Our village has notorious issues with the land not perking properly and many homeowners have been forced to install very expensive ugly sewage systems with much of it above ground. Please vote in favor of stopping the switching of clocks. It was useful generations ago during the Industrial Revolution, but is pointless now. No matter whether standard time or daylights saving time is chosen, someone will have a complaint about it either being "too dark" for too long on some mornings, getting "too dark" too early to their liking or staying too bright by sunlight for too late in the evening. More than half of the US have voted in favor within their state legislature to stop the nonsense if Congress allows into law the stopping of the switching of clocks. Arizona and Hawaii already don't change their clocks at all during the year. I think those states have the right idea on this topic.

Let's start with the tree trimming by electrical wires. This was done on my property which has been lined with now dead, fire hazard branches along the over 150' of road front. These fire hazard branches have never been picked up. I have concerns that my property may go up in flames from thrown out lit cigarettes by drivers as fire season approaches. Not to mention I am upset at the destruction to my property. COS---- all for eliminating the prosecution and persecution of Americans by the federal government. I feel let down, suppressed, and abused by our government especially with the Democrats weaponization if the DOJ, FBI, IRS and contant belittling citizens as "not capable of understanding" . I am strongly opposed to data centers being built in my town especially in areqs where they are not zoned. Simply put the risks to the citizens outweigh the benefits. As we have learned from neighboring counties, they are loud, often placed to close to residential areas with no reprocussions to the data centers when they end up violating noise ordinances. Data centers are eye sores and often drain resources (i.e. need for electricity, water line expansion) from the county disproportionately to the tax revenue and job opportunities they may provide. They don't provide many jobs for local citizens and do not offer substantial tax revenue. My name is Margarita Moylan I am in full support of HJ522 and I live in the Gainesville District. I have become more and more concerned with the changes I am seeing in Prince William County with the unprecedented building of Data Centers and Distribution Sites. I feel that we are in jeopardy of losing one of the most beautiful areas of the county forever. The changes to the comprehensive plan are so broad and I don’t feel that the community has been informed properly to understand what those changes will mean. A more thoughtful approach with full disclosure and transparency are needed. On Sept 14 the Prince William County Board of Supervisors moved forward on voting yes to the DG project despite ample reason not to. The plan presented to them, and more importantly to the public, did not include changes that were sent in an email, an email that many of the County supervisors and planning officials had not seen. Yet this 30-page amendment, removing much of what was presented that same night to the public, was allowed to attach to the original proposal. How can they justify moving forward on such consequential projects without the proper studies being done. Are we moving too fast? One of official must have thought so, Robert Perry Jr, as he abstained and subsequently resigned. If he didn’t believe the Data Center project was ready for a yes vote, he should have voted NO, especially when the studies of how it will affect the Occoquan and all PWC have not been done. We are witnessing an unprecedented desire to change the landscape of PWC with pressure from data center owners, operators and our own chairwoman, Ann Wheeler to build bigger and faster than ever before. Are they really saying yes to massive concrete structures that could go as high as 100 ft. adjacent to a national treasure, the Manassas Battlefield? Building big requires more planning, more power, more water, more space and more resources. But at what cost to the taxpayers? They claim the tax revenue we will see will benefit us all and our taxes will go down yet, when Dominion Power and Novec were asked if the cost for the additional power substations needed to power these centers would be paid for by the Developers, their response was no, it would be paid for by the taxpayers. This is just for the electricity, what about the roads, what about the water. What will the residents of PWC, their constituents be facing to cover these plans? What are the long-term issues that will arise from moving too quickly? Plans that could have catastrophic impacts on our health and wellbeing, not to mention the diminished value of our homes. Is that the reduction in taxes we can look forward to? Many who are campaigning and supporting the massive data centers, are also those who are selling their land. They will be gone while the residents of the county will have to live with the consequences of what is left. With all the new technology and access to good scientific studies, there must be a better way to go about this. Lower population than PWC, yet double the tax revenue; 30% lower residential tax rates, twice the revenue. Loudon’s school budget alone is equal to PWC’s entire annual budget. That revenue provides better pay for more teachers, police, and firefighters, better paying jobs, more county services and clinics. Property values are higher, even in neighborhoods adjacent to data centers. And, there’s been no hue and cry about increased infrastructure costs. The data center revenue at both county and state levels more than compensates for those minor adjustments. When tax rates are reduced 30%, incidental costs are apparently not an issue. And, Loudon has accomplished all this without polluting the Occoquan, poisoning the drinking water, causing health or mental health problems, causing ADHD, creating lethargy or drug abuse among high school students. They haven’t destroyed historical sites or battlefields, created a hole in the ozone over Virginia, made the stars invisible, or created pet anorexia - just a few of the “concerns” expressed by Digital Gateway opponents! Regarding Energy: Dominion’s STUDY concluded that the power lines on Pageland Lane are sufficient for the Digital Gateway Project. Regarding climate change: data centers contribute 2% to worldwide carbon emissions, created by over 4.5 Billion worldwide data users - REGARDLESS of where the data centers are! There is a huge, measurable difference between the energy required to service the physical building, and that required to service the data. Simply stated, over 70% of the world’s data usage passes through Virginia’s data centers, yet Virginia residents don’t create that pollution. It’s created by data users, not by the data centers, who simply store and process it. Therefore it’s improper to attribute those emissions to any country, state, locality, or building. If you want to reduce data center emissions, put down your phone, delete your old files, stay off Facebook, turn off your wireless, stop internet shopping, turn off your GPS, shut down your computer! With the announcement of a possible by Amazon Web Services of $35 billion in data centers to support global cloud computing, there is clearly a concentration in data center development in Virginia that far exceeds our comprehension and experience. The amount of additional electrical demand alone may triple the size of the energy generation in Virginia. Transmission infrastructure and related investment in substations will be needed at the same scale. The projected load increase in the proposed Digital Gateway in Prince William County is over 4,000 megawatts. By comparison, the North Anna power nuclear plant in Louisa County is rated at 1790 megawatts. Statewide, If the new generation at the scale needed for this level of demand relies on ground based solar, hundreds of thousands of acres of land will be converted to industrial solar. In a report to the General Assembly, The Modeling Decarbonization: Report Summary and Policy Brief for Virginia Governor’s Office Administration and Policymakers (Chapter 1194, 2020) TO THE GENERAL ASSEMBLY OF VIRGINIA SENATE DOCUMENT NO. 17, COMMONWEALTH OF VIRGINIA,RICHMOND 2021, the estimate of land converted in a high demand scenario for data center development is close to 60,000 megawatts, three times current peak load in Virginia. The land impact for that scale of generation is estimated to be as much as 5% of the land area in Virginia, over 1.3 million acres. For comparison, that is the equivalent of 6 Shenandoah National Parks, which is approximately 200,000 acres. Under current law, the generation and transmission expansion costs would fall on Virginia ratepayers, at a cost of billions of dollars. Already, the lack of planning and investment in transmission by the data center industry has created a load collapse in Data Center Alley in Loudoun. The proposed solution will cost ratepayers $627 million and during construction of expanded transmission and new substations, the operation of onsite emergency generators, using diesel and natural gas, may trigger violations of public health standards for air quality. Already, there is public notice from DEQ for a a waiver of permitted conditions, knowing that violations of air quality standards and creating a public health crisis. There are enormous potential impacts on the land, water, and natural resources of Virginia, not to mention the communities that are directly impacted by noise and other direct impacts. The experience of serious noise impacts in Loudoun and Prince William County and the modeled noise impacts for a proposed Amazon data center in Warrenton are a serious threat to human health and quality of life. The air handlers used in providing air conditioning for the servers in data centers have significant noise impacts on surrounding neighborhoods exceeding local ordinance levels. What initially spurred the need for evaluation of the broader impact of data centers was the growing evidence that national parks, state parks and other state conservation resources were being impacted by proposed data centers in Prince William and Culpeper. In Warrenton, proposed data centers would negatively impact the Journey Through Hallowed Ground National Scenic Byway. For all of these reasons, and many others, PEC supports HJ 522 and encourages the committee to approve the study.

It is a common sense-approach to ensure prudent environmental and economic measures while providing/securing the energy needs of massive data center complexes. Responsible, environmentally-sensitive electrical power generation and transmission is essential to the envisioned massive data center industry in Virginia. Simultaneously, it is also imperative to maintain historic viewsheds and ensure the respect, preservation and protection of our natural and historic assets for future generations. This bill does not prohibit data center development. Rather, it requests reasonable due diligence be conducted in the site selection process while also considering Virginia’s carbon-reduction goals. As a resident of Prince William County where there are some 75 million square feet of data centers on the books even though the County’s own need study identifies a demand of just about one half of that -- in its most optimistic projection. I am particularly concerned about the development on some 70 massive and noise-generating data center buildings, more power lines and a four-lane highway immediately along the western and northern boundaries of Manassas National Battlefield Park and the eastern edge of Conway Robinson State Demonstration Forest. The square miles of grading, paving and covering represented by the proposed Prince William Digital Gateway will also likely harm regional drinking supplies and call upon state-regulated utilities to provide for an amount of electricity equivalent to that used of the entire State of New Hampshire. I am not against data center development in the County, however, there are more appropriate and suitable locations here than the 2,000-acre rural and historic Pageland Lane site being proposed by the big tech companies QTS and Compass. This land was the location of important and tragic Civil War-era events and the critical history and lasting heritage of post-war African American community development in PW County. The County’s own cultural resource commission recommended against the Pageland/Prince William Digital Gateway for the reasons noted above. Protecting Virginia’s unique and irreplaceable cultural heritage can, indeed, be woven into a more thoughtful and less damaging program of planning for our cyber future. This legislation helps support that goal. Responsible data center siting and environmental stewardship is essential if Virginia’s citizens are to live in harmony with these necessary, but energy-intensive industrial facilities. I oppose HJ522. When you see my last name twice in these comments, it is because my wife wrote earlier. We both think this bill, like Delegate Roem's failed bill HJ522, is a misguided attempt to protect the a small, but vocal minority of retirees from Heritage Hunt, who tell her they do not want to see a data center from their backyards. They do not care about the rest of Prince William county, who will benefit from the jobs, revenue for better schools, competitive salaries for police, teachers, firefighters, and other County employees to keep up with wealthier Fairfax and Loudon counties. And they don't tell her what they really will see is the densely-forested 40-acres the developer has agreed to leave intact between them and the data center. Nor do they tell her the project will enable the Manassas Battlefield Park to close its through road to commuter traffic, a goal they have fought for when they supported the failed Bi-County parkway.

In her attempt to target the Prince William Digital Gateway project, she is trying to use the State to interfere with local land-use decisions that will set a bad precedent for all the counties in the Commonwealth. Unlike our local Board of Supervisors, who have spent an exhaustive 2-year study of the project and listened to both sides, Delegate Roem has listened only to the wealthy Heritage Hunt retirement community whose cries of "Wolf" about the environment thinly disguise their real reason for opposing the data center. We're already seeing a huge conversion of rural land to data centers, with some of the richest companies in the world, like Amazon, using their power and influence to get rezonings approved at the local level. Residents are then forced to deal with the impacts of these giant buildings in places they weren't planned for. And because data centers require such massive amounts of energy, they usually require new transmission and distribution lines as well as a massive increase in the amount of energy the state will need to generate (which alone will make it a lot more challenging to transition to the renewable energy we need to fight climate change). Worse yet, the cost of these infrastructure "upgrades" will fall on rate-payers across Virginia.

Yes, there are ill effects, but they can be minimized by siting Data Centers correctly. I had the pleasure to share some thoughts with a number of your staff members this past week. I have learned a lot about Data Centers over the past year-and-a-half, but there is so much misinformation out there and so much more to learn! Please support House Resolution HJ 522 to help us better understand Data Centers and their impact and risk toward Virginia. HJ 522 will help local governments, residents, and even the Data Center industry to roll out development, while protecting Virginia. The Department shall evaluate: (i) the impacts of data center development in Virginia, including impacts on electricity supply and demand, ratepayer impacts, & Virginia's ability to meet its climate goals (ii) the progress that data centers have made in sourcing their energy needs from renewable energy (iii) the impacts of concentrated data center development on air quality, wildlife, and water resources (iv) the role of Virginia's tax incentives in producing benefits for certain localities at the expense of other taxpayers and impacted residents. • The executive summary and report of findings shall include recommendations on whether Virginia should continue to provide incentives for data centers, and if so, whether such incentives should be conditioned on meeting requirements such as the use of renewable energy or locating in areas in need of economic development, as well as any other recommendations the Department of Energy considers necessary for the public good. We believe that Data Centers are important for society. We also believe that Data Centers must be sited in the right locations – not near schools or residences or national & state parks and not in locations that will impact drinking water quality. Responsible data center siting and environmental stewardship is essential if we are to live in harmony with these necessary industrial facilities. I totally Oppose HJ 225! The #1 source of pollution to lakes, rivers, and reservoirs is agricultural land. Data centers have never been associated with water pollution. Agriculture is responsible for 11% of the total carbon emissions - Data Centers -2%. The NIMBYS concerns have all been addressed, studied from every possible angle, and disproven. Their latest red herring, “cumulative effect,” is just as ludicrous. Every construction site has adequate regulations and safeguards. The DEQ and EPA rules are designed to ensure no negative impact on each construction site. There shouldn’t be ANY cumulative effect. If there was such a thing, it would already be obvious in Loudon County! The water studies have concluded that the PG Digital Gateway should improve the water quality of the Little Bull Run and Occoquan Reservoir by eliminating hundreds of private wells, septic tanks and leach fields, and regulating and controlling runoff from land currently zoned agricultural, which has no regulated oversight. All the Digital Gateway studies are readily accessible on the PWC website. It’s not that studies haven’t been done, it’s just that the opposition refuses to believe them. The members of The Flat Earth Society have got nothin’ on the Digital Gateway NIMBYS! Even if the completely redundant, unnecessary studies proposed in HJ 225 were done, why would anyone believe the NIMBYS would accept them? They won’t! Please don’t waste your time and our money! I adamantly support HJ522, AND I support the PWDG. They don't have to be mutually exclusive. What I admanatly object to are projects such as Devlin Tech Park in which neighborhoods will be SURROUNDED on three sides by 80-foot data centers, made even taller by rooftop industrial fans. There will be at least 11 data centers. That will be a decade of blasting and brightly lit night-time construction. Those people won't be able to sell their homes, possibly ever. This travesty is not the work of just the current PWC Board of Supervisors; it is a systemic problem, in which citizens are not being protected against industry. Devlin Tech Park is a betrayal by local government and its own stated principles. Please do regulate around parks and historic sites as well, but PWDG, if the plans are stringently followed, could be an example of how to do that well. These two projects are setting extremely different precedents, and the reasonable among us can tell the difference. I live near the PWDG and not Devlin Park, so please enough with the NIMBY nonsense and the dogmatic positions. When in human history have people not sought to protect their homes? Surely we can discern when objections are self-serving and when they're not; the name calling and dismissal of effects on others is as unreasonable as not considering the welfare of the entire county. The data center industry needs intelligent, nuanced regulation. See below for thoughts from Buddy Rizer, the executive director for the Loudoun County Department of Economic Development when asked what advice he would give to other counties: "I would say my lesson learned is to be very strategic -- set real expectations and work with the elected officials within the community. Define the envelope where it would be appropriate for data centers. I would include it around existing infrastructure and transportation corridors and consider proximity to environmentally sensitive areas and residential areas. I think that if you start encroaching or overlapping, that could be a dangerous precedent." Prince William County, on the other hand, not only overlaps residential with industrial, but even with that decision, hasn't taken basic precautions to protect its citizenry. Through multiple iterations of its Board of County Supervisors, data centers have been a targeted industry for years, and yet the noise ordinances were never updated to protect the HEALTH of its citizens. Not only did PWC govt have years to do that, there were warnings from Fairfax County that it was necessary, and precedents from other jurisdictions, but now we still have the residents of Great Oak in Manassas suffering detrimental health effects from their government's indifference. Local governments have ceded their right to hold the exclusive power on land use decisions, through systemically betraying the trust of its citizens. We desperately need study and regulation of data centers' perfect storm of high prices for land, high local tax revenue, high energy and quality life costs, and ridiculous levels of tax breaks, especially in PWC. I listened to residents speaking at the public meetings and noticed that the majority were in favor of this project. That majority also spanned several populations, local property owners, educators, students and young families from all ages, races. Many of these speakers will not garner any monetary benefit, but they do recognize the Essential role that Data Centers have in our dependence on technology. The vicinity of this project is in a sparsely populated area, with no schools, hospitals, or residential developments. It also has, at present, huge towers with electrical lines already in place. Beyond this one Data Center Development, Virginia should be seen as a state that is moving forward and working with developers of this crucial part of our digital infrasture for the benefit of all parties. I believe there should be reasonable discussion, limitations and consideration in a cooperative manner, rather than uncompromising heavy handed restrictions that discourage progress in a mutually beneficial product. HJ 522 is another false narrative attacking the PW Digital Gateway. The carbon emissions from data centers are NOT created in PW, Fairfax, or Loudon counties. The carbon compliance measures should not rightly be attributed to the location of the building. Emissions are created by the data use of 5 Billion people - half the world’s population. 70% is serviced by Virginia’s data centers. It certainly doesn’t follow that Virginia is responsible for the carbon footprint of billions of users worldwide. Facebook alone generates over 4 Million gigabytes per day. Yet, they have data centers in only 14 US counties. Does it stand to reason that we would attribute Facebook’s carbon footprint solely to those 14 counties? Of course not. Do most people in Heritage Hunt, or in Virginia, use Facebook? Yes. The people create the pollution, not the data centers. Attributing the carbon emissions from data centers to the physical location of the building is absurd. It’s akin to blaming car pollution on roads, or airplane emissions to the locales they fly over. NYC uses more data than any city in the world, but has only 600,000 sq ft of data centers. Does that mean their carbon footprint doesn’t exist? Is NYC making a difference in climate change by not having data centers? No - it simply means they, like most communities, export their carbon footprint to data centers in other places - 70% to northern VA. In all fairness, any carbon emissions should be measured by population, not locality. The Compass and QTS data centers proposed for the PW Digital Gateway will be built using the latest technology, including energy efficient, quiet closed loop systems. They have height restrictions and ample buffers to protect site views. The project opens 800 acres of private land to the public, and adds acreage to the battlefield. HJ 522 is simply one more attempt by a disgruntled minority, primarily residents of one gated country club, to overturn a majority vote they don’t like. When that Bill failed on Friday, she said she was so saddened at the prospet of her constituents in the Heritage Hunt retirement community having to look out their backyards and see the buildings from the Prince William County Digital Gateway data center project, recently approved by our Board after an exhaustive study that will leave intact 40-acres of heavily wooded area between the retirees and the data center, THAT WAS A CLEAR ADMISSION THAT CONCERNS FOR THE WATER WERE JUST A ROUSE! The entire bill was to protect the entitled commuty of retirees who do not give a damn about the rest of the County. Now she is trying to slip this HJ522 through and multiple other bills as a last ditch effort to protect the retirees, all of which will keep a business away that would provide much needed revenue for projects that the County has struggled to fund. I realize this is for a study, but I believe there is no need to spend tax payer money or legislators time. Waiving tuition and mandatory fee will cause 2 obvious problems. The first is the financial burden being transferred to tax payers. In this economy and with our current tax burden this action is simply irresponsible and unnecessary. I have recently assisted one of my Medicaid clients to enroll at Virginia Western. His financial aid covered all expenses and did so with very little personal debt to him. The second problem is that it removes responsibility from the student to put forth their best efforts. Over the years I have had other clients that enrolled and then spent the money. Two did it more than once! Their attitude was that it wasn't costing them anything so "it doesn't matter if I go or not". As much as I appreciate the sacrifices Veterans make for our Country, there is a balance. They are already exempted under certain situations for Real estate, PP, and income taxes and unlike private sector when they receive disability compensation they are allowed to work, and most of them do, making reasonable income. My recommendation would be giving exemptions based on earned income outside of any disability designation alone. Counties and municipalities throughout VA – including Alexandria, Arlington, Fairfax, Loudoun, Prince William, Richmond, and Charlottesville – are doing their part to solve the climate change problem by committing to reduce carbon emissions by 2030. Emissions associated with the electricity used in buildings is the top emission source in most of these jurisdictions. Though the grid is decarbonizing, it’s not decarbonizing fast enough to meet many carbon goals. One of the best strategies available to local governments is to purchase electricity that’s cleaner -- i.e., has lower CO2 emissions per Megawatt-hour -- than the grid average. Though this is allowed in the VA code through “municipal aggregation”, the financial, legal, and regulatory barriers are so high, and so complex, that no county or municipality has yet implemented this strategy. For example, when Loudoun County wanted to evaluate this option after an initial feasibility study determined its viability, the county estimated that a full study would cost them $1 million in consulting fees, which they deemed as too expensive for their budget. (See "Loudoun Now" article, Dec 1 2022: "Loudoun Committee Suggests Dropping County Electric Aggregation Study"). Prince William County is also examining municipal aggregation as part of their Community Energy and Sustainability Master Plan. We need a study at the state level to determine how to lower the barriers.
