Strongly support this legislation. We need regulations that encourage and guide nurseries to carefully curate the inventory they offer to everyday customers who typically don't understand the importance their plant choices have. Quantifiable costs of treating, managing, and remediating non-native invasive plant populations are astounding. Qualifiable costs (damage to ecosystems, fragmentation of habitat, starvation of plants and animals that count on co-evolved native plants for sustenance and shelter, unintended toxicity of the herbicides that are used to remediate invasive plants, etc.) are even more alarming. This is a smart and useful thing the government can do to actionably help the environment.

Our Land Company regularly contends with parties seeking to find suitable locations to duck and goose hunt and finds that the yellow 2” x 2” hunting blind stamps do not provide hunters with sufficient notice of existing hunters’ stationary blind rights. In addition, the Commonwealth also sells hunting blind permits without verification of conflict of location. Invariably a conflict between hunters’ stationary blind permits is not known until the opening day of hunting season at 6:30 in the morning where everyone is eager for the hunt, with guns in hand and expectations in mind. This conflict is not fair to anyone and can easily be avoided with a centralized data base of the GPS Coordinates on the Commonwealth’s website that is available to the public. In addition, the Commonwealth should not allow a permit to be sold with the knowledge of a presumptive conflict. By making the locations of stationary blinds available at central website, all parties can know where a stationary blind can occur and where it cannot, thereby avoiding conflicts in the field and encouraging additional blinds where permitted. The search should only show the coordinates of the blinds location, but leave the details of the license registration (names, addresses, etc.) anonymous. I believe it is critical that the ability to search the locations of existing stationary blinds in a central database for those looking to buy a license of their own, be able to see where they can, and cannot, place a license for their blind. Good afternoon, I live at 190 Dandy Point Road in Hampton Va 23664. We have continual problems with lawlessness in my neighborhood. There is a public boat ramp at the end of my street that attracts quite a bit of criminal activity which is owned by the state of Virginia. There has been two houses that have been shot on my street , drug dealing, reckless driving more than tripling the speed limit of 30 mph, gunfire, illegal poaching of fish and wildlife, ect. I have met with serveral police lieutenants, 3 police captains, police chief, the city managers office. The police are very understaffed like most citys are and have not been able to keep these criminals under control. There is no funding through the city for these flock cameras that would make a huge difference to catch these criminals and prosecuting them. I am requesting that we get 2 flock cameras at the boat ramp and 2 cameras at the corner of Dandy Point Road and Beach road. This would help the city and the state to keep out the criminals and convict them. I will be glad to speak with you all to go over everything more thoroughly. my # is 757-927-9683.
