This bill would curb automatic, AI-driven claim reductions by requiring clinical oversight and transparency in decisions that lower payment for medical services, a practice known as "downcoding." Insurers are notorious for downcoding claims in the name of “coding accuracy,” even for patients with highly complex conditions, forcing physicians to spend hours appealing downcoding decisions rather than spending time with patients. Making matters worse, some insurers do not even inform providers that their services have been downcoded - surprising providers with reduced reimbursements. What are computers and administrators doing making medical decisions? These decisions should be made by medical professionals. Ensuring that downcoding decisions are reviewed by a highly trained physician is a good step towards a more ethical healthcare system - but it remains a bare minimum. We need a single-payer system that eliminates the health insurance industry from coverage processes and decisions entirely.

I support this bill and urge the committee to do so as well. Medical downcoding is a disingenuous practice by insurers that is harming doctors and patients. HB484 will help protect patients and reduce extra administrative fighting from medical providers.
