I ask the Subcommittee to support HB 2245. Many Virginians use a commercial off-the-tax preparation software package. These software packages typically allow the user to e-file five federal returns at no additional cost; however, to e-file a state return, the user is charged $19.95 plus sales tax. E-filing benefits both the taxpayer and the Commonwealth and e-filing should be encouraged. Why should the taxpayer pay this unnecessary fee? I say "unnecessary" because no such fee is charged in New York State as such fees are prohibited by the New York Consolidated Tax Code (ยง 34. Tax return preparers and software companies not to charge separately for New York e-file services). In 2010, the General Assembly passed an uncodified act to enter into an agreement with the electronic tax preparation and filing industry (the Consortium for Virginia) to provide "free" online tax preparation and filing services for some Virginians. This free file system replaced the iFile system which worked fine. Until Virginia terminates this agreement with the Consortium of Virginia, it is unlikely that the General Assembly can take the next step and prohibit fees for e-filing Virginia returns. Again, please support HB 2245.
