SB57 (VanValkenburg). The League of Women Voters of Virginia supports SB57, which is identical to the new proposed subsection 2 of Virginia Code section 24.2-404 in HB215, which has passed the House of Delegates and which we also support. We urge you to Incorporate SB57 into HB215.

I support SB57 which our Governor McDonnell was instrumental in setting up. ERIC is effective at helping states maintain accurate registration records while protecting the privacy of voters. We should never have left ERIC.

Oppose SB 57, which mandates Virginia’s membership in the Electronic Registration Information Center (ERIC). This mandate risks duplicating services already planned for the VERIS replacement in 2026, wasting taxpayer funds. It may expose voter data to external entities, raising serious privacy and security concerns, especially regarding DMV data of minors without consent. Forced participation undermines local control over voter roll maintenance and conflicts with state-specific election integrity needs. Additionally, required membership fees could impose unforeseen fiscal burdens on Virginians. I urge you to vote against this bill.

SB58 - Elections; deadline for receipt of absentee ballots and certain other information, etc.

SB58 (Favola) The League supports SB58, the companion bill to HB82. Adjusting the deadline for the receipt of ballots arriving by mail from noon until 5:00 PM on the third day after an election takes into account the unreliability of mail deliveries and will help ensure that voters’ ballots will be counted as intended by law.

SB58 is a common sense response to the way the US Postal System is behaving. At home, I count myself lucky if the mail arrives by 5pm. Expecting it at noon is a relic of a by-gone era. Please vote for SB58.

SB162 - Voter registration; restoration of political rights upon release from incarceration.

SB162 (Locke) As the LWV strongly supports the proposed constitutional amendment to automatically restore voting rights to those who have completed their term of incarceration for felony conviction and those who have been adjudicated to retain the ability to understand the act of voting, we also support SB162. This bill, like HB964, which did pass the House, provides the requisite changes to the state Code to make this long overdue change a reality.

SB176 - Elections; ranked choice voting; locally elected offices, report.

SB176 (VanValkenburg) The League of Women Voters of Virginia supports SB 176, which is identical to the companion bill, HB630. All jurisdictions should have the permanent option to use ranked choice voting in elections for their local governing bodies. They would also receive from ELECT statewide standards and procedures for conducting RCV elections and standards for tabulation software and equipment, along with educational materials for voters.

SB311 - Constitutional amdmnt. marriage between two adult persons, repeal of same-sex marriage prohibition.

SB 311 (Ebbin) The League of Women Voters of Virginia supports SB311. It is time that we remove the 2006 amendment that specifically calls for marriage to be between “one man and one woman.” To be in step with current federal law and to enshrine and protect the right to marry for all Virginians, we need this implementing legislation in addition to the constitutional amendment.

SB322 - National Popular Vote Compact; enters Virginia into an interstate compact.

SB 322 (Ebbin) The League of Women Voters supports SB322 to accomplish Virginia’s membership in the National Popular Vote Interstate Compact. NPV is an endorsement of democracy that preserves the Electoral College yet guarantees the Presidency to the candidate who receives the most popular votes across the nation.  Once implemented, it will ensure that all votes across the nation count and count equally.   The Senate and the House have wisely voted and passed the same language in SB322 and HB965.
