Virginia's Intrastate Funding Formula (IFF) must be updated, per federal mandate, in 2023. The IFF determines how federal and required state match funds will flow to Virginia's 25 Area Agencies on Aging (AAA's). AAA's provide essential services (i.e., home-delivered meals, in-home care, transportation, etc.) for the 60 and older population, enabling older Virginia residents to remain in their homes. While the funding formula chosen will have the smallest impact across all AAA's in Virginia, $700,000 in State supplemental funding is needed to prevent cutting key services to older adults in certain AAA's. Simply put, AAA's whose 60 and older population has increased the fastest and are due to receive additional funding (federal and state matching funds), will do so at the detriment of the 60 and older population(s) that reside in the service area of other AAA's whose 60 and older growth has not increased as rapidly as other parts of the state. Without these funds, as was provided in past funding formula changes, this once/decade reallocation of federal and state funds will cause uneven disruptions in services across the Commonwealth.
