My name is Jason Dodson. I am a senior social work student currently enrolled at Norfolk State University. Senior Services of Southeastern Virginia is a critical service provider in Hampton Roads. I understand that due to a redistribution of funds required by the federal government for area agencies on aging in Virginia, Senior Services will lose $335,000 in direct service funding each year beginning in FY2024 through FY2027.
I am writing to urge you to include budget amendment HB1400 331 #3h in the state budget this year which would restore the lost funds for FY2024. Additionally, we request support for HB1400 331 #1h, which provides supplemental funds for all AAAs who are slated to lose funds in 2024. The potential negative impact on older Virginians who receive Meals, Rides, in-home assistance, Medicare Counseling, and other programs and services can be avoided with your help.
The clients that depend on Senior Services live in their own homes and are proud to be independent. They are often at risk of much more costly nursing home placement. Thank you for supporting them.
Without your help our older adults will lose these critical services!

Additionally, the cut funds would negatively impact the economy. Nonprofit organizations do not have large profit pools to fall back on and are more heavily affected by budget cuts. Loss of jobs would negatively impact our already struggling economy. Please do not worsen an already difficult time for many Americans. Help by being a solution, not a symptom of the issue.

Last Name:WatersLocality:Norfolk
Greetings! My name is Charnitta and as a native of the Hampton Roads area, (Norfolk) whose grandparents played an intricate role in my life, and whose parents are well into their older adult years, I stand in support of the budget amendment 331 #3h and all bills that favor keeping home and community-based services through Area Agencies on Aging whole.
Older adults are an asset to society yet often forgot about. The critical services that AAAs provide helps to keep them healthy, active, and engaged and improve their overall quality of life. It's well-known fact that our healthcare system in itself is overburdened with demand for care though they have little capacity to address the growing needs and in some cases are not the right interceptor for the problems that older adults face. AAAs, such as Senior Services of Southeastern Virginia, step in and support older adults with those life-sustaining services to help reduce hospital visits, provide rides for older adults to get to appointments and local stores, offer social and recreational activities to keep older adults engaged, and for caregivers offer an opportunity for respite.
Cutting back services especially in the Southampton Roads area, where the older adults population continue to rise, many on fixed, low, or no income, will only further bottleneck the systems, and I can assure you the poor health outcomes for older adults will be significant. Invest in keeping these core services whole by a simple vote of YES on this budget amendment! Older adults should not have to reap the consequences of structural factors such as policies that take resources out of their area in which they live. The impact of these services on the older adult community will demonstrate a true return on your investment of committing to keep services in place. Please keep our older adults strong and together, let's take care of those who in many cases took care of us!

As a resident of Staunton, VA, I am writing to ask you to support Del. Avoli’s budget appropriation #386#13h which provides $250K to the City of Staunton for the benefit of the Arcadia Project for renovation of the former Dixie Theater. This building is currently vacant and unused, with great potential to bring new energy to an old structure.
This $250K investment would help turn an old, vacant structure into a vibrant community center. This effort is more important now than ever, as our downtown has lost several restaurants and entertainment venues in our downtown since the pandemic. Arcadia Project’s mission to connect people through culture and creativity will both help heal our economy AND our community as we emerge from pandemic enforced isolation.
Thank you for your attention to this important opportunity to create eight new jobs, boost economic vitality on an important city block, and make Staunton an even richer cultural destination!

As a citizen of Staunton, VA I am writing in support of Del. Avoli's appropriation #386#13h. This bill would provide needed funds to the City of Staunton to complete renovation of the Dixie Theater. Our community has been hit severely by the pandemic; we’ve lost many restaurants and entertainment venues in our downtown. This investment would create eight new jobs and would boost economic vitality in our downtown. The Arcadia Project's mission of connecting people through culture and creativity will be transformational for the citizens of the Shenandoah Valley. Thank you for helping us save our downtown.
Thank you,

Hello,
I am writing to you today to advocate for special funding for Senior Services of Southeastern Virginia. Senior Services provides essential services for older adults in south Hampton Roads and Western Tidewater. With the funding reallocation of the Older Americans Act, Senior Services is to lose over a quarter of a million dollars annually. Those funds are essential in providing older adults with meals, medical transportation, wellness activities, medicare benefits counseling, and much more.
The aging population is increasing drastically every year. With economic costs rising, they will need our help more than ever! Please support Senior Services by advocating for special funding during upcoming budgeting.
HB1400 - Budget Bill.
My name is Beverly Fuqua. I am Program Manager at Meals on Wheels of Chesapeake. Senior Services of Southeastern Virginia is a critical service provider in Hampton Roads. I understand that due to a redistribution of funds required by the federal government for area agencies on aging (AAA) in Virginia, Senior Services will lose $335,000 in direct service funding each year beginning in FY2024 through FY2027. I am writing to urge you to include budget amendment HB1400 331 #3h in the state budget this year which would restore the lost funds for FY2024. Additionally, we request support for HB1400 331 #1h, which provides supplemental funds for all AAAs who are slated to lose funds in 2024. My name is Megan Mann. I am Program Director at Meals on Wheels of Chesapeake. Senior Services of Southeastern Virginia is a critical service provider in Hampton Roads. I am writing to urge you to include budget amendment HB1400 331 #3h in the state budget this year which would restore the lost funds for FY2024. My name is Cory Hitner. I am the Transportation Manager of Senior Services of Southeastern Virginia, a critical service provider in Hampton Roads. The clients that depend on Senior Services live in their own homes and are proud to be independent. They are often at risk of much more costly nursing home placement. Thank you for supporting them.
Drive Electric RVA supports any effort by the General Assembly to expand access to electric vehicles. This technology offers cost savings to consumers and a more sustainable transportation alternative that benefits everyone. Therefore, the following budget amendments should be approved by your committee: * Item 114 #16h - $1.1 million for EV Charger Multi-Family Dwelling Unit Pilot Grant Program * Item 114 #1h - $10 million to create Virginia Rural EV Charging Network Program * Item 121 #6h - $40 million to fund EV rebate program * Item 456 #1h - $1 million to pay for signage to promote the presence of public charging stations * Item 456 #6h - $100,000 to help localities and business owners enforce parking regulation to protect access to charging stations
Thank you Mr. Chairman and members of the committee for the work you have done and are doing for the Commonwealth. My name is Rebecca Brown. I am Advocacy manager for Senior Services of Southeastern Virginia. This Area Agency on Aging (AAA) is a critical service provider in Hampton Roads. The redistribution of funds required by the federal government for area agencies on aging in Virginia (beginning in FY2024 through FY2027) is the result of data, weights, and percentages. I would like to bring your attention to the very real older adults on the other end of these numbers. I would like to emphasize the new IFF formula has real implications for these real people. To this end I am writing to urge you to include budget amendment HB1400 331 #3h in the state budget this year which would restore to Senior Services the $335K in lost funds for FY2024. Additionally, I/Senior Services request support for HB1400 331 #1h, which provides supplemental funds for all AAAs who are slated to lose funds in 2024. The potential negative impact on older Virginians who receive Meals, Rides, in-home assistance, Medicare Counseling, and other life sustaining programs and services CAN be avoided with your help. The real older adults, impacted by the new IFF, deserve investments in their independence, choice, and dignity. I thank you for supporting them.
I need these virtual programs to keep me in my home. If I dont have these programs I honestly dont know what I would do. Im asking you to include budget HB1400 Budget 331#3h in the budget for Senior Service for Southwestern Virginia. I am truly worried about my virtual programs if they dont get this funding. Thank you for understanding. I am 75 years old and I am proud to be able to be independent . I know your job is hard but please help me keep my virtual programs.
My name is Ophelia and I’m 89 years old. I have no means of transportation. I rely on the I-Ride to take me to my medical appointments. Without Senior Services I would be dead. With them I have accessibility of getting around. The buses are clean, and the drivers are friendly. Because of my limited mobility I must use a vehicle that has a lift. This makes my quality of life so much better, and I have control of my life. I am writing to urge you to include budget amendment HB1400 331 #3h in the state budget this year which would restore the lost funds for FY2024. Additionally, we request support for HB1400 331 #1h, which provides supplemental funds for all AAAs who are slated to lose funds in 2024. My name is Beverly. I depend on the I-Ride in Isle of County Virginia. It provides me with a lot of mobility. I am 73 years young. Since I don't drive, I can go to the Senior Center for a hot meal and recreation. Also, it takes me to my medical appointments. It helps me mentally and physically to be around seniors of my age. Without this service, I would be lost. I am writing to urge you to include budget amendment HB1400 331 #3h in the state budget this year which would restore the lost funds for FY2024. Additionally, we request support for HB1400 331 #1h, which provides supplemental funds for all AAAs who are slated to lose funds in 2024. My name is Jeannie and I am a resident of Isle of Wight County. My mom uses the transportation that Senior Services of Southeastern Virginia offers to older adults. Because she doesn't drive, she relies on this transportation to take her to doctor’s appointments and to the congregate center at Nike Park. Using transportation gives her freedom to get around and enhances her quality of life. Because we live in Isle of Wight County, there is no public transportation. Furthermore, not everyone has a car or can even afford one. But because of Senior Services my mom can continue to get to her appointments on her own and fellowship with her friends at Nike Park and that makes her happy! The services provided increased her quality of life, gave us some respite from being unpaid caregivers, and helped delay the high cost of nursing home placement. Thank you for supporting these vital services.

My name is John Skirven. I am the former CEO of Senior Services of Southeastern Virginia. I am currently a consultant to The Planning Council working on older adult homelessness. Senior Services of Southeastern Virginia is an essential aging service provider in Hampton Roads. The redistribution of funds through the intrastate funding formula revisions required by the federal government for area agencies on aging in Virginia will cause Senior Services to lose $335,000 in direct service funding each year beginning in FY2024 through FY2027. I am writing to urge you to include budget amendment HB1400 331 #3h in the state budget this year which would restore the lost funds for FY2024. The potential negative impact on older Virginians who receive meals on wheels, medical rides, in-home services, help with Medicare and senior companions is serious. It can be avoided with your help. I also urge you to support HB1400 331 #2h that will support all area agencies on aging in Virginia. The clients that depend on Senior Services live in their own homes and are proud to be independent. They are often at risk of much more costly nursing home placement. Thank you for supporting them. Sincerely, John N. I am a Staunton, VA, resident, and I am writing to ask you to support Del. Avoli’s budget appropriation #386#13h which provides $250K to the City of Staunton for the benefit of the Arcadia Project for renovation of the former Dixie Theater. It is a beautiful building in the heart of downtown. The Arcadia Project has been dedicated to it's restoration while building profaning that bring people together through culture and creativity. As a local business owner, I am concerned about the loss of restaurants and entertainment venues in our downtown since the pandemic. This $250K investment would help us finish the revitalization and transformation of an important and beloved art deco building into a vibrant center for creative expression with classrooms and opportunities for community enrichment. Thank you for your support! Paul Fairbanks

Avoli’s budget appropriation #386#13h which provides $250K to the City of Staunton for the benefit of the Arcadia Project for renovation of the former Dixie Theater. I am very much in agreement of the below summary. This is a beautiful building in the heart of downtown. The owners are dedicated to it's restoration, and it would most certainly be an asset in bringing locals and tourists to the downtown. It would be an asset to the Staunton City economy. Our downtown has lost many restaurants and entertainment venues in our downtown since the pandemic. This $250K investment would help us finish the revitalization and transformation of an important and beloved art deco building into a vibrant center for creative expression with classrooms and opportunities for community enrichment. As a resident of Staunton, VA, I am writing to ask you to support Delegate Avoli’s budget appropriation #386#13h which provides $250K to the City of Staunton for the benefit of the excellent Arcadia Project for renovation of the historic former Dixie Theater. Our downtown has lost many restaurants and entertainment venues in our downtown since the pandemic. This $250K investment would help us finish the revitalization and transformation of an important and beloved art deco building into a vibrant center for creative expression with classrooms and opportunities for community enrichment. Arcadia Project’s mission to connect people through culture and creativity will both help heal our economy AND our community as we emerge from pandemic enforced isolation. Thank you for your attention to this important opportunity to create eight new jobs; boost economic vitality on an important city block; and make Staunton an even richer cultural destination.
I respectfully ask the Delegates to support Del. Avoli’s budget appropriation #386#13h

Thank you, Pamela Mason Wagner

Hello, I am writing to you today to advocate for special funding for Senior Services of Southeastern Virginia.
