I support HB 1615 VERY MUCH because Noise Pollution from vehicle owners (Automobiles, motorcycles, Tractor Trailers and Dump Trucks) who modify their exhaust systems to be purposely LOUDER than the standard levels on average to annoy, intimidate, HARASS or create a unnecessary disturbance of the peace towards another driver, business or home owner is unacceptable. Sound studies need to be a part of the process where it is a REPEATING ONGOING OFFENSE and disturbance so that other technologies, laws, higher fines and police enforcement is applicable. I specifically am referring to a long term problem that the public has thought is just the way it is, when it is an ongoing breaking of the law when tractor trailer drivers who own their own vehicle and/or a company that allows the purposeful modification of their exhaust stacks to be Extremely loud in conjunction when a the ENGINE BRAKING systems is used which is also known slang as a "Jake Brake". Tractor trailer drivers use this to harass and intimidate other drivers to speed up past the posted speed limit so they can speed faster to deliver cargo faster in order to make MORE money for themselves and/or the business owner they work for. The ports of Virginia have grown tremendously in the past 5 years with millions invested to allow the ports to handle the largest cargo ships on the east coast, where before they were limited to largest size due to cargo weight that would bottom out on the inner ports sea floor. This all leads to a HUGE increase in tractor trailer traffic commerce on all roads in Virginia of which to handle the growth that is validated per recorded video of Secretary of Transportation Sheppard Miller in 2023 and 2024. Tractor trailers drivers use Loud Vibrationally felt NOISE to turn their tractor trailers into "Weapons of Acoustical Harassment" towards drivers, homeowners, businesses and the general public overall. Modifying their exhaust stacks SERVES NO POSITIVE Rational reasoning to be helpful in modern society. It is simply providing a CAVE MAN type mentality and primitive thinking that needs to die with the dinosaurs. Modifying their exhaust stacks is done by removing the top portion so it is what State Police refer to as a "Straight Stack", and/or widening the diameter of the shaft so it creates a deeper bellowing sound. While this is great if your playing the organ in church, it is powerfully abusive and jarring to the human body that it can add to crashes. It penetrates walls and windows of homes and businesses. If you are sitting outside it can create so much anger in a person it creates another version of STRESS. One thing we DO NOT need in society is MORE STRESS because people end up burning down cities and attacking police it seems when stress levels get really high in society. So noise studies are a absolute necessity and pass this law please. Thank you
