Thank you for the opportunity to speak in support of this bill. Let me give you just a few examples of issues where PWD have brought to my attention. I, too am a person with disabilities (PWD), who has worked in healthcare for 50 years, 28 with COV, and as a PWD. Case #1: Young adult, gainfully employed male, deaf from birth. MH providers would not provide American Sign Language for Mental Health appointments. ADA requires all providers public and private to provide accessible communication. Case #2: Police officer injured on duty, cannot get prosthetics to improve quality of life, as other insurance companies provide. Delays with case managers/claims approval in paying for medical care and assistive technology. Is also a Veteran, however because it is not r/t to service, is not eligible for DVS services. Case #3: COV employee injured on duty, the claims will deny medical treatment when lifetime medical was awarded. No one to facilitate and bring parties to the table to resolve issues. Patients give up and suffer. Networking is needed between and across areas to help ALL Virginians with disabilities. No services for persons with onset of injury ages 22 and up, if a TBI. Virginia does not have an ADA Coordinator as required by ADA for employers > 50 employees. COV employees have no ADA Coordinator. DHRM has a conflict of interest with being the ADA coordinator and enforce human resource actions. Our state employees need an advocate and Governor support for solutions within the ADA and Va. With disabilities Act. Executive, Legislative branches and agencies need a POC to advise on ADA issues and to ensure the State Government is providing ASL and transcriptions for all public meetings or press conferences. These are just a few areas which are needing to have a Person in the Executive Branch to facilitate issues. While is it recognized one person cannot do all the above, there are other areas which are needed to support. Research needed: a qualitative review of what other states are doing; a gap analysis of Virginia Services from persons with lived experiences, caregivers and There are multiple state agencies with bits and pieces for some persons with disabilities. There is not one agency with Gov. support to reach out to resolve any issues. Or to work on issues where these agencies do not cover. There are many Virginians who have no voice, due to the fact they do not have public supports or are low socio-economic and cannot reach out to our fragmented service delivery. Disabilities include 1:4 persons, regardless of race, creed, nationality, economic status, political affiliation, age, sex, yet Virginia only offers services to some. You are familiar with Waivers, and services for DD, or the ARC advocacy. There are other constituents who are NOT represented, as noted in the cases above. WE need to help ALL thru this position. Please also read the one pager presented, or feel free to reach out to me, for additional conversation or details. We in Virginia need to do better for ALL persons with ALL Disabilities. Please support this bill and ensure ALL Virginians have at least ONE point of contact to navigate the fragmented health system. The city has chosen ONE as a gaming host. This bill is identical to Morrissey's SB203 which puts limits on a casino referendum in Richmond for five years. We in the city of Richmond feels as Mr. Morrissey have committed MUTINY on us. We see this bill (HB-1134) only as a designed to remove Richmond city from becoming a host city, which in the end becomes Richmond being remove indefinite. PLEASE VOTE NO to HB-1134.

On behalf of the American Council of Life Insurers (ACLI) , we would like to express our strong support for HB 1269 that would remove the requirement that if a life insurance or annuity contract is used to fund a preneed funeral contract, the life insurance or annuity contract must provide either that the face value thereof shall be adjusted annually by a factor equal to the annualized Consumer Price Index as published by the Bureau of Labor Statistics of the United States Department of Labor, or a benefit payable at death under such contract that will equal or exceed the sum of all premiums paid for such contract plus interest or dividends, which for the first 15 years shall be compounded annually at a rate of at least five percent. The 242 ACLI member companies licensed in Virginia write more than 93% of life insurance in the state.
