SB80 - Election officials, state and local; acceptance of certain gifts and funding prohibited, etc.
SB 370 The League of Women Voters of Virginia supports SB 370, which provides in detail for the routine conduct of risk-limiting audits in Virginia’s elections. Risk-limiting audits are the gold standard of post-election audits. Audits of voter-verified paper ballots that are randomly selected would be conducted by local elections officials under the supervision of the Department of Elections and observable by the public. Risk-limiting audits are a sophisticated, statistically accurate means of confirming correct election outcomes within a reasonable timeframe and cost. The Commonwealth and localities have already successfully conducted a series of pilot audits, the statewide audit of the presidential and vice-presidential races in 2020, and recently two House of Delegates races. League members observed or participated in many of these audits. The process works well. Now it is time to complete these audits before elections are certified. This committee has already reported HB 895, which is identical to SB 370. We urge you to support this bill. SB 80 The League of Women Voters supports the intent of SB 80 but would like to call the Committee’s attention to a significant caveat. We requested—and received—assurances during House floor consideration of the similar bill HB 205, that the bill is not intended to limit in any way the independent voter education and outreach efforts and, in particular, the third-party voter registration drives that the League has conducted for decades. As you know, the League is an all-volunteer, nonpartisan, nonprofit organization.
