HB1649 I am in favor of this bill as it is written, if any substitutes or amendments are offered I would be against the bill as i believe if offered they would be detrimental to the towing industry in Virginia leading to the loss of many of these small businesses. HB2062 I am strongly against this bill or any amendments or substitutes I believe this bill would put many small businesses out of business as they could not afford the added legal fees this bill would bring. It would also cause the price of towing to raise sharply as the towing companies that do survive would now have to keep a lawyer on retainer. This would be a added cost past on to the consumer. It would be easy for anyone to understand why localities push off needed rate increases when this type of towing doesn't end with a "Thank you". Some of our localities have not had a rate increase in 7-10 years. These cities also do not allow for night or week-end differential rates. (additionally these cities currently use the impound rates as the standard base rate for quick response police accidents, (30 mins or less ). Please recognize this is a service that requires 2 calls, tow & release and/or access to car for no additional charge + a secure place to take the vehicle to that cost as well. (try getting that with a plumber and answer in 30 min regardless of time, day or week-end. Employees, trucks, insurance & lots are not cheap. Thank you all for your time. Bill Higgins

Personally, myself and other towing companies within the state of Virginia are definitely in need for the passing of HB1649. All of our business expenses have been climbing up words. With no help in recouping the expenses. So, I'm in favor of this HB1649 bill, as a raise in tow rates is very much overdue and needed. Because of the high cost of doing business such as I'm sure each member of the committee realizes themself how costly everything is. We all know how costly gasoline and fuel prices are. Our business insurance rates have jumped 25% or more in just the last year, cost for new equipment has gone up 30% or more in the last 12 months. As well as our cost of labor and all the city and county property and other taxes, plus rent, phone and electric. It is really unbelievable. This raise or more is very much needed at this time and place. The raise will help the towing industry within Virginia to continue to serve the people of the Commonwealth fairly. One final thing it will not cost the people of the Commonwealth anything if they would just simply obey the parking laws, rules and regulations. Read the signs and obey them. The towers are only doing their job that they are required to do. HB1649 I am in favor of this bill as a raise in tow rates is much needed because of the rise in cost of doing business such as I am sure the committee knows about the added fuel cost but did you know our insurance rates have jumped 20% in the past year, cost for new equipment has go up 27% in the last year not to mention property taxes, rent, phone and electric. In fact I can not think of anything that has come down. This raise is much needed at this time. The raise will help the towing industry in Virginia to continue to be able to serve the people of the Commonwealth and help keep our kids in college. One final note it will not cost the people of the Commonwealth anything if they obey the parking laws, rules and regulations. I again ask that the members support this legislation. My name is Steven Fraser and I am proud resident and family business Owner in Loudoun Count. For the last 23 years, this is has been my home and I am writing today in support of HB 1858. The Greenway is the only toll road in the region whose prices are regulated by the State Corporation Commission (SCC) under the Virginia Highway Corporation Act of 1988. Every other toll facility in Northern Virginia on the VDOT system (including 395 and 495 Express Lanes as well I-66) is governed by the Public-Private Transportation Act of 1995 and utilizes distance-based tolling. Unfortunately, the SCC regulatory regime does not provide for distance-based tolling. As I’m sure you aware, HB 1858 would provide the mechanism to allow for distance-base pricing on the Greenway and I strongly encourage you to support the bill. The time has come time to end the annual fight over toll rate increases on the Greenway. Distanced-based pricing will give drivers in the region another option when it comes to commuting, getting more cars off Routes 7, 50, and 28 as well as neighborhood cut throughs. It also will lead to more drivers using the Greenway for in-county trips to community meetings, schools, businesses, and youth sporting events. Equally important, it will make it easier to get to the three Metro stations in Loudoun. On behalf of Loudoun County small business owners, our employees, fellow residents of Loudoun and all visitors to our great County, I urge you to support HB 1858 Thank you.

Dear Delegates, I’d like you to be aware of my support for HB 1858 (a bill to direct the Commissioner of Highways to evaluate whether roadways operating under the Virginia Highway Corporation Act of 1988 should operate under the Public-Private Transportation Act of 1995). I support this legislation because I use the Dulles Greenway and I believe that tolls on the Greenway will be reduced if the Greenway is regulated like all other toll highways in Northern Virginia. Currently the Dulles Greenway is the only toll road in this region for which tolling is regulated by the State Corporation Commission (SCC) under the Virginia Highway Corporation Act of 1988. Meanwhile, other toll facilities – like the express lanes on I-495, I-395, and I-66 – are regulated by the Public-Private Transportation Act of 1995, which allows for distance-based tolling. Let’s please stop the annual rise in tolls on the Dulles Greenway. Allowing the Greenway to be regulated by the Public-Private Transportation Act of 1995 would enable a fairer distance-based tolling system, something the SCC regulation does not. As such, each year the TPB receives, spends, and reallocates tens of millions dollars of Virginia’s share of federal transportation funds for various transportation planning activities, commuter-support and highway safety programs, the implementation of numerous transportation projects, and several categories of local technical assistance planning grants that affect NoVA residents and localities. The TPB’s regional planning activities help VDOT and NoVa localities identify the most cost-effective and impactful transportation improvements and reduce traffic congestion, commuting costs, and hazardous conditions for NoVA residents. The substitute bill is a step in the right direction, but significant concerns remain. We are continuing to work with the patron, and hope to come to a mutually-agreeable resolution. Positive changes include no longer taking money off the top of the Commonwealth Transportation Fund which would cut rail, transit, road maintenance, and Smart Scale funding – it is essential that this not be added back to the bill. For the following continuing concerns, at this time we recommend you OPPOSE HB2302 AS AMENDED: The bill still gives the Governor almost unlimited discretion to allocate funds to support major economic development initiatives and enhance the economic development opportunities of the Commonwealth’s transportation programs. These extremely broad criteria could be interpreted to fund almost any project and are in stark contrast to the current requirements of the Transportation Partnership Opportunity Fund – they should be narrowed. There is no limit on the amount of money the Governor can award to any one project under the new types of grants from the Fund that would be authorized under the proposed subsection C2. A cap should be put on these grants. The bills no longer remove the General Assembly from the process of grants and loans from the Fund, but there is still no review or consultation mechanism for substantial grants by the Governor under subsection C2. Projects to receive funding under the new economic development category should be run through the MEI Commission just like other projects seeking major taxpayer-funded incentives. As a Fairfax County resident and former employee working on transportation safety at a local municipality in Virginia, I support this bill to dedicate the funding program to addressing the safety of vulnerable street users. Other existing programs attempt to address the safety of people walking and biking, but still put these projects in competition with other projects for vehicle safety. The data is clear that when involved in a crash, people outside of a vehicle are more likely to be severely injured or killed than those inside of the vehicle. With improving occupant protection, the effects are even more disparate . There is a critical need to focus resources on areas with high crash histories as well as high crash risk areas for people walking and biking. These include school zones, parks and recreation centers, areas near transit stations and bus stops, senior centers, and commercial centers. The safety for people walking and biking is not only critical for your own constituents, but impacts our economy and makes streets safer for every other user on the street. According to the National Safety Council, each death on our streets and roads creates economic costs of nearly $1.8 million dollars. According to the most recent CDC data, the cost to Virginia for our rate of pedestrian and bicyclist deaths is approximately $220 million dollars. Further, transportation industry research shows that when streets are designed to prioritize the safety and comfort of pedestrians and bicyclists, the crashes decrease in number and severity for people driving and inside vehicles as well. All combined, traffic crashes from all modes in Virginia cost our economy approximately $1.3 BILLION dollars a year. Crashes from all modes increase congestion, strain our transportation network, and cause work productivity loss, not to mention the incalculable costs of grief and trauma for those involved and their families, friends, and neighbors. Please act with urgency to pass and support this bill so that localities and VDOT can act with the increased urgency we all need to keep our families, friends, neighbors, who are also your constituents safe.
