The attachment describes our volunteer 501c3 group, Potomac Heritage Trail Association, and the Potomac Heritage National Scenic Trail (PHNST), recognized by Congress for its outstanding beauty and rich heritage. It summarizes (with links) recent advocacy by Virginia's US Senators and Representatives, and by various County governments and volunteer groups. It cites a 2023 study by NPS and Northern Virginia Regional Commission showing the PHNST economic benefits are $494 million every year.

The Franklin County Board of Supervisors supports this bill that proposes to increase funding for unpaved secondary roads as part of its annual legislative agenda. Franklin County currently receives approximately $300,000 annually from this fund which allows for approximately 0.25 mile of roadway improvement annually. Franklin County has approximately 85 miles of unpaved secondary roads. The proposed increase is necessary and prudent due to increased costs for construction and it will benefit all counties across the Commonwealth.
