The City of Portsmouth supports this bill and overall grant program because it will provide funding for preventative, response, and recovery capabilities for a locality. A technician and/or specialist responding or mitigating a material site can be exposed to carcinogenic toxins. This funding can augment some of the financial burden experienced by the agency and the personnel responding and/or performing remediation duties. Furthermore, it is supported for the preventative measures of cancer screenings and healthcare cost associated with the material exposure. It will potentially provide additional grant funding for early detection of disease from environmental work exposures. This may reduce long-term worker-related medical expenses. We ask that this committee vote in favor of passing this most important legislation. Thank you.

HB304 - Virginia Firefighting Facilities Grant Program; established, report.

Mecklenburg County strongly supports HB304. In the summer of 2023, the County conducted a survey among the volunteer fire companies located in the County about their short, medium, and long-term needs (note: the County does not operate fire protection as a governmental activity). Nearly uniformly, these companies identified facility improvements as a medium to long-term need. Presently, there is limited funding for such endeavors. Existing Commonwealth assistance through the ATL program provides for only regional training facilities, not for individual firehouse construction, repair, or rehabilitation. Volunteer Company resources, meanwhile, are mostly allocated towards the ever increasing financing costs of fire vehicles, thereby crowding out other sizable investment needs. Regular County subsidies provided to the companies are often used to assist with the vehicle payments or for fire protection equipment upkeep and replacement needs. Therefore, there is a significant gap in available resources for facilities. The fund to be created through enactment of HB304, and subsequent funding in the Appropriations Act, would be a vital mechanism to help close the gap and provide fire companies with access to additional streams to support capital improvements.
