HB910 On May 23, 2023, Dominion Energy Virginia submitted an Integrated Resource Plan setting out projections for future energy system investments to meet energy demand through 2038. The IRP, based on assumptions of data center growth from PJM and Dominion experts, suggest that demand from data centers will require a massive increase in the energy system. Importantly, the IRP estimated that the increased investment in generation, transmission, and other infrastructure would result in costs of up to $136 billion. According to Dominion, the average ratepayer bill would increase more than 100% to cover these costs. The General Assembly should be concerned that there is no public information to verify energy use or project future energy demand from data centers, even though the impact on the average rate payers over the next 25 years would be more than double. At my home, my average monthly bill is $200. If that were to double to $400 to subsidize data center demand, that would amount to a $2400 annual subsidy over 25 years. more than $40,000 in subsidies to the richest companies in the world. Imagine that every ratepayer provides a similar subsidy. Currently, there is no system for reporting or projecting data center energy use in Virginia. In fact, there is very little transparency around the power usage of this industry although Dominion and PJM (our regional transmission operator) have made it clear that data centers are a significant driver in forecasts showing sky-rocketing power demand. Tracking and publishing this information publicly is fundamental to getting a handle on this issue. It is critical to track power usage and start statewide planning because the cost of transmission and generation infrastructure that will be needed may fall on non-data center ratepayers if changes are not make to the rate structure. Virginian’s need this transparency to ensure we are not blindly subsidizing the infrastructure needs of the largest companies in the world or forfeiting the states climate initiatives.
