We are opposed to this measure purely because there is no dedicated backfill for transportation funding that will be cut due to this measure.
Good Afternoon, My name is Kylie Rapp and I am from Alexandria, Virginia. As a constituent, I care deeply about SB 451. This bill will provide a sales and use tax exemption for food purchased for human consumption, as well as essential personal hygiene products including menstrual hygiene products for women and diapers for all ages. SB 451 will have a significant positive impact for low-income families and women by making these essential products more accessible. I have witnessed the impact that increased access to these essential products has had on my community, especially access to menstrual products as it helps young women like me continue to pursue their education without having to sacrifice other necessities in order to be able to afford them. It is so important to make these essential products more accessible as it will improve the health and conditions of impoverished families, as well as providing vital hygiene products for low-income women.
