Thank you for your time. Linda and Eric Oakes stand in support this bill. Over the past year Linda and I have talked to thousands of kids in the Commonwealth of Virginia. We have heard horrible hazing stories from athletics, clubs, bands and cheerleading. It’s gotten to the point we feel that the state needs to address this growing issue. Not only is hazing physically dangerous, it's also often mentally damaging. Hazing is just another form of bullying. It’s obvious to us that we believe the most effective way to eradicate hazing is by educating our youth. Knowledge is power! Let’s educate our students with skills that will last them a lifetime! For example: - Help them identify hazing (sometimes people aren’t even aware that they have been hazed) - we can teach them basic skills how to get out of a dangerous hazing situation and how not to be the one that hazes another - end the cycle - know how to render help for someone that is being hazed (bystander awareness) - how to safely report the hazing situation (call 911 in an emergency, or go get a teacher/coach, or who in the office can they report it to discreetly - counselor) We truly believe that if our son Adam Oakes had the proper anti-hazing education he would have developed the tools to not allow himself to get into the deadly situation that ended his life so senselessly. In addition, we feel that had the others around him that night had the proper bystander awareness education one of them would have known what to do in that situation. Which is to call 911 and render him help! The medical examiner said if any one of the 30+ young men called for help that night Adam would still be alive today! The bystanders that night were all students / products of the state of Virginia school system. Our entire family is so grateful that you passed Adam’s Law last year and we can already see the immediate impact on our higher education institutions with zero reported hazing related deaths in 2022 within the state of Virginia. Through education, we are collectively making a difference in Virginia! Let’s end hazing once and for all by passing this bill! Then we can all #LoveLikeAdam.

Thank you for hearing my testimony today and for passing Adam’s Law last year. The impact of your work is spreading across our state and I have been able to see the great work first hand. After Adam’s Law passed last April, we started traveling to multiple universities and colleges across the state presenting a research based hazing curriculum I created for my dissertation on effective hazing prevention. Although our curriculum was highly effective, we quickly realized that students need to experience hazing prevention education sooner. In fact, 47% of students come to college having already experienced hazing. At a recent presentation in a local school division with over 250 students from multiple high schools in Virginia, I posed a question to the group, “How many of you have learned about hazing?” To my surprise not one student in the room raised their hand out of 250. This caused me to do some research on high school hazing. 1.5 million high school students are hazed each year and; 79% of the NCAA Athletes report being hazed initially in high school. We need to be more proactive in the hazing prevention education of our Virginia students and start it sooner. That is why we are proposing this bill. Students need more time to retain critical information on the definition of hazing, examples of it, and its impact. These are key gaps in student knowledge found through my research of over 56 sources. They need more time to learn both the tools and how to apply them in bystander intervention and steps to take to get help when it is needed. Their knowledge and understanding are dependent on their early exposure to hazing prevention education. If we engage students in a hazing prevention program as early as middle school, we are giving them sufficient time to comprehend, practice, and retain the information. We are not asking the state to come up with the curriculum either. We have built one with a team of educators for our state to vet and hopefully utilize with all the students in Virginia. If we pass this bill, we are giving our state hope to eliminate hazing from our athletic teams, clubs, and student organizations. Early education has been proven effective and we are saving lives. Please vote in favor of this bill and help us continue to create change for students in Virginia.

In PWC there are no ordinances protecting the parks or common open lands from Developer grreed and political corruption. Yhere are only outdated “suggestions” which have no teeth. There is also an unwillingness to make a stand to protect the citizenry from known hazards of this industry: noise, water pollution, and paving open space in addition to continued reliance and dependence on increasing use of fossil fuels whose dangers may fall on future taxpayers to bear and mitigate at “county expense” Just because it isn’t illegal doesn’t make it right. To rush into this decision without adequate study of the current energy ( RENEWABLE ENERGY) infrastructure, and with out ordinances to mitigate known hazard of. the industry is irresponsible, not to say unethical, behavior by elected officials. Before the current allotment of zoned areas are even close to being full, the BOS voted to unnecessarily expand data centers in an agricultural area right up against the west side of the Manassas Battlefield National Park and Conway-Robinson State Park. Most Local residence in the surrounding areas all on wells and septic and the volume of water necessary to cool these server farms would greatly lower the water table and create immense impervious surfaces that would keep the ground water from being replenished. Long before the announcement of Amazon's plans for $35 billion dollars of investment in data centers to support global cloud computing, The Piedmont Environmental Council had concerns that there was no plan for the impact of the data centers on the communities, natural resources, and energy infrastructure of the Commonwealth. Data centers are already the primary reason that Virginia has had to increase energy transmission infrastructure, with costs being passed on to ratepayers. Now we are learning that even before Amazon's new facilities come on line, there is a need for transmission and generation for 3.5 GW to meet Dominion's peak load forecast 2033. To put that in perspective, that is the equivalent of adding to plants the size of North Anna in less than ten years. The amount of ground mounted solar would need to cover 350,000 acres of land; under current trends that would primarily be on farm and forest land. The fundamental concern is that there is no plan for assessing the level of impact on land, natural resources including loss of farm and forest land, wildlife habitat, historic and scenic resources and waters supplies and water quality. Virginia is entering the largest industrialization in its history without any clear plan of how much it will cost in terms of new energy infrastructure for a dramatic increase in generation and transmission. Projected out to 2045, the total impact on peak energy capacity may be as high as 70 GWs, more than triple the current total for the entire state. All of this attributable to data center expansion. Please support SJ240 and ensure that state and local stakeholders across the Commonwealth are included in the study.

This bill’s entirely common sense proposal to conduct a study of what the actual benefits AND costs of this rush to immediate tax revenue ,regardless of any other considerations, is truly the very least this Assembly can pass this session. I oppose SJ 240 and stand with Governor Youngkin as he attempts to partner with data centers to make Virginia a more prosperous state. The Prince William Digital Gateway will bring in significant, and much needed, revenue to our county WITHOUT placing additional demands on our services. Senator Petersen framed his legislation as being about “preserving” this area because civil war battles were fought along Pageland Lane. Pageland property is PRIVATE property, not open to random visitors. His bill accomplishes the exact opposite of what he said it would. SJ 240 would clear the path to turn the un-farmed farms into a sea of houses, placing additional demands on schools, fire, hospitals, mental health services, etc, while increasing the congestion near and around the Manassas Battlefield, and adding thousands of new septic systems to the watershed. This is not wise or sustainable as SJ 240 would also eliminate the revenue to actually provide services to the tens of thousands of people residing along Pageland Lane! Please oppose SJ 240 and welcome data centers into smart growth, like that of the Prince William Digital Gateway which will consolidate the data centers AWAY from homes and schools. This is an excellent opportunity to turn this PRIVATE property into PUBLIC access through the the Prince William Digital Gateway as it preserves hardwood groves, maintains wildlife corridors and creates miles of trails, including a connection between the state park, Conway Robinson, to the federal park, Manassas Battlefield. What a golden opportunity to actually open up over a third of this beautiful part of the county to ALL of its residents, for ALL to enjoy! Please oppose SJ 240! Please do not sabotage progress!
