Aren’t the local grocery stores overflowing with myriad offerings in their meat departments? This is an unnecessary bill they will only contribute to the diminishing of Virginia’s beautiful wildlife. All of Floyd County County as well as much of rural Southwest Virginia relies solely on Volunteer Fire and Rescue personell to respond to and handle their Communites Emergencies. These brave Men and women not only put them selves in harms way to serve and protect their community, they do it without any compensation or the expectation of any. Unfortunately as time goes on it is becoming harder and harder to recruit and retain Volunteers. Many of our current Volunteers and their families partake in hunting and fishing as a way to enjoy the outdoors in Southwest Virginia and also as a way to put food on their tables. Being able to offer these men and women a little financial help by providing them a lifetime Hunting and fishing license would be a small gesture that i believe would have a humongous impact on increasing the appeal amongst our community to Volunteer their time in the fire and rescue departments. Volunteerism in the Fire & EMS Service is struggling at best, today’s lives demand more of people not allowing the time to preform these extra duties. More needs to be done by localities and state to recruit and retain our volunteers. This bill will be step in the right direction as a recruitment and retention tool. Localities like Pulaski County and others in SWVA are depended on volunteers and are struggling to find ways to maintain the expected level of service for our citizens.

HB463 - Boat ramps; removes authorization for Department of Wildlife Resources to charge a fee for use.

The river access fees should be repealed. The 2020 HB1604 was passed without considering the need, the effectiveness, the costs of administration or the negative economic and social costs. Those fees are like requiring bicycles to pay a fee to use Virginia highways. Madness. Please repeal these fees and restore common sense to river access in Virginia.

Opposed to this bill. Unregistered, nonpowered vessels do not “pay to play”, but received all the same benefits as those boaters who do “pay to play”. There is an enormous cost to search and rescue/marine law-enforcement when an unregistered vessel is found floating and un-occupied. In that there is no way to identify the owner of that non-powered vessel, search and rescue agencies are required to determine if a person might be in distress having fallen out of that particular vessel. These unnecessary searches cost the Commonwealth and other marine agencies millions of dollars every year. Having all boaters “pay to play” is a fair and equitable system. Another potential way to solve this problem is to have nonpowered vessels be registered as other states currently do. There could be a very minimal fee to register, but the boat owner would then get a serialized decal to apply in the boat that would allow for quick identification of the owner in the event of a lost or overturned incident.

In support of HB 463 to repeal boat landing usage fees. The boat landing fees will hurt river based tourism businesses that already pay Virginia Sales taxes. The fee would be difficult and extremely difficult to collect. The existing fee would also encourage boaters to use non DWR access ramps to avoid the fee causing them to get overloaded. It would also be very difficult for DWR staff to enforce. A better solution would be to remove this fee and change the budget language to allow VA DWR 100 percent of the motor boat tax, this should get the agency over $1,000,000 per year and is an existing tax already paid. Removal of this fee was the recommendation of the DWR stakeholder meetings held the summer / fall of 2021.

Dear Committee Members, I would like to request that the committee to reject HB463. The DWR needs additional funding to adequately maintain, improve, and expand access to the amazing public waterways in the Commonwealth and this bill is a step in the wrong direction. Currently, hunters and anglers' license dollars are the primary funding source for development and maintenance of the Commonwealth's boat landings. Those access points are available, accessible, and heavily used by many user groups. Users that do not purchase a hunting or fishing license essentially do not contribute to the development or upkeep of these resources. It's past time that all users contribute to the maintenance, improvement, and development these amenities.

Honorable Delegates, On behalf of the nearly 10,000 Soldiers and Airmen of the Virginia National Guard, I ask that you support House Bill No. 487. This bill removes the admittance fees at Virginia's state parks for currently serving members of the Virginia National Guard. While the state parks program is a self-funded entity, I believe it speaks volumes that Virginia could offer this benefit to the brave women and men who serve both their community and their nation. As you are aware, Pennsylvania, Ohio, West Virginia, Kentucky and Tennessee do not have entrance fees at their state parks. New Jersey and Texas offer free admission to all members of the military, including retired. Delaware offers a 50% discount on their annual fees and Georgia offers a 25% discount. Our Soldiers can be deployed to locations in the United States and enjoy the outdoors, hike, bike and camp free of charge, but when they return home, they have to pay for the privilege to visit the homeland that they volunteered to defend. This discount is estimated to cost the Commonwealth $273,615 dollars. We believe that the majority of this cost would be offset by the increased rental of cabins, campsites and equipment at the state parks. If we have learned nothing else from this pandemic, we must agree that we need to teach our children to be better problem-solvers than we have been. Our kids have been living in one of the most frightening times in our history. We need to empower them by first teaching them that they have a more powerful tool than any scary thing they encounter - their brain. Knowledge gives them the power to navigate in a world we share with other living things. Ticks are predators and are dangerous. Providing age-appropriate information about ticks empowers them to replace fear with such tools as prevention strategies and protocols for mitigating a potential disease-transmission bite. But I would like to suggest a broader approach to designing educational materials that connects our kids to the world as problems-solvers. There are kids out there right now who will be tomorrow’s entomologist, epidemiologist or doctor. We need to think of each child as a potential professional or “problem-solver” in one of these fields. Including information about these related fields of study/professions can provide a bridge connecting interest and learning to career paths. One young man who, as a child loved snakes, went on to study herpetology and ecology, and is now participating in designing and building a floating ecosystem for an endangered turtle in Australia. This ecosystem not only provides a safe and sustainable environment for the turtles. It provides mechanisms to improve balance of the underwater ecosystem as well. A childhood interest that he was encouraged to explore led him to a career path that has made him a “problem-solver”. Empowering children through education is one of our most important responsibilities. Parents, teachers, and yes, governmental agencies share this responsibility.

Dear Committee Members, My name is Chris Roe and I am an elementary special education public school teacher who grew up in the area. I contracted Lyme Disease as a child, and the effects were devastating. I had lost the ability to read, write, count change, and even walk short distances as I became a student with a disability. It was also an immense financial strain on my family. 30 percent of annual reported cases are children like me. These children often grow up with immense struggles. Fortunately, as I have made strides in my recovery, I am now a teacher who gives back to the community and works with students like me. Unfortunately, our school and public systems do not have adequate education, awareness, and prevention initiatives for Lyme Disease. Public health is only as valuable as the belief that people have in it, and I know firsthand that education is the most valuable tool that we have to strengthen public health, increase outcomes, and empower people to live a proactive life. The outdoors and our parks are incredibly important for children and their families to explore, play, and learn. But they should never be a danger. Unfortunately, too many families are at wits end with Lyme Disease, financially ravaged, and children are struggling in school due to a tick bite. I was that student. This bill, particularly its education component, will have long-lasting, profound, and necessary outcomes that will help to prevent Lyme Disease and strengthen our public health systems. I support HB850. More than 355 million people have been diagnosed with COVID-19 worldwide and about 40% will experience post-COVID symptoms -- commonly known as "long haul COVID" according to an October 2021 study by the University of Michigan. These COVID survivors will need ongoing care for a variety of psychological and physical symptoms. According to the CDC these symptoms can include joint pain, sleep problems, depression, fatigue, cognitive dysfunction, stomach issues, shortness of breath, headaches, fevers, rashes, and heart palpitations just to name a few. Lyme disease and tick-borne illnesses share all these symptoms. It is not uncommon for a Lyme patient to be treated and yet continue to experience significant, chronic symptoms. These same patients often face little or no support from physicians who are frankly puzzled by these chronic symptoms. Education is the answer. This bill advances our cause because it helps educate the public both about the dangers of ticks but also the chronic health consequences that can occur when bitten. These days everybody knows somebody who is suffering from Long Haul COVID. The same goes for chronic Lyme disease. My name is Chris Roe and I am an elementary special education public school teacher who grew up in the area. I contracted Lyme Disease as a child, and the effects were devastating. I had lost the ability to read, write, count change, and even walk short distances as I became a student with a disability. It was also a financial strain on my family. I am now a teacher who gives back to the community. Despite overcoming many hardships, I am incredibly disappointed that our systems do not have adequate education, awareness, and prevention initiatives for Lyme Disease. Public health is only as valuable as the belief that people have in it, and I know firsthand that education is the most valuable tool that we have to strengthen public health, increase outcomes, and empower people to live a proactive life. Too many families are at wits end with Lyme Disease, financially ravaged, and children are struggling in school due to a tick bite. I was that student. This bill, particularly its education component, will have long-lasting, profound, and necessary outcomes that will help to prevent Lyme Disease and strengthen our public health systems. My name is Janet Jensen. I am a research scientist with education and work experience in the physical and life sciences. I support HB850 because our personal ignorance of Lyme disease and co-infections resulted in our daughter spending years in debilitating neurological pain and dysfunction. Our personal experience was that the standard testing missed the disease. The NAS IOM Committee on Lyme and Tickborne diseases came to the conclusion that testing in the U.S. was not accurate for Lyme disease and better testing was needed. Testing alone, at this time, is not sufficient for clinical diagnosis. Education, awareness, and prevention are necessary to avoid debilitating disease. Parents and children need to know about the disease so they know what to watch for and how to protect themselves. “If only we knew back then, what we know now…”

Few things are crueler than animals being killed for prizes and bragging rights. Wildlife killing contests are barbaric events in which participants compete to kill the most, the largest or even the smallest foxes, coyotes and bobcats they can for cash and prizes. Wildlife killing contests are a widespread problem in Virginia—over 60 have been held in the Commonwealth since 2015. These competitions serve no legitimate wildlife management purpose. To achieve high kill numbers, competitors gain an unfair advantage over the animal with the use of night vision, high-powered guns and electronic calling devices that mimic the sounds of coyote and fox young in distress.
