During the course of your duties, when considering our (Election Administrators/General Registrars/Directors of Elections) request to finally be paid commensurate with our duties after 29 years of added duties without corresponding compensation, please keep in mind that every election law that is passed adds to our duties. There were over 69 NEW Election laws last year in the midst of a pandemic and the most grueling, contentious election cycle EVER. Every election law passed without funding jeopardizes our ability to get it all done due to lack of resources, staff, funding and time. The loss of any of the experienced, dedicated General Registrars because of compensation is a travesty and is likely to become a reality without the appropriate compensation. Please correct this inequity in compensation THIS SESSION. 1. Adjust compensation brackets in accordance with state studies (2 of them) 2. resume 100% reimbursement of NEW base salary to localities 3. Make it happen THIS session. We have earned it. We are the ones out here taking the abuse as a result of unfounded accusations and insinuations. Please understand that the 133 General Registrars statewide who count votes, compile results, verify results, process absentee by mail ballots, and so much more, do so with bi-partisan observers (sent by local political committees!!) and sworn election officials every.single.step! NOTHING is done in secret. EVERYTHING is reviewed and verified by a three member board (Electoral Board) representing both political parties. These board members are nominated by the local political committees and signed off on by a panel of judges! WE are not the enemy and the more you present laws insinuating that something is shady, the more you erode voter confidence on both sides of the aisle! The fact that a bill has passed the house to ADD SUNDAYS to early voting should be enough reason to pay us appropriately itself. OPPOSE - Everyone should vote on election day, with the exception of REQUESTED absentee ballots. No more mail in voting, no more extending voting for months, no more sending out ballots to every house, no more extending deadlines, no corrections, no nothing. Get to the polls on election day and place a paper ballot into the machine - no more excuses. We have public transportation, we have buses, we have ubers, we have taxis, we have friends with cars, their is even a free ride service for the elderly. Enough is enough. ELECTION DAY is for VOTING, not ELECTION SEASON and not ELECTION MONTHS. There should never again be voter fraud like there was in 2020. Stop making pathways for more fraud and corruption in this system that is sacred and cherished among all Americans. The more you pull it apart the less it means. Thank you Mr. Chairman and Members of the Committee. I am Deb Wake, President of the League of Women Voters of Virginia. We support HB1810. On October 13, the accidental severing of a fiber optic cable forced the online voter registration portal to go offline on the final day that voters could register for the November 3 election. Voters in Virginia had no real alternative to register as a new voter or change an existing registration during the entirety of the statutorily mandated period of up to 21 days before an election. Even trying to complete a paper form was fraught with risk due to the imminent deadline making a mail option unworkable and the inability for many voters to deliver a completed form to their local registrar’s office. The League of Women Voters quickly teamed up with other organizations in a lawsuit that led to requiring ELECT to extend the deadline by two days—which was a day and a half after the online portal was reestablished. HB1810 will normalize the process if such a disruption should reoccur. The League supports the automatic solution in the bill that matches the solution reached in the League’s lawsuit last fall. Under this new process, voter registration would be extended for a period of time equal to the amount of time during which the online voter registration system was unavailable for registration activities, rounded up to the nearest whole day. Only by giving voters the certainty of having sufficient time before an election to either register as a new Virginia voter or change their registration if they have moved, can Virginia ensure access to the voting booth and election integrity. Hello, I am Deb Wake, president of the League of Women Voters of Virginia. We support HB1888 which will help make sure Virginians can vote in elections that are secure, safe, accessible, and equitable. The League’s priorities for this general session include making permanent the temporary supports for absentee voting that passed during the special session. Despite ballot drop off being a new method in the Commonwealth last year, almost 200,000 Virginians made use of it in November, resulting in safer and more accessible voting for them and shorter lines for other voters. Drop Boxes are also supported by the COVID Working Group led by the national Cybersecurity & Infrastructure Security Agency, the National Vote at Home Institute, the Campaign Legal Center, and FairVote. HB1888 permits voters to cure certain procedural errors on their ballots. This is sensible. Otherwise, voters do not find out if their vote did not count until weeks after the election. Eighteen other states, including Colorado, Georgia, Minnesota, and Utah, notify voters about procedural errors and give them an opportunity to cure. HB1888 makes elections more accessible, so voters with a visual impairment or print disability will be offered a ballot marking tool with screen reader assistive technology. And this legislation provides that voters who cannot vote on election day due to hospitalization, illness, or the death of a loved one will not be stopped from voting by personal tragedy. Instead, they may have an emergency absentee ballot to make their voices heard. The League supports the right of every eligible voter to vote easily, safely, and securely. We appreciate the filing of this bill and urge you to pass it. Thank you.

Citizen confidence in the integrity of elections is abysmal. A legitimate function of government, especially our unique form of popular sovereignty, is to GUARANTEE FREE AND FAIL ELECTIONS. All qualified citizens should be able to vote; ONLY qualified registered voters should be able to vote. Voting absentee should be restricted to qualified registered voters who can show cause of their inability to vote in person on Election Day. Because election officials cannot visibly verify who the absentee voter is, they need more rigorous methods of confirming their identity. Absentee ballots must be formally requested by the voter and sent to them only after the requestor's identity is verified. Unvoted ballots must be treated as a precious commodity and guarded closely. There should be enough ballots printed so every registered voter may vote once per election with a small surplus for voided or spoiled ballots. ONLY voters with an approved reason to miss voting at their precinct on Election Day should qualify for an absentee ballot, and they must formally request their ballot. When ballot requests or even actual ballots s are mailed to addresses on the voter rolls, there is a loss of custody that invites fraud. We do not need to relax our standards. Indeed, we need to make them more rigorous!!! This initiative is COMMON SENSE !!! YES on HB1869 !!!

I, too, was sent multiple items concerning voting. To tell you the truth, I don't know whether they were applications for absentee ballots, ballots or what. I always intended to vote in person so I pretty much threw them in the trash. There should be an independent place from which people can call or email to get a ballot with a record of who's been sent one, along with their address, etc. Additionally, corona virus or what, we need to do away with mail-in voting for everyone who is not home-bound. People get out to get groceries and do everything else they want to do. Something as important as voting should not be any different. For those "home-bound" people, and for everyone else, we need to go back to voter IDs (a driver's license plus a utility bill) to prove people who vote are LEGAL citizens of VA.

There needs to be better ID for voters including picture ID and proof of citizenship. Allowing 16 year old youngsters to vote is not a wise decision. This age group can be manipulated, and most have no real understanding of the voting process, the issues, or the candidates running for office. They will simply be parroting what their parents believe. I don’t think popular vote is a good idea. It opens up more illegal voting opportunities, especially where illegals are involved. In 2020 one of the things Virginia registrars experienced was increased voter confusion arising out of absentee ballot applications that were sent, unsolicited, to many voters' residences. Voters confused these applications with ballots. Voters thought that their registrar had mailed out the applications. Voters wondered why they were getting multiple applications. There needs to be some way to minimize confusion. Voters need to know the difference between a mailing sent by a third-party organization and their registrar. Voters need to understand how to send in their application so that their registrar receives it directly and in a timely way. Thank you for your consideration of this bill.

I have been researching the election-related bills for this session, and this one is extremely important. As I understand, it would alter the way absentee ballots are counted. Currently, they are allocated to a Central Absentee Precinct in each county, but this bill would allocate them to individual precincts. As a greater number of citizens vote absentee, this bill would be extremely helpful for citizens and campaigns who wish to understand the true breakdown of votes in each individual precinct. As per the current policy, it does not make sense to allocate votes on Election Day for each precinct while not including the absentee and early in-person vote totals. The Virginia Public Access Project created a visualization comparing Election Day totals and overall totals of the 2020 presidential election in the City of Chesapeake. This is a link to it: https://www.vpap.org/visuals/visual/chesapeake-one-step-ahead/ Chesapeake is the only locality that recorded for posterity results of the 2020 presidential election at the precinct level. This demonstrates that the Election Day totals on the precinct level can be extremely different when early votes are accounted to their proper precinct. I am asking that this committee considers and passes this bill because it will allow for more accurate election results. Thank you.

The Virginia Board for People with Disabilities supports mandating the availability of screen readers to allow voters with disabilities to electronically mark absentee ballots. HB 1888 codifies the work of advocates for blind and visually impaired voters who asserted their rights to an accessible, private absentee ballot under the state and federal law in last summer’s court case, Gary v. Virginia Dept. of Elections. Using screen readers to electronically mark absentee ballots enables voters with vision impairments to cast a ballot independently, thus preserving the privacy of their ballot. Screen reader technology was used successfully in absentee voting in the November 2020 elections and should be made available to voters on a permanent basis. The provision of screen readers as a voting accommodation ensures voters with visual disabilities are afforded the same rights as all other voters, including the right to a private ballot guaranteed by Constitution of Virginia (Va. Const. Art. II, § 3) and rights under state and federal law. The Code of Virginia states, “No person with a disability who is otherwise entitled to vote . . . shall be denied the opportunity to register or vote in this Commonwealth because of such disability.” (Va. Code § 51.5-43). Drop boxes are a safe and reliable option for voters to deposit their ballots. With recent concerns about the slowing down of mail service and the increased enthusiasm for early voting, voters know that their ballot deposited in a drop box before the deadline is considered to have arrived on time. This provides the voter with peace of mind. As a non-partisan organization that works with Asian American voters, including those who are naturalized immigrants and may be limited English proficient, dropping off a completed ballot early at a drop box is secure and dependable. For these reasons, NAKASEC Virginia supports HB 1888.

Thank you Mr. Chairman and Members of the Committee. I am Deb Wake, President of the League of Women Voters of Virginia. We support HB1810. On October 13, the accidental severing of a fiber optic cable forced the online voter registration portal to go offline on the final day that voters could register for the November 3 election. Voters in Virginia had no real alternative to register as a new voter or change an existing registration during the entirety of the statutorily mandated period of up to 21 days before an election. Even trying to complete a paper form was fraught with risk due to the imminent deadline making a mail option unworkable and the inability for many voters to deliver a completed form to their local registrar’s office. The League of Women Voters quickly teamed up with other organizations in a lawsuit that led to requiring ELECT to extend the deadline by two days—which was a day and a half after the online portal was reestablished. HB1810 will normalize the process if such a disruption should reoccur. The League supports the automatic solution in the bill that matches the solution reached in the League’s lawsuit last fall. Under this new process, voter registration would be extended for a period of time equal to the amount of time during which the online voter registration system was unavailable for registration activities, rounded up to the nearest whole day. Only by giving voters the certainty of having sufficient time before an election to either register as a new Virginia voter or change their registration if they have moved, can Virginia ensure access to the voting booth and election integrity. Hello, I am Deb Wake, president of the League of Women Voters of Virginia. We support HB1888 which will help make sure Virginians can vote in elections that are secure, safe, accessible, and equitable. The League’s priorities for this general session include making permanent the temporary supports for absentee voting that passed during the special session. Despite ballot drop off being a new method in the Commonwealth last year, almost 200,000 Virginians made use of it in November, resulting in safer and more accessible voting for them and shorter lines for other voters. Drop Boxes are also supported by the COVID Working Group led by the national Cybersecurity & Infrastructure Security Agency, the National Vote at Home Institute, the Campaign Legal Center, and FairVote. HB1888 permits voters to cure certain procedural errors on their ballots. This is sensible. Otherwise, voters do not find out if their vote did not count until weeks after the election. Eighteen other states, including Colorado, Georgia, Minnesota, and Utah, notify voters about procedural errors and give them an opportunity to cure. HB1888 makes elections more accessible, so voters with a visual impairment or print disability will be offered a ballot marking tool with screen reader assistive technology. And this legislation provides that voters who cannot vote on election day due to hospitalization, illness, or the death of a loved one will not be stopped from voting by personal tragedy. Instead, they may have an emergency absentee ballot to make their voices heard. The League supports the right of every eligible voter to vote easily, safely, and securely.
