The Northern Virginia Veterans Association (NOVA Veterans) supports House Bill 432 - Help Bring A Veterans Care Center to Northern Virginia. Transportation to the two existing facilities is difficult to arrange and requires a long commute from the eastern corridor of Northern Virginia. NOVA Veterans prepared a white paper on transportation and a needs analysis. Transportation services for veterans to their medical appointments is difficult to arrange for numerous reasons, including transportation organizations’ prohibitively high costs, not accepting insurance, not serving veterans of all ages and not serving those with disabilities. FACTORS THAT PREVENT RELIABLE SAFE TRANSPORTATION • High cost of transportation or insurance not accepted • Complicated application process • No immediate services / weekend service • Age restrictions 50 to 65 years of age and older • Limited geographic region, limited hours, limited duration • Limited number of trips in a time period • Only drop offs at transportation stations/stops • Serving only ambulatory veterans • Drivers not allowed on military installations • Lyft/Uber not experienced with veteran-specific needs For as long as transportation services remain inaccessible to Virginia’s most vulnerable veterans, their overall health, well-being, and continuity of care may continue to decline. The 2017 US Census reports out of 199,049 veterans living in our 10-county service area, 62,471 of these veterans are categorized to be within our vulnerable veteran population with 4,688 (2.4%) in poverty, 31,431 (15.8%) disabled, and 26,352 (13.2%) age 75+. These are the veterans who urgently need our support and services. It is not uncommon for older veterans to experience barriers to access care: Transportation Case Story – Marine Corps Veteran, Prince William County Veteran did not qualify for VA hospital transportation because he lived too close to the facility. For checkups, bloodwork or x-ray he could drive himself to the metro station and catch a shuttle to the VA hospital. Procedures using anesthesia and chemotherapy required a person to stay with him and drive him home. As he became sicker, he could not drive himself. He skipped his medicine to be able to drive to the VA hospital. It caused pain and made it difficult to drive. This was an awful choice for Robert to have to make. After an in-patient surgical procedure and chemotherapy, he was discharged from the VA hospital on a Saturday. The VA shuttles did not run on the weekend, so he walked several blocks to a bus to take him to the metro station. Each step was painful and agonizing. NOVA Veterans supports House Bill 432 - Help Bring A Veterans Care Center to Northern Virginia. Let us come together as a community and create a Veterans Care Center on the eastern side of the Northern Virginia corridor that we are proud of, to provide service to those veterans who most desperately need it.

Yet, there are many veterans who are unable to work, or are unable to receive the level of care necessary for them to maintain daily functions. For us, we are limited to Department of Veterans Affairs medical care at either the Washington DC VA Medical Center or the Hunter Holmes McGuire VA Medical Center in Richmond. Time and distance become factors. Your support of this study will indicate to veterans the Commonwealth’s support of their health care needs and the sacrifices they made. It will also demonstrate your acknowledgement of the promise this country made to veterans to take care of them. Establishing a State Veterans Nursing Home is a badly needed addition to care for our Nation’s Veterans. I have personally operated (as a Contractor) 7 State Veterans Nursing Homes. Three each in Alabama and Mississippi and one in South Carolina. The three in Alabama and Mississippi were fraught with financial problems that caused significant issues for the veteran patients. Only South Carolina provided adequate funding and State assistance that ensured the highest level of care to the veterans. I’m a Marine Veterans with multiple tours in Viet Nam. I was a Major when I ended my service in the Corps in 1981. I didn’t retire from the Marines, and until last year other than VA Home Loans, I have never taken advantage of any of the Veterans benefits. Last year I finally obtained my VA Card and went to see my first military doctor since 1981. Part of the reason I had not used my benefits was that they are not conveniently located. My current prescription glasses are almost a year overdue for replacement simply because instead of going to Ft. Belvoir, where my military primary care doctor is located, I would have to go to DC or Richmond to see an eye doctor. Particularly with COVID, I didn’t want to travel that far. I talked to a friend whose brother is in the Richmond center, except for two things, he only has good words for the facility. The two exceptions were that it is costly and too far away. I highly recommend that consideration be given to a location in the southeastern part of Northern VA. This would benefit many lower-income veterans than a more affluent northern and western NOVA facility. It would reduce travel time for family members and perhaps be serviced by public transportation. I also believe that there are more potential volunteers in the southeast part of NOVA since many former enlisted families live in the less expensive counties but close to Quantico and Ft Belvoir to take advantage of their on-base benefits

With the aging population of our veterans in the the Northern Virginia region, the care center will benefit veterans and make it easier for their families to due to cost and location. Long-term care is always difficult for the veterans and their families and current locations of care centers include significant distance and traffic (which is added cost for the veterans' families). Veterans have sacrificed time away from their families while serving in the military. Spending time away from their families while in long-term care because of an absence of a care center in the Northern Virginia area would be devastating to both the veteran and family member. My brother is 71 years old honorably discharged veteran and a resident in the Sitter and Barfoot Veterans Care Facility in Richmond Virginia. He has dementia and Parkinson's disease. Before obtaining residency at this facility, I was my brother's sole means of care. I could not leave him at home alone. Additionally, he would walk away from home and become lost. The Prince William Police would locate him and call me. I have spent tons of hours searching for him. We have a 76-year-old sister with diabetes. Her condition requires her to reside with one of her daughters. Thus, she could not help me. Before obtaining residency at the present care facility, I had to take my brother with me everywhere I went. I contacted every facility in the local commuting community seeking help. The bottom line was always the cost and the demand that I sign and be responsible for paying for his care. I could not afford the cost-plus I have a responsibility to my children, grand and great-grandchildren. One of the county social services employees recommended the Sitter and Barfoot facility to me. This Facility offers excellent medical support, good food, and service. The building facility is also excellent. The only negative issue is the one-hundred-plus miles distance I have to travel to visit him. There is a large population of veterans in this area. A facility located in this area would serve the large Northern Virginia Community well.

Good day Virginia Delegates and Delegate Sewell, Thank you for allowing me to provide my personal perspective on HB 432.  My husband is a recently retired Marine Corps Veteran.  Many of my dear friends living in Northern Virginia also are recently retired or are retiring in the coming years.  While the tender age of 43 seems young to consider long-term care facilities, it is not something that I consider a too distant future.   An option for a Veteran care facility ensures that the service member receives the high-quality care that the VA has identified post service.  Additionally, a Veteran who sustained injury during active duty and is 100% disabled, in my husband's case and in the case of several of our friends who served during 2001-2021 in Iraq and Afghanistan, long-term care is an inevitability.   I am a speech pathologist and have seen the care that is provided in Skilled Nursing Facilities. As a therapy provider, I uniquely understand the variety of care a person requires as they age. Considerations such as daily hygiene, medicine support, swallowing/feeding, communication support, safe exercise and recreation, quality of life support, memory and Alzheimer's care can be uniquely supported in a Veteran Care facility.  The Veteran Care Center would be in an excellent location in Eastern Prince William County.  Virginia already provides excellent Veteran benefits to service members and their dependents. There will not be a shortage of Veterans residing in Northern Virginia to fill the beds.  The location would allow for continuity of care for some residents at the military treatment facilities in the area. It would also allow for ease in transportation for Veteran spouses to visit their Veteran with more consistency than traveling for hours or relocating to be near their spouse.  We chose to retire in Virginia because the benefits our family would receive based on my husband's 21-year career in the infantry would support our family well past retirement. We joke from time to time that we need to start finding a long-term care facility that will take us both, and we will need to find a Veteran friendly facility because I am certain I'll be tired of hearing the same war stories when we are in our 90s.  I joke and tell my husband that in a care facility that supports service members, I'd be free to run off with my Golden Girls to the National Mall or the local mall while he and the other Marines talk of the good old days.  I imagine in a Veteran Care facility, there would be plenty of laughter and camaraderie like no other long-term care facility. I urge you to support Delegate Sewell in her efforts to develop a Veteran's Care Center in our county.  Please support HB 432 and consider that by the time the facility is approved and built, my husband will still not likely need the facility at his bicentennial birthday, but it may be a wonderful place for us to visit some of his Marines and commanders benefitting from our advocacy.  Semper Fidelis and many thanks for your devotion to the citizens of Virginia.
