I am in support of House Bill 2127. Lane filtering is regarded by many countries to be the smartest method of motorcycle riding in traffic. It serves as a perk to commuting on a motorcycle and reducing the impact on emissions over driving a much larger vehicle. It also does much more than that. Lane-splitting reduces traffic, reduces injuries, and actually INCREASES rider safety. This is all supported in many studies, with one study from UC Berkley being the most recent and detailed (some details below). Among the U.C. Berkeley findings: – Lane-splitting is safe if done in traffic moving at 50 mph or less, and if motorcyclists do not exceed the speed of other vehicles by more than 15 mph – 69 percent of lane-splitting motorcyclists were exceeding the traffic speed by 15 mph or less speed differentials up to 15 mph were not associated with changes in the frequency of injury – Compared to riders who were not splitting lanes, lane-splitting motorcyclists were markedly less likely to suffer head injury (9 percent vs. 17 percent), torso injury (19 percent vs. 29 percent) or fatal injury (1.2 percent vs. 3 percent) – Lane-splitting riders were significantly less likely to be rear-ended than non-lane-splitting riders (2.6 percent vs. 4.6 percent) – Lane-splitting motorcyclists were more likely to be wearing a full-face helmet than other motorcyclists (81 percent vs. 67 percent) – Compared to other motorcyclists, lane-splitting riders were more often riding on weekdays and during commuting hours, were using better helmets and were traveling at slower speeds; – Lane-splitting riders were less likely to have been using alcohol.

I fully support HB2127 Two-Wheeled motorcycles; passing certain stopped vehicles. One of the most dangerous situations for any on-highway motorcyclist is being caught in congested traffic, where stop-and-go vehicles, distracted and inattentive vehicle operators and environmental conditions pose an increased risk of physical contact with another vehicle. Even minor contact under such conditions can be disastrous for motorcyclists. Allowing motorcyclists to move between stopped or slowed traffic prevents them from becoming victims of a rear-end collision.

Formal written comments are attached: On behalf of the National Association of Mutual Insurance Companies1 (NAMIC) I write to express our concerns with House Bill 2127. NAMIC’s concerns about the bill revolve around its potential impact on safety. We are aware of the ongoing discussion about whether lane filtering is actually safer for motorcyclists than lining up in the same fashion as other stopped traffic, due the risk of being rear-ended by a car or truck driver who does not notice them. But the valid concern about other motorists not noticing motorcycles will still exist if lane filtering is allowed, and with the added variable that many motorists both do not expect motorcycles to be riding in the middle of lanes and will likely have a harder time seeing motorcyclists approaching from behind. Right-of-way confusion is also likely to occur if a motorcyclist reaches an intersection at a red light between two cars in the adjacent lanes, since once the light turns, three vehicles will now need to share two lanes. Preventing motorcycle rear-end accidents might also be better accomplished by allowing motorcyclists to stop between adjacent, same-direction lanes only when traffic is stopped, but not to ride there. I am a motorcyclist who is fastidious about safety and I fully support HB 2127, the bill to allow motorcycle lane filtering. Some notes: Lane filtering is *not* the same as lane splitting, which can be dangerous. Filtering actually increases safety by allowing vulnerable motorcycles to move out of congestion--particularly at traffic lights where we are at significant risk. Lane filtering is supported and/or endorsed by several insurance companies. the California Highway Patrol, California AAA, and the American Motorcyclist Association. Lane filtering is safe and legal in California, Montana, Arizona, and Utah, as well as most of the world, including almost all of Europe. Lane filtering is not reckless, nor is it merely a way to selfishly "skip ahead of the line". Motorcycles accelerate up to speed more easily than cars and as such, can find their way into a car-free area when a light turns green, rather than be surrounded by a traffic compression at lights, which is perhaps one of the more dangerous places a motorcyclist can be. Several studies have shown that lane filtering is not only safer for motorcyclists, but it eases congestion for motorcycles and cars alike. And due to the ensuing reduced travel times, it has been shown to reduce overall emissions. Look, I know this bill comes through this committee every year. Every year I and many of my fellow motorcyclists get excited when it's introduced. And I know that every year, it dies in this committee. I'm asking you to really look at this bill and to really understand how lane filtering works. If you do, I know you'll see the benefit to the Commonwealth and you'll support it too. I'm that dork in the bright yellow vest and the bright helmet, full riding jacket and kevlar pants. I'm sticking to the speed limit because I know speed kills. I'm giving plenty of leeway to other vehicles because I know that car drivers are often distracted. I wear all the padding and armor I can afford because I know the inherent extra risks of riding a motorbike. Please--allow me (and folks like me) to be a little bit safer in our travels. You might just save my life. Thank you for considering this bill.
