We have heard horrible hazing stories from athletics, clubs, bands and cheerleading. It’s gotten to the point we feel that the state needs to address this growing issue. Not only is hazing physically dangerous, it's also often mentally damaging. Hazing is just another form of bullying. It’s obvious to us that we believe the most effective way to eradicate hazing is by educating our youth. Knowledge is power! Let’s educate our students with skills that will last them a lifetime! For example: - Help them identify hazing (sometimes people aren’t even aware that they have been hazed) - we can teach them basic skills how to get out of a dangerous hazing situation and how not to be the one that hazes another - end the cycle - know how to render help for someone that is being hazed (bystander awareness) - how to safely report the hazing situation (call 911 in an emergency, or go get a teacher/coach, or who in the office can they report it to discreetly - counselor) We truly believe that if our son Adam Oakes had the proper anti-hazing education he would have developed the tools to not allow himself to get into the deadly situation that ended his life so senselessly. In addition, we feel that had the others around him that night had the proper bystander awareness education one of them would have known what to do in that situation. Which is to call 911 and render him help! The medical examiner said if any one of the 30+ young men called for help that night Adam would still be alive today! The bystanders that night were all students / products of the state of Virginia school system. Our entire family is so grateful that you passed Adam’s Law last year and we can already see the immediate impact on our higher education institutions with zero reported hazing related deaths in 2022 within the state of Virginia. Through education, we are collectively making a difference in Virginia! Let’s end hazing once and for all by passing this bill! Then we can all #LoveLikeAdam.

Thank you for hearing my testimony today and for passing Adam’s Law last year. The impact of your work is spreading across our state and I have been able to see the great work first hand. After Adam’s Law passed last April, we started traveling to multiple universities and colleges across the state presenting a research based hazing curriculum I created for my dissertation on effective hazing prevention. Although our curriculum was highly effective, we quickly realized that students need to experience hazing prevention education sooner. In fact, 47% of students come to college having already experienced hazing. At a recent presentation in a local school division with over 250 students from multiple high schools in Virginia, I posed a question to the group, “How many of you have learned about hazing?” To my surprise not one student in the room raised their hand out of 250. This caused me to do some research on high school hazing. 1.5 million high school students are hazed each year and; 79% of the NCAA Athletes report being hazed initially in high school. We need to be more proactive in the hazing prevention education of our Virginia students and start it sooner. That is why we are proposing this bill. Students need more time to retain critical information on the definition of hazing, examples of it, and its impact. These are key gaps in student knowledge found through my research of over 56 sources. They need more time to learn both the tools and how to apply them in bystander intervention and steps to take to get help when it is needed. Their knowledge and understanding are dependent on their early exposure to hazing prevention education. If we engage students in a hazing prevention program as early as middle school, we are giving them sufficient time to comprehend, practice, and retain the information. We are not asking the state to come up with the curriculum either. We have built one with a team of educators for our state to vet and hopefully utilize with all the students in Virginia. If we pass this bill, we are giving our state hope to eliminate hazing from our athletic teams, clubs, and student organizations. Early education has been proven effective and we are saving lives. Please vote in favor of this bill and help us continue to create change for students in Virginia.

Dear Delegates, I urge your support of SJ 240. This bill does not prohibit or discourage data center development. This bill merely requests to STUDY their impacts. Data center developers already have a strong preference to locate in Virginia due to essential internet connections in Loudoun County and Virginia Beach. Plus, Virginia offers generous tax exemptions and other incentives to encourage wealthy corporations to locate where they already prefer to be. It is reasonable that the citizens of Virginia should expect some degree of reciprocity from their development partners. Government incentives should be conditioned on reasonable environmental safeguards, judicious energy use and locating in areas most in need of economic development. This bill will help inform the process to ensure that development is done in a manner most advantageous to Virginians.

I live in Heritage Hunt and strongly recommend this bill be passed. I am not opposed to Data Centers but I am opposed approving them before adequate study has been done to determine the effects of Data center develoment on the enviornment and residentual development including waterrun off energy comsumption and noise affects. I hope the Senate can at least study the proposed data centers and their impact. I have never understood the rush to get these built. Is the demand going away? Furthermore, if we were discussing strip mines throughout Prince William County I hope legislators would at least discussing environmental mitigation, some promise that when done with the land the corporation would be obligated to restore the land to its original condition. If in 10 years giant data centers are obsolete, will we just leave giant concrete eyesores covering the county?

The Digital Gateway and the Devlin Server Farm are prime examples of short sighted thinking and rushed projects that do not take citizens into account. The concentration of Data Centers in an area where infrastructure for ROADS and RENEWABLE energy sources for these energy hogs has to be built out is completely out of line with Virginia’s stated Climate goals- and comes with no mitigations, and HUGE tax incentives. The benefit analysis is only based on the greed of a few who benefit financially, and in no way reflects a responsible analysis of costs. Even the emergency of World War II did not allow the initial siting of the Pentagon on a hill overlooking Washington DC for the damage it would do to quality of life - and viewshed- esthetics are NOT a trivial “cost” of a project this massive. In PWC there are no ordinances protecting the parks or common open lands from Developer grreed and political corruption. Yhere are only outdated “suggestions” which have no teeth. There is also an unwillingness to make a stand to protect the citizenry from known hazards of this industry: noise, water pollution, and paving open space in addition to continued reliance and dependence on increasing use of fossil fuels whose dangers may fall on future taxpayers to bear and mitigate at “county expense” Just because it isn’t illegal doesn’t make it right. To rush into this decision without adequate study of the current energy ( RENEWABLE ENERGY) infrastructure, and with out ordinances to mitigate known hazard of. the industry is irresponsible, not to say unethical, behavior by elected officials. There needs to be State and Federal oversight of process and motivation to ensure that big projects have real, not imagined benefits- particularly when they are sited near state and federal properties that benefit ALL the people. There should be NO HURRY to overbuild capacity beyond local need, and local desire, and local energy resources, unless the goal is personal enrichment at the cost of exploitation of unaware citizens and stakeholders.

Please support this bill. Before the current allotment of zoned areas are even close to being full, the BOS voted to unnecessarily expand data centers in an agricultural area right up against the west side of the Manassas Battlefield National Park and Conway-Robinson State Park. The area is currently rural and agricultural and has NO supporting infrastructure for the data centers. Most Local residence in the surrounding areas all on wells and septic and the volume of water necessary to cool these server farms would greatly lower the water table and create immense impervious surfaces that would keep the ground water from being replenished. Further, the Gainesville supervisor recused himself because he owned land in the area and signed on the the other land owners who stand to gain immense wealth from rezoning their agricultural and estate (10 acre home lots) zoning to industrial. This recusal, and now resignation, left those impacted the most without the voice of an elected official or vote!

Data centers are being built with ZERO regard to environmental impacts. Millions of square feet of data centers and zero answers about their impacts on water quality, noise pollution, wildlife displacement, or human health. It’s insane. The PW county BOCS is ignoring its constituents and support their donors, with no care about the long lasting damages that will ensue. Moreover, they’re now targeting RESIDENTIAL areas and planning to put them next to homes and schools. Many of these residential areas feature protected WETLANDS…and still no environmental impact assessments. Make it make sense.

Data Centers in Prince William are still being approved/considered: 1) before the completion of a Water Study to consider the impacts county-wide, 2) without adequate knowledge of the power supply available and which neighborhoods the additional transmission lines will cross, 3) in spite of a known noise issue in the Great Oak HOA from 4 Data Centers, and without adequate remediation solutions included, 4) next to two National Parks and a State Forest in contravention of the County commissioned Stantec Report recommendation that NO Data Centers be located within .5 miles of Parks, 5) next to residential communities, schools and fire stations, all of which the Stantec Report declares incompatible zoning. Data Centers should require due diligence and studies to determine their impacts on the environment, the water supply, endangered species, communities and most of all, the residents quality of life. The Virginia League of Conservation Voters Encourages You to SUPPORT SJ 240 (Petersen) Study; Department of Energy; impacts of data center development; report. The data center industry is poised to continue growing in the Commonwealth. Studying the effect of data centers on employment, local communities, the environment, and electric grid will provide necessary data to help Virginia legislators and agencies navigate the road ahead. Reasons to SUPPORT SJ 240 As of 2021, Virginia’s total data center load is 1,688 megawatts (according to CBRE, JLL and Synergy Research). Data centers represent roughly 20% of energy sales in Dominion service territory. A December 2021 Virginia Department of Energy report projects that data centers will drive nearly all future electricity load growth through 2045. Since 2010, Virginia has offered tax incentives to data centers that are located in the commonwealth. A 2019 report of the Joint Legislative Audit and Review Commission found that Virginia received back only 72 cents for every dollar of the data center tax incentive. Virginia has an opportunity to guide development of data centers away from overburdened areas to parts of the state that are desperate for new businesses, and to link incentives to energy efficiency and the use of renewable energy and water conservation. This study will provide the data to allow it to do so.

I applaud the work of Chap Petersen in trying protect ALL of Virginia. Support HJ240! Data centers near our national landmarks are a horrific idea that needs to be stopped.

The HOA Roundtable claims to represent 90k homeowners, yet they refuse to publish the names of the HOA’s they allegedly represent. And, as we’ve seen with Heritage Hunt, even if the neighborhood Nazis who get their egos stroked by controlling their neighbors have signed on, they certainly don’t represent ALL the homeowners in any given HOA. Aside from that, most HOA rules disallow this type of affiliation. Please disregard these unfounded claims of representation without verification.

We need to protect our rural crescent. It’s extremely irresponsible that the building of data centers is being approved without studying the impact they’re having on the environment. The PWC board has been railroading approval for data centers against the strong wishes of their constituents without doing their due diligence.

SJ 240 does not limit data center development but does subject such proposals to a study by DOE of the impacts on Virginia's environment. Such a requirement seems most reasonable. Homeowners are not permitted to develop their property willy nilly. It seems only reasonable that proposed developments such as these be studied as to their likely impact on the Virginia's environment and energy resources in general and impacts to neighboring residential communities, national and state parks, and forests in particular. I support the passage of SJ240 and urge you to support it as well. The bill will require the completion of studies that are not being given enough consideration by current County officials in Virginia, before Data Center development is started. Instead of asking for forgiveness after blighting our communities with incompatible land use projects, permission should be granted only after adequate independent studies, free of conflicts of interest, have been completed. I am not against Data Center development as long as it’s sensible and located in areas that will not impact schools, neighborhoods, and National and State parks in a negative way. These studies are redundant, as the local jurisdictions already ensure the necessary studies are performed and reviewed at the local level. Thank yo for the opportunity to provide comments on SBJ240, Sen. Petersen. Long before the announcement of Amazon's plans for $35 billion dollars of investment in data centers to support global cloud computing, The Piedmont Environmental Council had concerns that there was no plan for the impact of the data centers on the communities, natural resources, and energy infrastructure of the Commonwealth. Data centers are already the primary reason that Virginia has had to increase energy transmission infrastructure, with costs being passed on to ratepayers. Now we are learning that even before Amazon's new facilities come on line, there is a need for transmission and generation for 3.5 GW to meet Dominion's peak load forecast 2033. To put that in perspective, that is the equivalent of adding to plants the size of North Anna in less than ten years. The amount of ground mounted solar would need to cover 350,000 acres of land; under current trends that would primarily be on farm and forest land. The fundamental concern is that there is no plan for assessing the level of impact on land, natural resources including loss of farm and forest land, wildlife habitat, historic and scenic resources and waters supplies and water quality. Virginia is entering the largest industrialization in its history without any clear plan of how much it will cost in terms of new energy infrastructure for a dramatic increase in generation and transmission. Projected out to 2045, the total impact on peak energy capacity may be as high as 70 GWs, more than triple the current total for the entire state. All of this attributable to data center expansion. Please support SJ240 and ensure that state and local stakeholders across the Commonwealth are included in the study.

Please support SJ240. All of the other bills introduced in this Assembly session that attempted to address the problems being created by the insufficiently informed and unfettered rush to lure data centers to anywhere that the operators chose, have been defeated. This bill’s entirely common sense proposal to conduct a study of what the actual benefits AND costs of this rush to immediate tax revenue ,regardless of any other considerations, is truly the very least this Assembly can pass this session. It will allow the Assembly to hopefully be prepared for a fully informed discussion next session of what reasonable steps could and should be taken to balance the economic and community health/environmental impacts of data center development. There are appropriate and inappropriate places to locate data centers, just as is true for essentially every other type of land use from land fills, to residential communities. At present the factors that should drive such decisions for data centers do not seem well understood and documented. This is allowing jurisdictions, or even leaving them feeling compelled, to act rashly on insufficient data, and risk serious collateral and unanticipated damage, in the rush to not be beaten to “their share” of what is seen as a giant source of tax revenue. Please pass SJ240 so that next year, informed decisions on what constitutes wise and rational data center oversight/regulation could consist of can be made, and agreement can be found on what constitutes appropriate oversight and regulation of their construction.

I am in support of SJ240. With a major impact to our residential area- a STUDY needs to be done to understands the long term impacts. The children and families in the area deserve a study before a long term impact is harmful to them because of careless decisions. Please take the available time and study data center development.

There are several data centers being approved or being in the last stages of what we the community members believe improperly being reasoned from residential to commercial use next to our schools and homes for Dara centers without studying the impact of harmful noise impacts to near by elementary , Montessori and high school kids. The droning hum of the data center could be heard clearly from the edge of the property. As a first generation American and lifelong Virginian,, I condone the proposed Data Centers in Western Prince William County adjunct to the Manassas Battlefields; they propose a threat to the environment, our water supply, wild animal population, and health of all citizens local to the properties. With the continued development of the area, the data centers will pose a threat to the health of citizens, especially in relation to the noise pollution that is already becoming an issue within the area, as development destroys any natural sound barriers that we retained by way of the native trees.

There was a time, before the Haymarket Transmission Line Case for an AWS double 230kv "extension cord" that these massive bulk load customers could hide in plain site, The citizens and ratepayers ignorant of their impacts, to neighboring communities, to Virginia's natural and cultural resources, to the growing pressure on the reliability of our grid., and to the regular everyday citizen who is footing the bill for their massive power infrastructure. No longer can the industry hide when they build too close to homes and schools, or in our drinking water supply watersheds, or next to our National Parks. But NOW , as was predicted years ago, the threats to the reliability of our state grid is breathing down the neck of Dominion Energy and PJM is wielding its oversight to avoid an N-1-1 violation which means, rolling black outs. The solution to this threat? Implement a shocking solution of 300 data centers, in multiple jurisdictions, running on diesel generators during peak load times for five months this spring and summer. I SUPPORT PASSAGE OF SJ 240. Given today’s technology, data centers (DC) are an important facilitating ingredient of the IT world in which we live. Whether they are to exist or not is a false question. They are with us until IT technology develops better data storage systems. The DC questions that should be front and center for Virginia are: 1) What are the complete and comprehensive current and long term impacts on the public, the environment, etc., and the future of impacted Virginia citizens? and 2) Where should DCs be constructed and operated to avoid and/or minimize irreversible harm to current and future citizens of Virginia? The PWC Planning Staff, in subordination to a PWC BOCS that is in complete defiance of public opinion in the proposed impacted areas, feigned a completely misleading ‘urban planning’ rationalization that “justifies” placement of DCs adjacent to and nearby schools, established residential areas, and publicly frequented state and national parks. As more and more information comes to light regarding DC construction and operation, the prudence of rushing forward to self-destruction makes less and less sense. What is needed is adult supervision over the debate, study, and decisions that will determine the future of all Virginia residents. Given local and county governments have proven unable to surmount the lure of money over the will of their citizens, there is no more rational decision than action by the Virginia State Legislature. There is very little technical oversight in the rampant data center construction that has the potential to have devastating environmental impacts. Here in Warrenton and Fauquier County we are contending with a massive data center in our small town of less than 4 square miles. It will be devastating in its noise, visual impact, and energy impact. This data center will require more power than the entire Town -- which means there will be high risk of overloading the grid or requiring expensive new transmission lines and substations. There is absolutely NO RESPECTABLE REASON TO OPPOSE THIS BILL. There is EVERY REASON TO ENACT IT AND GET BETTER INFORMED about the risks associated with data centers. That was doubly underscored in the past few weeks when DEQ proposed to adopt "variances" that would allow data centers to operate their generators (spewing out massive diesel or natural gas pollutants to local communities) over lengthy periods, because of the likelihood of overtaxing northern VA's electric grid. SJ 240 would clear the path to turn the un-farmed farms into a sea of houses, placing additional demands on schools, fire, hospitals, mental health services, etc, while increasing the congestion near and around the Manassas Battlefield, and adding thousands of new septic systems to the watershed. This is not wise or sustainable as SJ 240 would also eliminate the revenue to actually provide services to the tens of thousands of people residing along Pageland Lane! Please oppose SJ 240 and welcome data centers into smart growth, like that of the Prince William Digital Gateway which will consolidate the data centers AWAY from homes and schools. This is an excellent opportunity to turn this PRIVATE property into PUBLIC access through the the Prince William Digital Gateway as it preserves hardwood groves, maintains wildlife corridors and creates miles of trails, including a connection between the state park, Conway Robinson, to the federal park, Manassas Battlefield. What a golden opportunity to actually open up over a third of this beautiful part of the county to ALL of its residents, for ALL to enjoy! Please oppose SJ 240! Please do not sabotage progress! The people who make our universities run must be at the table where decisions are made! Faculty and staff know who will best represent them on the Board and should be allowed to choose their representative how they see fit.
