have far reaching consequences for restaurants, hotels, campgrounds, and attractions along the interstate that chose to locate close to interstate in order to have access to the sign program. It will adversely impact many restaurants, hotels, and other hospitality businesses who struggling from COVID-19 and it's impacts and are on these signs. For these reasons, we urge you to oppose HB1740.
