HB144 - Charitable gaming; clarifies definition of organization.

We are a 501c7 nonprofit corporation. We were established in 1982. We operate and have always operated as a charitable organization. We give to the American Cancer Society and the Heart Fund and it is incorporated into our bylaws. The law has restricted our means to fund raise and HB144 fixes this problem. We support HB144 except for the following: Charitable gaming; definition of organization. Adds to the list of organizations permitted to conduct charitable gaming organizations that are exempt from income tax pursuant to § 501(c)(7) of the Internal Revenue Code and are operated, and have always been operated, exclusively to provide scholarships to local schools and other community assistance. **The following language is what needs to be changed as 501c7's have nothing to do with scholarships but we are still charitable. If they omit the scholarships or change the "and" to an "or" it would be fine. See below Change from “exclusively to provide scholarships to local schools and other community assistance.” to “exclusively to provide scholarships to local schools or other community assistance”.
Many small, non-fraternal organizations rely on gaming to do work other than socialization. This measure would restore some of those abilities that are not currently permitted under recent gaming changes. Your support of these changes is encouraged and appreciated.

We are a brewery that opened in Dec 2020 and while we have had success in our hiring - additional expertise in the industry exists that we would love to utilize. Some of our patrons happen to work in areas that they would like to have additional hours and provide the kind of education of customers that would help.

The city has chosen ONE as a gaming host. This bill is identical to Morrissey's SB203 which puts limits on a casino referendum in Richmond for five years. We in the city of Richmond feels as Mr. Morrissey have committed MUTINY on us. We see this bill (HB-1134) only as a designed to remove Richmond city from becoming a host city, which in the end becomes Richmond being remove indefinite. PLEASE VOTE NO to HB-1134.
