The Virginia Bicycling Federation (VBF) supports this bill. Many members already have e-bikes and many people I personally know have purchased cargo bikes and used them to replace car trips. Many are now a one-car family where they were before a two car family. VBF supports this bill to provide greater access to e-bikes to people living with low income. It can save families $10,000 to $12,000 a year based on the high cost of both new and used cars, and cost of maintenance and insurance for those cars. Please support Delegate Thomas's HB748.

Hello, Up until about 18 months i ago i have maybe biked a total 100 miles in my life. But than 18 months ago i decided to get a nice ebike and that changed everything for me, my wife, and my kids. In 2023, I biked 2300 miles, and my wife biked about 1000 miles. All of these miles were just doing errands around Reston. About a year ago we got a cargo bike and gave up a car. Everyone thought we would have tons of issues by only having 1 car. During this time we have had no issues doing almost all the grocery shopping, hauling the toddler around, target runs, etc... My wife and I could not stand the drivers anymore around here and well now we just love doing errands, even with the toddler. Though our youngest, 9 months, is now able to get on the cargo bike. We will be soon biking with 2 kids as much as we can all over Reston. During this time cold and rain has not stopped us from biking, the right gear makes it easy. Let me tell you there is no better way to connect with your kids than having them in a bike with you. Every mile and errand becomes and adventure and a great memory. Now instead of being annoyed to go to the grocery story with a toddler, we look forward to it. We don't have to deal with parking lots anymore and we can just take the kids out of the bike and walk right into the store. Without Ebikes none of this would have been possible. Hauling kids and groceries in a normal bike up a hill takes a lot out of you. With this small motor we can now easily conquer any hill in reston with all the cargo we want. We are saving a ton in fuel from only needing to fill up a car about every 6 weeks. Plus our mental and physical health is way better. I really do belive Ebikes are the game changer to help get people out of cars, even if it just for small errrands, and help people get healthier. Please pass this rebate so more people and families can start building better memories and having more fun.

I cannot over state just how much fun and useful ebikes are. About 8 months ago we gave up a car for a cargo bike. We could not be any happier with that decision. My 4 year old live being in the cargo bike and going places with us. I went from barely biking to biking 2300 miles in 2023. This is all just from biking around reston. My wife now bikes to the metro, and she did like 700 miles in 2023. There is nothing more fun that having my toddler with me as we go biking places. He just loves it so much, especially when going shopping, to school, to pools, or the playground. While we definitely need better bike infrastructure, we need to get more people biking first. Ebikes are that great equalizer. Hills just disappear and the miles just leave a smile on your face.

I am writing to express enthusiastic support for HB181, HB187, HB748, and HB937 as an educator and strong advocate of reducing VMT as a way to combat the climate crisis. HB748 is a fantastic way to mitigate the climate crisis, by providing incentives for e-bikes. Most car trips are under 3 miles, and an electric assist bicycle can obviate some of the disadvantages of using a standard bicycle. Reducing VMT, meanwhile, remains a crucial part of slowing the climate crisis. It's not enough just to have more electric cars - we need fewer cars, period, and e-bikes are a great solution! I support 937 as an advocate of Safe Routes to Schools programs for similar reasons. Active transportation to get to school - like bike buses, walking, etc. - are also wonderful for kids' mental health and physical fitness. I support 181 because it will be good for both students and counselors. And as a teacher, I know how underpaid educators are and 187 will help fix that.
