HB525 - Higher educational institutions, nonprofit and public; hazing policies.
HB732 - Higher educational institutions, public; debt collection, transcripts and diplomas.

The Virginia Poverty Law Center support HB 732. Universities withholding transcripts keeps thousands of Virginians from moving on with their lives. They cannot complete their education and sometimes cannot get a job without the transcript. The university can still pursue other methods of collection including taking tax refunds and getting a judgment and garnishment.

We support HB1047 ! HB1047 Provides that no student who needs or uses augmentative and alternative communication (AAC), shall be denied the opportunity for inclusion in regular classrooms or the provision of age-appropriate instruction on the basis that such student may require support with AAC. 1) Says that a student who needs or uses AAC cannot be denied access to regular classrooms or age-appropriate academic instruction on the basis that the student needs support with AAC; 2) Says IQ scores cannot be used to decide whether the student can be provided with AAC at school; and 3) Says that school staff will be provided timely training in how to support a student’s use of AAC, and in how to design instruction to accommodate their unique communication access needs. 4) As defined in the bill, "augmentative and alternative communication" or "AAC" means any device, tool, support, or service, or any combination thereof, that facilitates any form of communication, other than oral speech, that can be used to express thoughts, needs, wants, and ideas. 5) We believe any way that a student communicates should be supported.
HB1264 - New Economy Workforce Credential Grant Program; eligible institutions, maximum reimbursement.
I am asking for your support for House Bill 1264 that will increase the amount of support for credential seeking individuals. I have a truck driving school that provides CDL training for several Virginia community colleges. We train about 1500 students a year at 3 locations with 5 community colleges. We are experiencing severe increases in fuel and other operating expenses with no increase in tuition since 2016 when the Fast Forward Grant began as the Workforce Credential Grant. With the huge demand for more truck drivers and with the new federal Entry Level Driver Training requiring new CDL seekers to attend a registered school, we are very busy but struggle with cost constraints. We have increased our payroll for instructors to compete with the trucking companies offering the highest pay in the trucking history. We have fuel, repair and insurance costs that have increased significantly. There is a national shortage of truck drivers and each driver we graduate contributes to Virginia as a taxpayer earning $50-60K first year and $60-80K years after. Your support would allow our school as well as others to recruit and retain good instructors and to provide the quality training we want new Virginia truck drivers to receive. Your support for HB 1264 would be greatly appreciated.
HB1280 - Get Skilled, Get a Job, Give Back (G3) Program; eligible institutions.
Please submit HB 1280 for consideration by the full Education Committee. This bill is needed to ensure more individuals have access to the skills needed to meet the demands of our workforce pipeline.
I support HB 1280. In Virginia, businesses are facing a workforce shortage and a skills gap. This bill will increase opportunities for individuals to join our local workforce and strengthen our local economy.

HB1280 impacts not only colleges, universities, students or their families, it is a great benefit to businesses across the Commonwealth. The student will be able to graduate and fill entry level positions that are so desperately needed, especially in healthcare and for thousands of unfilled IT jobs. The impact of this bill is exponential and the ROI is significant.
