I would like to express my opposition to this bill. To my understanding, if the evidence does not meet the bar of a "beyond a reasonable doubt", the evidence can still be used in civil proceedings for protections for the child and custody proceedings, etc, especially if the child's parents/guardians were notified as per law and wish to pursue civil means of justice and/or an IIED suit, etc. Was this considered by the committee? SUPPORT HB1335 The Virginia Association of Roofing Professionals (VARP) supports HB1335 because it strengthens Virginia’s ability to deter and address fraudulent insurance acts through clear standards and meaningful civil penalties. Insurance fraud negatively impacts homeowners, insurers, and legitimate roofing contractors by driving up costs, delaying valid claims, and undermining trust in the insurance and construction systems. Establishing a defined civil penalty for knowingly fraudulent acts provides an important enforcement tool and sends a clear message that deceptive practices will not be tolerated. VARP believes HB1335 promotes fairness, accountability, and integrity within the insurance claims process and helps protect both consumers and ethical contractors operating in the Commonwealth.
HB123 - Delinquent children; loss of driving privileges for alcohol, firearm, and drug offenses, truancy.
NO POSITION ON HB 123 ON ACCOUNT OF WHO WILL GIVE DUI TEST DURING SCHOOL ATTENDANCE.
I would propose that there should be an ammendment to this bill to include the parents and guardians of these children to be included. It all starts with the parenting. The root cause of these children and their nefarious actions is a result of bad parenting/guardianship. DMV needs to tighten up their rules and regulations regarding issuing Driver's Licenses. If they are under the age of 18 their parent(s)/guardians have to provide "proof of residency"; for which we can use that to track their "supervisors" of the children and have them be resposible for their actions.
