Though I am a Shenandoah Valley resident, I am a Northampton County native and property owner. I spend a great deal of time on the Chesapeake Bay and have for my entire life. I have seen firsthand the impact of the loss of menhaden on osprey and fish species, including dolphin. I am sad that my grandchildren don't experience the same interactions with the Bay that I have had my entire life, fishing and watching all the wildlife that depend on menhaden. The menhaden reduction industry cannot continue depleting the Bay in Virginia waters.

I support HB19 and encourage its passage. Evidence-based science is essential to making informed decisions about the menhaden industry in the Chesapeake Bay. We cannot continue to witness plummeting numbers of surviving osprey young while taking no action.

Mismanagement of the industrial harvesting of menhaden has led to a state of ecological and economic disaster for the Virginia and Maryland recreational fishing industry. This is not just the charter boats, but the folks who want to go out and catch some fish for dinner. The Chesapeake Bay is the gateway to numerous rivers, so the impact is widespread. It appears that this type of harvesting is also damaging the bottom of the Bay, which is not good. It is also leading to the starvation of osprey in the main stem of the Chesapeake Bay in Virginia waters. Industrial harvesting needs to be halted immediately and not wait on a multi-year study. I fully support the ability of the local watermen to catch menhaden for sale to the local market.

I strongly urge a non biased review of the impact of Omega over fishing the bay for menhaden. I also feel restitution is warranted to replace the impacted grasses on the bottom from sein nets destruction.

With amendments, I would support HB 19 and the menhaden study. Most importantly, a moratorium moving the industrial fishing out of state waters until science can catch is imperative. If enacted as it is written, it would take 6-7 years before the study was approved, funded, conducted and completed. We know based on our personal observations, scientific data, etc. that the Bay can’t wait. Many years ago Omega Protein negotiated with the State of VA to be allowed to fish in the bay during inclement weather when ocean fishing would be too dangerous. Fast forward until about 2021 when Omega/Ocean Harvesters exceeded the Bay Cap. Then VMRC Chairman Bowen sent a letter notifying of the violation and pointing out that they should be fishing in the bay only during inclement weather. The response back to Chairman Bowen was that exceeding the limit was a business decision and aid that the fish in the bay now for a number of reasons including economics. All the while the bay and my community suffer in many ways. When I fished with my young children from Silver Beach, I dreamed of the day I’d be doing the same thing with my grandchildren. That dream has been taken from me thanks to a pattern of inaction by the legislature, the Governor’s office, VMRC, and ASMF to stop the concentrated depletion of menhaden in the Chesapeake. The neighborhood children, my grands, and I do go down and give it a try but the fish are gone and my sweet grandchildren who are always excited to see the old pictures of fish their moms and dads caught get justifiably bored. There are no schools of menhaden to be seen, and our resident Osprey and heron are gone, shockingly few pelicans and sea birds this year, and very few dolphin. Any study must also include Maryland as the water and fish know no boundaries. Northampton County, VA Board of Supervisors unanimously passed a resolution asking the Governor, VMRC, and ASMFC to prohibit industrial menhaden reduction fishing from VA state waters. You have been provided with a copy by our county office. Please review and consider the hardship on the residents of our rural county. I support this menhaden study Bill for several reasons: these fish are being depleted from the bay at an alarming rate, which is impacting striped bass, osprey and a number of other important species in the area. we believe these large industrial nets do not belong in the shallow waters of the Chesapeake Bay, and we believe it is doing harm to the bottom structures as well. Whenever we raise these issues, the industry states “there is no science to support your concerns.” Now this bill will give us some of the science necessary to prove that our concerns are accurate. It should be noted that the industry was part of a group that created the study plan yet they are now lobbying against this bill. The truth is they do not want science because they fear what it will tell us. Sadly, some of our politicians are bought and paid for by the industry and that’s why this damaging fishery has continued for so long. This fishery is outlawed by every other state on the East Coast. It should also be noted that our governor has stacked the board at VMRC with friends of the industry. This is simply shameful.

I support HB19. Atlantic States Marine Fisheries Commission and the Commonwealth of Virginia have never studied the population dynamics of menhaden within the Chesapeake Bay. There are no studies that have shown the population in various regions of the Bay, how the fish utilize the creeks, and how the osprey are dependent upon the menhaden. Although there seems to be a lot of menhaden out in the ocean, there is a clear deficit within the Bay and nobody knows why or how that came to be. Menhaden loss seems to be the main reason for the osprey nesting failure. The VIMS study is a good start to getting the information needed to make good decisions for the people of Virginia, decisions that consider all of the various interests and needs, ecosystem services, impacted communities, and economics. If Virginia does not do this study, I would not be surprised if ASMFC funded a study using a different set of researchers.

I support the funding of this menhaden study bill HB19. My personal realization of the loss of menhaden was during my regular activities kayaking, swimming and sailing on the bay and it tributaries. Over the past couple of decades I was wondered by the great return of eagles, ospreys and pelicans to the Chesapeake. It has become a real symbol that we must finally be doing something right by the bay, and our efforts, and all the hundreds of millions of dollars spent are paying off. I have been greatly dismayed over the last two seasons by the sudden lack of chicks in Osprey nests, and many abandon nests where Osprey families normally thrived. Something has changed. I started researching 4 months ago. I realize that with water pollution, rising water temperatures, eel grass loss, and the invasive blue cat, the bay is under enormous pressure. We seem to be at a tipping point. I have heard many people talk about massive bird cyclones they used to see over vast schools of menhaden, but have not seen in years. How can you continue to extract the number one source of protein that almost every Virginia marine species depends on, and expect good things to happen. The Menhaden Reduction Fishing Issue Menhaden are the keystone prey species in Virginia waters. The majority of Virginia’s marine mammals, seabirds, and saltwater predatory fish depend on them for survival. The reduction fishing industry has been extracting this primary source of protein out of the Chesapeake Bay and Virginia coastal waters for 150 years. The bounty of Virginia's marine ecosystems and resources has never being fully realized due to this antiquated practice of slaughtering billions of wild menhaden for industrial purposes. Virginia is the only Atlantic Coast state that still allows reduction fishing in their near shore coastal waters. Tens of thousands of Virginians depend economically on a healthy marine ecosystem in the recreational, tourism, and traditional watermen industries. Thousands of working class Virginians depend on a healthy fish population to put a subsistence level of protein on their table through shoreline fishing. Yes, the economics of Northumberland County do matter, but should they continue to outweigh the economics of all other Virginians? What could be achieved if menhaden were given the breathing room to thrive? Goals: 1. Restrict reduction fishing to Federal waters (U.S. EEZ 3+ miles offshore). 2. The Health Alliance for Violence Intervention (HAVI) is proud to support House Bill 622 to provide medical assistance services through the creation of a violence prevention benefit. This bill would promote the physical and psychological recovery for survivors of community violence and create a safer Virginia. The HAVI represents over 50 hospital-based violence intervention programs (HVIPs) across the United States. We are proud to support programs throughout the commonwealth as partners of the Virginia Hospital-based Violence Intervention Program Collaborative. HAVI member programs provide services to violently injured patients in both health care and community settings. HVIPs vary in the specifics of their design and scope, but typically include immediate intervention in the hospital or emergency department after an injury, followed by intensive, community-based care for approximately one year after discharge. Without intervention, these patients are at high risk for future repeat injuries, retaliatory violence, and mental health consequences such as post-traumatic stress disorder. Research shows HVIPs are effective in reducing patients’ risk of repeat injury, as well as addressing critical needs such as mental health, alcohol and substance misuse, and a variety of other patient-centered outcomes. One randomized control published in the Journal of Trauma found that participants were 84% less likely to return to the hospital with a repeat injury and four times less likely to be convicted of a violent crime. Research shows that Medicaid is the main payer of the medical costs of firearm violence. With that in mind, HB 622 is likely to result in net savings for Virginia’s Medicaid program. Given the high medical costs of treating firearm injuries, this bill would save the commonwealth money if just a small number of shootings are prevented. With or without action, Virginia’s Medicaid program is expected to remain the single largest payer for health care expenses following firearm injuries, highlighting the importance of implementing a preventive strategy. HB910 On May 23, 2023, Dominion Energy Virginia submitted an Integrated Resource Plan setting out projections for future energy system investments to meet energy demand through 2038. The IRP, based on assumptions of data center growth from PJM and Dominion experts, suggest that demand from data centers will require a massive increase in the energy system. Importantly, the IRP estimated that the increased investment in generation, transmission, and other infrastructure would result in costs of up to $136 billion. According to Dominion, the average ratepayer bill would increase more than 100% to cover these costs. The General Assembly should be concerned that there is no public information to verify energy use or project future energy demand from data centers, even though the impact on the average rate payers over the next 25 years would be more than double. At my home, my average monthly bill is $200. If that were to double to $400 to subsidize data center demand, that would amount to a $2400 annual subsidy over 25 years. more than $40,000 in subsidies to the richest companies in the world. Imagine that every ratepayer provides a similar subsidy. Currently, there is no system for reporting or projecting data center energy use in Virginia. In fact, there is very little transparency around the power usage of this industry although Dominion and PJM (our regional transmission operator) have made it clear that data centers are a significant driver in forecasts showing sky-rocketing power demand. Tracking and publishing this information publicly is fundamental to getting a handle on this issue. It is critical to track power usage and start statewide planning because the cost of transmission and generation infrastructure that will be needed may fall on non-data center ratepayers if changes are not make to the rate structure. Virginian’s need this transparency to ensure we are not blindly subsidizing the infrastructure needs of the largest companies in the world or forfeiting the states climate initiatives.

Throughout the years, I've often heard of the stories of promises of fairness being made to African Americans yet unkept even today. I'll also reflect on conversations about black family ancestors' properties being handed over due to fear of legal repercussions, having little or no choice but to relinquish their land, fearing the acquisition through "eminent domain" claims, or the possibility of some other loophole to justify the seizure of the property.   There may be some who perceive this bill as being just about standing up for land owners, yet it goes deeper than that. I see an opportunity to right the wrongs of the past. Pushback, along with rejections of the pleas to prevent actions perceived as yet another form of gentification with the expansions of universities, etc., even in these times, are reminiscent once again of the erasure of a culture, which I'll refer to as the village (our community), which once existed. Within our villages were our blood family members, our community family, and the homes that provided the resources and a gathering space if needed. Such actions have also erased history and served as a reminder of the black villagers who stood together during the most trying of times. As the current black generations still await reaping the benefits of promises made to our ancestors that have not been received, I wholeheartedly support this bill. We must preserve communities such as the aforementioned by ensuring and preventing the ills of this Commonwealth's past or by being deliberate in mandating options for maximum compensation. Today, I stand to remind all that not only does justice start with "just us" unifying to ensure rightful and just practices, but also "just you" being a Committee of Change to eliminate the historic patterns of unjust practices. I am in support of HB 1066; to establish a Commission to Study “History of Uprooting Black Communities by Public Institutions of Higher Education. In the mid-1900s, Blacks owned over 20 million acres of land in the US. During the 60s and 70s Blacks began losing land at an alarming rate to corporations, governments, land developers and educational institutions; and have lost an estimated 90% of their land. Their land was snatched from them through various property schemes such as tax sales, eminent domain, encumbrances and the Torrens Act. People and institutions have enriched themselves from Black land thefts, creating an inequality in Black wealth. This study is important to assess the acquisition of land by educational institutions; where in Richmond for example VCU Schools and Medical Center expanded into Richmond’s downtown Black neighborhoods and Black burial grounds.

I support HB1066. It is disgusting and should be illegal for anyone to take peoples' land or homes without sufficient compensation. This bill seeks to understand the displacement of Black people, often from growing middle-class neighborhoods. These people were often forced into lower-income neighborhoods, losing acquired wealth, because they were not fairly compensated for their property. Often white neighborhoods were also available, but they were not bothered. This stolen wealth should be returned, and this bill can help determine how that can happen.

Thank you so much for being the patron of this bill as all of our children in grade school should be taught with Asian Americans history like any other communities. We are praying that all of the VA delegation vote YES to this bill.

The Asian population is the fastest-growing and second-largest group of immigrants in the United States. Research indicates that Asians will make up 38% of all immigrants to the United States by 2055, which is higher than Hispanics/Latinos, who will make up 31%. However, the dominant culture has often perceived Asian immigrants as "perpetual foreigners" in American history. For instance, Chinese immigrants were barred from entering the United States under the Chinese Exclusion Act of 1882 because they were considered unassimilable to mainstream American culture (Hartlep, 2013). As a consequence, this act limited the migration of other Asian groups, including Japanese, Korean, South Asians, Filipinos, and refugees from Vietnam, Laos, and Cambodia to the U.S. with the notion of perpetuating the foreign Asian population (Hartlep, 2013). Asian immigrants have also faced discrimination and prejudice, including stereotypes and negative portrayals as perpetual foreigners (Ng et al., 2019). This can make it difficult for Asian immigrants to fully integrate into American society and feel a sense of belonging. The "Perpetual foreigners" concept results in a lack of diversity and inclusivity in society. Consequently, Asian immigrant families do not receive the support and representation they need, and their perspectives and experiences are often not valued. For example, taking into consideration the diverse ethnicities, languages, cultures, socioeconomic status, and educational needs of Asian American students, Ng et al. (2017) have shown that Asian American students are neglected in public education, including the fact that they are absent from K-12 curriculum and staffing. Additionally, they are marginalized within traditional discussions of race based on a Black and White framework (Ng et al. 2017) which has contributed to the K-12 curriculum lacking the inclusion of content about Asian Americans (Ng et al., 2017; Kiang, 2004). As a result of stereotypes, classroom practices, school decisions, and government policy and funding allocations are not inclusive and equitable for Asian families. This society's fabric is strengthened and healthier when Asians who have contributed to American history are made visible.

We want to thank Delegate Martinez for sponsoring this bill 1353 for Asian American Heritage Commission bill. The school k-12th grade should have accurate history of AAPI information in their curriculum. Inclusion, diversity, equality should be represented in text books, thank you again.

With the recently revised history standards, next year will be the first year students across the commonwealth will be learning about Asian American history. But they're not the only ones. Most educators will have limited knowledge of these standards, too. Think about it. How much Asian American history did YOU learn in school? It is imperative to have a commission guiding the Board of Education on how to implement standards regarding the Asian American and Pacific Islander community, so the Virginia Department of Education can provide resources and professional development to the school districts.

Good morning House of Delegates, I am writing in support of House Bill 1353 that supports creating a commission to help advise on Asian American and Pacific Islander (AAPI) heritage and contributions to our K-12 education. As second generation Vietnamese American who has lived in Virginia since I was 5 years old, I recall one mention of any Asian related event in school which was the Vietnam War which was less than a chapter in History at the time. Our history teacher who was a Vietnam War vet shut our book and said it was shameful. I have had to search on my own to learn about AAPI history and culture beyond my own family and find a lot of pride and joy in learning of others culture. However, I would be hard pressed to name any Asian Americans who have made contributions to the fabric of our nation, despite having a larger and larger portion of the population. I don't think it is because there has been lack of contributions (such as the United States vs Wong Kim Ark to establish Birthright citizenship clause in the 14th Amendment), but lack of education. Last year when we visited Richmond, my daughter had requested to visit the Maggie Walker house because she had learned about it in 1st grade. I had passed by the Maggie Walker school as a resident at VCU but had no major desire to learn more about her, but now I happily did to indulge in my daughter's desire to learn more about Maggie Walker (the first African American woman to own a bank). This story is to demonstrate the power of education. IN closing, I want to thank Delegate Marty Martinez in stepping up to support this bill. I want this for the young version of myself, and for my kids to be able to see themselves as contributors to our great and diverse nation.

Asian American and Pacific Islander communities across the Commonwealth of Virginia have been facing acts of bullying, violence, and hatred in recent years. A 2023 AAPI Data poll by the Associated Press revealed that 23% of Asian Americans encountered verbal harassment or abuse, while 10% experienced physical assault or threats. Approximately one-third of AAPI individuals encountered professional discrimination based on their race, and over 50% felt discomfort or insecurity in the U.S. due to their ethnicity. In a separate study, Pew Research reported that nearly one-third of Americans perceived Asian Americans as more loyal to their perceived country of origin, and almost 80% of Asian Americans did not feel fully accepted in the United States. This reality highlights the urgent need to address anti-Asian American prejudice, discrimination, and hate. The litter tax is a necessary tool to fund litter prevention programs and removal of litter once it has reached the environment. This tax supports community clean ups, youth education, solid waste infrastructure, and other valuable programs. 71% of registered Virginia Voters support shifting the costs of recycling programs off of community taxpayers and onto producers to clean up and prevent litter which the Litter Tax could better do. Litter composition has drastically changed since the original litter studies in Virginia completed in the 1970s. The most common items found in 1976 and 1979 were aluminum cans. Today, beverage containers of varied materials are found, with the most common being plastic. Plastic items of all types now dominate Virginia’s litter makeup yet this shift has yet to be considered into how the Litter Tax is funded. The Litter Tax is out of date. The tax has not been adjusted for inflation nor changed as the influx and make up of litter has changed. The Litter Tax focuses primarily on cleaning up litter from the environment rather than reducing consumption and increasing reuse or recycling of products. Studying the litter tax and recycling infrastructure in Virginia will provide critical insights into recycling shortcomings and opportunities for system improvements. HJ35 - Litter tax This measure should be passed. Virginia streams like Accotink Creek are awash in litter and trash. Volunteer cleanups are not sufficient to reduce the problem. Season after season, our volunteers spend countless hours struggling to collect the rubbish that flows off paved surfaces into our creek, yet in the end feel they have hardly made a dent. We need help. We need to do more.

Local communities and their residents deserve to have easy mechanisms to purchase clean, renewable affordable energy through Community Choice Aggregation or other mechanisms not controlled by the local utility monopoly. CCAs throughout the country have served to accelerate the move to clean, renewable energy, provide price stability, and promote energy efficiency programs for their customers. Under Virginia law CCAs are authorized but no jurisdiction has opted to do so. A study to identify and recommend remedies to creating CCAs as well as similar mechanisms would facilitate greater choice for individuals and communities in sourcing its electricity, greater competition, and lower prices. With the cost of renewable energy falling and now more than competitive with fossil fuel based electricity generation, both consumers and the climate will benefit. I personally want this choice for my electricity.

The Commonwealth of Virginia has clean energy goals that will support a strong economy, job growth, and ambitious climate goals. Additionally, Virginia code allows for municipal aggregation. An analysis of the barriers to implementation of these important goals is a critical next step. As the Commonwealth clearly envisioned and as we’ve seen in nearly a dozen other states, enabling energy retail choice is a successful way to achieve clean energy goals while benefiting consumers with cost competitiveness. Allowing local governments to aggregate the energy load of their constituents and procure energy on their behalf is proven to be the most protective of constituents and the most inclusive of all families and businesses. I led the formation and launch of San Diego Community Power (SDCP), now the second largest community choice energy program in California. In just a few short years, it is financially sustainable, generating millions in excess revenue that are invested directly back into the community, and is providing cleaner energy than the local investor-owned utility at competitive rates. This is a common theme amongst communities that are embracing the community choice aggregation model. Bridging the gap between the goals of the Commonwealth and the clean energy goals of your local governments, including Prince Henry and Loudoun Counties, and the barriers to achieving those goals begins with this study bill. I am writing in support of HJ 36 regarding clean energy purchases. I live in one of the smaller jurisdictions in the state, Falls Church, population under 16,000. To meet its climate goals, City government is working with neighboring jurisdictions to explore “Virtual Power Purchase Agreements,” or vPPAs. These entail some financial risk. Access to HJ 36’s state-level review of obstacles and risks, made available statewide, could jumpstart and avoid duplication of study efforts by localities. When looking to help constituents access clean energy through municipal aggregation (§ 56-589) or vPPA’s, small- and mid-size jurisdictions can face a prohibitively expensive first step simply to study the risks and details of these approaches. Here again, access to a state-developed overview of the obstacles would be valuable to many municipalities, especially if the State Corporation Commission weighs in, as requested in HJ 36.

Please vote "YES" on HJ36. • Local governments throughout the commonwealth are trying to reduce their carbon emissions to do their part in the fight against climate change. • In Prince William County - as in most counties and cities who have analyzed options - the approach that could reduce emissions the most is to vastly expand access to carbon-free electricity. • Local governments can contract for carbon-free electricity through a process known as “municipal aggregation.” The VA code has allowed this since 1999. • Now that clean energy is cheaper and more readily available, the market conditions are ripe for widespread adoption of this practice. • Now that data centers are coming on-line and dramatically increasing both electricity demand and carbon emissions, municipal aggregation would be even more helpful in accelerating the transition to clean energy. • However, even though several local govts are interested in using municipal aggregation, there are significant legal and regulatory barriers. As a result, no local governments have yet adopted municipal aggregation. • A statewide study is needed to figure out how to lower the barriers. This study would support not only local carbon goals, but the VCEA, and it would be a huge step in reconciling the economic development benefits of data centers with the need to reduce carbon emissions. When I joined FIRST, I was only a part of it to spend more time with my friends. However, the program allowed me to develop skills in STEAM, and introduced me to many new ideas. First also has a great community surrounding it, and the program been an inspiration to not just children, but to adults as well.

My name is Isaiah Marriner, and I currently serve as the Director of FIRST Robotics Competition with FIRST Chesapeake. FIRST means "For Inspiration and Recognition of Science & Technology." The mission of FIRST is to provide life-changing robotics programs that give young people the skills, confidence, and resilience to build a better world. FIRST Chesapeake is a nonprofit organization that carries out and delivers FIRST programs in Washington DC, Maryland, and Virginia. I assumed my current position as the Director of FRC. Before this, I was a teacher with Portsmouth Public Schools and a coach for FRC Team #3359 for 7 years. During my time teaching and coaching for Portsmouth, I witnessed the impact various programs had on a student's growth and development. Some programs were good, some were bad, but FIRST has been great. There haven't been any other school activities as impactful to a student's intellectual development as FIRST has been. While FIRST is a system of robotics competitions, it is also far more than robots. FIRST programs allow students to merge school content to produce business plans, engineering notebooks, websites, presentations, and robots. The culmination of these things has set FIRST apart from every other school activity I've seen, be it Model UN or a wrestling tournament. Every year, students engage in a new challenge. FIRST has allowed me to improve my problem solving and teamwork skills in a fun way! I get to make myself a more well rounded person overall as well as volunteer to help young kids get interested in STEM.

FIRST has greatly impacted my life in so many ways. I have been a part of FIRST for 4 years so far, through both FIRST Tech Challenge and FIRST Robotics Competition, and I hope to continue engaging both as a student and later as a volunteer. FIRST has taught me a variety of skills, both in technical and outreach aspects, which will be used in all aspects of life. Most importantly, this organization allows students of all experiences and backgrounds to participate in such an interconnected activity. I am honored to be part of FIRST, and this bill will provide the program with more recognition, leading to more students being impacted by FIRST's widespread influence.

FIRST has impacted my life significantly. It has taught me many technical skills, as well as teaching and leadership skills that I will be able to use for the rest of my life. This is an amazing program, and deserves recognition.

FIRST has made a massive impact on my life, I joined the program fascinated by quick and fast robots and, four years later, I am leaving inspired. Inspired that I can make things exactly the way I want to, inspired that I can bring together a team to solve challenging problems, inspired at the helpfulness fostered between teams and the inspiration I can give younger students. The program builds character in unique ways and shows people the real world. It proves that not everything works in a way that school cannot, that some people have more money than others, and that not everything is perfectly equal. Students put their heart into robots, often being the most time consuming thing for the three months of build season and love it. I personally have been involved with FIRST for about 6 years and cannot describe the excitement related with each competition, event, and challenge.

In high school, I entered the world of FIRST Robotics, joining a FIRST Robotics Competition team and a FIRST Tech Challenge team. In joining those two teams, I didn't realize that then, I'd make the best decision I'd ever make in my entire life. FIRST not only gave me robotics experience, but it introduced me to a new home. It introduced me to a community that was welcoming and exciting. It gave me inspiration to keep going in life, and helped me learn my aptitudes. Going to robotics was my escape from the trauma and hardships of everyday life. My team members became my second family, and I spent my entire high school career with my robotics team. I had no clue what exactly I wanted to do when I went to college, and decided to give Computer Science a try. In a spin of events, I joined my team's electrical subteam, and found a love for electrical engineering, which inspired me to major in Computer Engineering when I went to college. FIRST also helped me with financing my college career, as I received a scholarship for my contributions to FIRST. I still love volunteering with FIRST so that the newer generations can have the same life-changing experience that I had as a student on a FIRST team, and a day to appreciate FIRST robotics would be so appreciated.

I've been a part of this robotics team for 3 years, and every moment of it has been immeasurably significant for my development as an engineer and as a person. Students around Virginia would benefit from the recognition of this exceptional organization as it would expand the outreach of the resources FIRST provides for enhancing robotics as a STEM extracurricular. It's worth considering that a large percentage of the students interested in STEM in undergraduate education cite a STEM extracurricular as their inspiration for pursuing their interests, and that the STEM professions that education can generate have a proven and profound impact on our community. My support for this bill reflects the notions of tens of thousands of students who have engaged with FIRST Robotics in Virginia since its founding, and the passing of this bill would surely prove invaluable for tens of thousands of Virginia students to come.

We are FIRST Robotics Competition (FRC) Team 1086 Blue Cheese from Henrico, VA. Over the past 21 years our team grew to 100+ members who work together to build and program a robot that weighs up to 120 pounds, design social media and publicity materials, and collaborate with local organizations to share STEM with our community. FIRST Robotics is a transformative program that has positively impacted thousands of lives. Young minds actively participate in hands-on STEM experiences, fostering invaluable skills for their future careers. A study conducted by Brandeis University reveals that young women engaging in such programs are over three times more likely to pursue courses in engineering and computer science. Over 90% of students on STEM+C competition teams report improvements in conflict resolution, problem-solving, and time management. Countless students across Virginia have no idea about these programs, preventing them from gaining the technical and soft skills necessary to be competitive in the Virginia job market. We understand that it is important for all students to receive the opportunity to grow, pursue leadership roles, gain technical skills, and have fun while learning. Awareness must be raised throughout Virginia to broaden the reach of STEM and Robotics among the youth. Many kids are very familiar with Little League Teams, but not many know about Robotics Teams in their area. HJ78 can raise lots of awareness and help countless kids throughout Virginia learn about this excellent program. I am the Executive Director for FIRST Chesapeake, the 501 c 3 Nonprofit that operates FIRST (For the Inspiration and Recognition of Science and Technology) robotics programs in Virginia. I am also an alumnus of team 346 at L.C. Bird High School in Chesterfield County. FIRST works as a global community to prepare young people for a STEM future. It aims to ensure its programs have a lasting, positive impact on participants across all demographic groups. A rigorous multi-year longitudinal study, conducted by Brandeis University Center for Youth and Communities, provides strong evidence that participation in FIRST does just that. Even with just one year of FIRST participation, study participants are 2-3xs more likely to have gains in STEM outcomes than a comparison group of peers not participating in FIRST.

The FIRST Robotics Program provides our students first hand, real world experience learning technical skills and soft-skills. Actually building a physical robot creates opportunities to design, fabricate, and test both hardware and software. Students get highly engaged when they are working as a team to build their own robot. This activity requires significant time providing genuine opportunities to solve unforeseen problems. Actually building a robot teaches soft-skills such as working as part of a team, discussing the strengths and weaknesses of design, and time management. Students learn how to present their ideas in a group discussion and learn how to accept ideas from others. I have been with FIRST Robotics for 16 years since my daughter asked me to support her team. I have witnessed a number of successful outcomes seeing our students build personal confidence along with technical skills. Our local businesses have hired a number of our students right out of high school since they recognize the skills built in the robotics team. Virginia needs skilled engineers to support the business community. I support the Virginia state recognition of the FIRST Program.

I am a coach for FIRST Robotics Competition (FRC) team 8592, an MIT graduate, an engineer with 30 years of experience, and the father of two girls. I can honestly say that, of the many great STEM activities my kids hav been involved in, FIRST is the one with the most practical applicability. This is because it is as close to real engineering as to make almost no difference. The students have to accomplish an extremely difficult task (build a working robot) in an extremely short time, and they rise to the occasion. They have to deal with budgets, negotiate with team members to navigate tradeoffs, speak with judges about their design, operate and repair the robot under intense pressure, and throughout, maintain the FIRST principles of "gracious professionalism" and "coopertition". And those are not just catch phrases, but ideals that the program is structured to promote and develop. I have many times watched kids grow in leaps and bounds over the course of a single season. Young men go from never having used a drill to being able to design and manufacture complex robot parts. Young women gain in confidence, presenting their viewpoint about the advisability of using a particular material for a given part. It is, frankly, even more astonishing than the construction of the robot itself. Indeed, we say, "We're building people, not robots," and it's true. If we wish to maintain this country's strong position as a leader in technology, we know that we need the next generation to choose to be engineers and scientists. FIRST is an absolutely top rate program for doing encouraging this. Any recognition or support we can put into it goes directly to building the confidence and skills of our youth.

First robotics has been a very empowering experience, allowing me to learn and develop my skills as a future engineer.

I find writing to be hard and tedious, but as a current participant in FIRST and someone whose passion for STEM has been enabled by FIRST, I whole heartily support this.

FIRST Robotics has allowed me to meet so many wonder people over the short time I've been involved. Everyone involved is there to help lift you up and become the best you whether that be to prepare you for a future STEM career or life in general. FIRST isn't just about making robots, it helps create well-rounded students that can on to do anything they want. For me FIRST has allowed me to learn so much and make so many great friends and given me some of the most memorable experiences in my life. My favorite FIRST experience is volunteering to help mentor and referee FLL teams both in the off-season and in-season. Because I love giving those kids an opportunity to become better and to learn that I wasn't allowed to do when I was their age. FIRST impacts so many communities and it is well deserving of the recognition of its own day.

As a student under the FIRST Robotics program, I feel that it has impacted me in innumerable ways. It not only provides a community of like-minded, driven students, who strive to innovate and better themselves each day, but the very community that surrounds it is influenced by making STEM more accessible. Through this program, I am impacted because I have a community to surround myself with, but I myself get to make a difference in changing the future for the better.

When I first got into high school I had no little interest in pursuing stem or sciences, but after joining my schools FIRST Robotics team I have experienced a reinvigoration of interest in stem. Through the program I have learned how to operate many tools and become profession in 3D printing and a bit of a diletante in CAD and electrical wiring. Additionally FIRST has shown me how stem and history can intersect. Regardless of if I choose to pursue a career in history & politics or engineering the skill I have learned in FIRST robotics, such as 3D printing, soldering, and CAD design, have/will prove useful in other areas of my life.

The FIRST Program has not only opened my eyes to the world of robotics, but also has allowed me to create something with this team that supersedes anything that any other club or program could ever accomplish. Through the FIRST Program, I have even been able to meet people from across the world during our FIRST Champs in 2023, an event that I can still recall as if it happened yesterday. The community as a whole is super inviting and accepting, and what feels like the first time in my life, I have felt at home with those on our team.

I have been a part of many programs throughout my childhood, from being an active part of FIRST Robotics to being a boy scout. However, out of all of these programs, FIRST Robotics has had one of, if not the largest, impact on my life, allowing me to not only develop skills and interest in the field of STEM but also a deep understanding of leadership, outreach, communication, networking, and many more skills that will help me during my studies at college and in my future career for a lifetime.
