On behalf of the Hilde B Foundation, an international nonprofit dedicated to ending domestic violence through education, technology, and policy advocacy, we write in strong support of HB1233. This legislation strengthens Virginia’s commitment to survivors by expanding resources available through the Sexual and Domestic Violence Victim Fund. Sustainable and well-funded victim support systems are essential to ensuring access to counseling, legal assistance, housing stability, and long-term recovery services. From our work with youth, survivors, and community partners, we consistently observe that underfunded systems create gaps in safety, access, and accountability. Policies that secure stable funding streams for victim services directly improve survivor outcomes and reduce long-term social and economic costs associated with domestic and sexual violence. HB1233 represents a pragmatic, evidence-based step toward strengthening Virginia’s survivor support infrastructure. We respectfully urge the Courts of Justice Committee to support this bill and continue advancing legislation that prioritizes survivor safety, dignity, and access to care.
