The addition recommended to 46.2-118, section B, item 19 is already addressed in code. 46.2-644.01, paragraph E already requires towing companies to release personal items to vehicle owners. This recommended change would be redundant and needlessly complicate state code. I also oppose the additional requirement that every locality be required to set limits on storage fees allowed by towing and recovery operators. Although I agree in principal that some towing companies charge excessive fees for storage, I do not see this as a viable solution. Many localities do not have tow boards or the means of easily setting and monitoring such fees. It also falsly equates the public parking rates in a locality with storage at a private impound facility. Towing operators must keep vehicles in a secure facility with fencing, gate control, and alarm systems. Many of the vehicles in our facility are accident vehicles with personal items still inside that must be guarded from the general public. We pay a large monthly fee for our entire facility to be protected by an electric fence to prevent break-ins and theft from these vehicles. The maintenance and security needs of public parking lots are vastly different from that of towing storage facilities and must be accounted for when determining storage rates. Because I prohibit the use of scanners, phones or any type of phone app to run any type of tow calls. It's causes customers and insurance companies to get stuck paying unfair and uncontrollable tow prices.

HB1516 I am Against this bill because public parking and a secured tow lot are two different animals for several reasons the tow lots have to be secured, they have to be manned, the tow companies either own or lease the storage lots. Just the overhead we pay is more than what public parking cost. HB1745 I am in favor of this bill because we now have some tow companies that are using these devices to jump calls that are sent to other tow companies and are even doing it when the police are on hand as they do not always look to see what tow company shows up

This is a great idea in trying to protect kids. However, when it comes to a lot of roads, ones that wind and twist, no one is going to be able to figure out where the bus stops at and where it doesn't. People will just speed up or try and pass, making this a bigger issue than what it is now.
