Please support SB 2034. The National Capital Region Transportation Planning Board (TPB) is the preeminent transportation planning body for Northern Virginia (PDC 8). As such, each year the TPB receives, spends, and reallocates tens of millions dollars of Virginia’s share of federal transportation funds for various transportation planning activities, commuter-support and highway safety programs, the implementation of numerous transportation projects, and several categories of local technical assistance planning grants that affect NoVA residents and localities. The TPB’s regional planning activities help VDOT and NoVa localities identify the most cost-effective and impactful transportation improvements and reduce traffic congestion, commuting costs, and hazardous conditions for NoVA residents. Excluding the TPB from these regional meetings is shortsighted and counterproductive. Please vote to report SB 2034.

The substitute bill is a step in the right direction, but significant concerns remain. We are continuing to work with the patron, and hope to come to a mutually-agreeable resolution. Positive changes include no longer taking money off the top of the Commonwealth Transportation Fund which would cut rail, transit, road maintenance, and Smart Scale funding – it is essential that this not be added back to the bill. For the following continuing concerns, at this time we recommend you OPPOSE HB2302 AS AMENDED: The bill still gives the Governor almost unlimited discretion to allocate funds to support major economic development initiatives and enhance the economic development opportunities of the Commonwealth’s transportation programs. These extremely broad criteria could be interpreted to fund almost any project and are in stark contrast to the current requirements of the Transportation Partnership Opportunity Fund – they should be narrowed. There is no limit on the amount of money the Governor can award to any one project under the new types of grants from the Fund that would be authorized under the proposed subsection C2. A cap should be put on these grants. The bills no longer remove the General Assembly from the process of grants and loans from the Fund, but there is still no review or consultation mechanism for substantial grants by the Governor under subsection C2. Projects to receive funding under the new economic development category should be run through the MEI Commission just like other projects seeking major taxpayer-funded incentives. Thank you for the opportunity to provide comment. The Piedmont Environmental Council opposes that creation of a separate pool of funds for transportation projects solely at the Governor's initiative and without requiring the performance based analysis and ranking under Smart Scale. At best, this is a $100-300 million dollar slush fund to add transportation projects to other subsidies and incentives for business investment in Virginia. At worst, it take limited funding available for the transportation system needs already identified over year of planning. Please oppose this bill.

We oppose this bill unless you amend it to prohibit any of these funds to be used for expanding Light Rail. We in Virginia Beach by referendum Opposed Light Rail we do not want it extend into our city. Light Rail is used specifically for economic development for transit oriented development ie Density we oppose any of that along Virginia Beach Blvd to bring crime into our city. If they really wanted Light Rail to work they would have built it along I64 heading to NOB that's where all the traffic is and finally we are getting relief with the HRBT expansion something we fought for. NO Light Rail in VB
