Public Comments for: SB982 - Casino gaming; eligible host localities.
I am AGAINST a casino being built in Tysons Corner, Virginia. I do not want a casino in our area. Casinos and gambling only bring crime and addiction with them. Vote NO on this bill.
Please oppose the casino in the Tysons area. We do not need a casino in this area. Or really any part of VA. Casino gambling preys on our citizens. It exploits them with false promises of instant wealth playing games that are rigged against them. Gambling can be legal, maybe it should be legal. But that doesn’t mean we have to actively support it.
I am against a casino being built in the Tyson’s Corner area of Fairfax County. This is a very congested area that cannot absorb additional traffic. Proponents of a casino are saying that a casino will bring in revenue that will be used to aid education. A casino will bring in crime and congestion. No to a casino in Tysons area!!!!
Currently, Tyson's Corner has too much traffic including being a major thruway for daily work commutes and the area cannot accommodate a large gaming facility which will bring in gamblers 24 hours a day. The traffic is already a big problem and this will amplify the congestion for businesses and residents. Further, the facility will use a lot of energy and other resources that the county taxpayers will be responsible for. Last, it is simply an in appropriate location too close and disruptive to schools, churches and residential neighborhoods. I am a voter and I vote "no" to the proposed Tyson's casino.
Vote No to Oppose SB982.
I urge all lawmakers to oppose SB982. It’s nonsensical to establish a casino in Tysons, which is already a vibrant community. Why are some lawmakers who do not reside in the community forcing Fairfax County residents to live near a casino, which will increase traffic and worsen noise and air pollution? We do not want to raise our children near a casino. Lawmakers who argue that casinos will bring more money to the State need to think harder and find better ways to increase funds for VA. Forcing constituents to live next to a casino is not the answer.
I live in the Amberwood sub development off gosnell. A casino would bring a level of traffic that this area is not capable of handling. Route 7 is already a parking lot most days with no foreseeable plans to address. The taxes were raised due to our access to the metro supposedly increasing our property values. Bringing additional traffic, additional homelessness and tourists will not increase our safety, security or property values. No casino…..
I am a resident in the area and am strongly opposed to plans for a new casino in the Tysons area for following reasons: 1. Studies have shown that using casinos as a growth strategy for cities has been mixed. Tysons is already a highly commercialized area with businesses, so would not see the same benefits as less developed/less commercialized areas in (as might be used for proponents for comparison -- not apples to apples comparison). Studies have also shown that casinos are "insular entities that do not impact much outside of its own footprint," negating growth of neighboring businesses, etc. 2. Congestion is already an issue at Tysons. This will create more strain on the roads in the area and negatively impact residents and businesses alike. The state/city has already made investments for other commercial investments, so why put those at risk in favor of a casino project that will generate negative externalities to the surrounding communities 3. Studies have also shown casinos negatively impact the housing values of nearby communities. In one study, almost 8% reduction over 5 years. This will not only impact homeowners but also tax revenue for the State as a result. This will counteract any gains from what proponents are saying about economic benefits from casino build. Please vote no!!!
Vote No to Oppose SB982. I do NOT want a casino in Tysons.
As a Tysons resident, I oppose a Fairfax County casino in Tysons. Our county already has a strong, diversified economy and job market. The idea that a casino is needed to make it even stronger is simply false and instead, it would actually bring many negative repercussions. Major risks that I see of a Tyson’s casino are: - Worsening traffic problems - Increase of drug and alcohol use which would result in a higher risk of DUIs and other non-safe behavior, putting pedestrians and drivers at risk - Increase of crime rates How is it that this bill is continuing to be proposed when Fairfax and Tysons residents in particular do not want it? There are other ways to bring in more economic development and I expect more creativity and collaboration with constituents from those voted into office.
Hello, as a home owner in the Tysons area, we oppose the building of a casino in Tysons. Casino's have statistically been proven to increase crime rate, drug use, and brings the value of our housing and the values of the community significantly down. There are schools in the area as well and may expose children to and promote the dangers of gambling at an early age. We want to continue upholding the great values of our community. We will continue to oppose and vote against any leaders/officials who support this casino.
I am writing to express my strong opposition to building a casino in Tysons Corner, Fairfax County, Virginia. I am a Tysons Corner resident, and the proposed casino is less than a mile from our home. While proponents may highlight the economic benefits, it is crucial to consider the long-term and potentially devastating consequences this project could have on our community. This development poses significant risks to public safety, local infrastructure, and the well-being of residents. Here are my primary concerns: 1. Increased Crime Rates: The introduction of a casino is likely to exacerbate crime in our community. Casinos, by nature, attract large crowds, including individuals who may engage in illegal activities such as gambling addiction, theft, money laundering, and even organized crime. The experience of other cities with casinos shows an increase in crime, particularly violent crime and property crime, in the surrounding areas. The police force would be stretched thin, requiring more resources to manage the increase in criminal activity, diverting attention from other essential needs in our community. 2. Traffic Congestion and Safety Hazards: Our current infrastructure is not equipped to handle the increase in traffic that a casino would generate. The area surrounding the proposed site is already prone to traffic congestion during peak hours, and a casino will only exacerbate these conditions. Increased traffic will lead to longer commute times, more accidents, and greater air pollution. The safety of pedestrians, especially vulnerable groups like children, seniors, and those with disabilities, will be compromised. Additionally, the strain on public transportation will make it harder for residents to move around freely, impacting those who rely on it. 3. Harm to the Community's Social Fabric: Our urban area is defined by a rich community spirit, a sense of safety, and a commitment to local development and sustainability. The establishment of a casino could alter the character of our neighborhood, transforming it into an area more focused on profit than the well-being of its residents. It could also contribute to the further marginalization of already vulnerable groups, such as lower-income families, whose financial resources may be siphoned away by the temptations of gambling. Rather than investing in a casino that may promise temporary economic growth, we should focus on projects that promote education, job training, affordable housing, and community wellness. We need development that builds up the entire neighborhood, not one that thrives off exploitation and potentially destructive behavior. 4. Long-Term Economic Risks: While casinos may initially bring in revenue, studies show that the economic benefits are often overstated. The revenue generated frequently comes at the expense of local businesses, which may lose customers to the casino's offerings. Small businesses in our area could suffer, leading to more vacancies, higher unemployment, and a loss of community-driven commercial activity. A casino may seem appealing to some in terms of its potential economic returns, but the costs far outweigh any benefits. Increased crime, traffic, and harm to the community's social fabric are serious concerns that cannot be ignored. I strongly urge the Virginia House Subcommittee members to reject this proposal (SB982) and focus instead on projects that foster a safe, vibrant, and healthy community for all residents.
Vote No to Oppose SB982.
Please Vote No to Oppose SB982.
Please Vote No to Oppose SB982.
Please vote not on this bill. Tysons is already dealing with congestion and increasing homelessness. This would not add value to the area.
I don't want a casino anywhere in Northern VA, and I will vote along those lines for members of the legislature.
I deeply oppose a casino at Tysons Corner. It will damage the character of that area, bring crime and facilitate gambling addiction which is a very real scourge.
Greetings, As a resident of Fairfax County, I would like to register my opposition to any kind of casino or gambling establishment within Fairfax County. Thank you. Ms. Stanley
I am a Tysons resident who is strongly opposed to building a casino in Tysons Corner/Fairfax, VA. The proposed Tysons casino would be less than a mile from my home and place of work. It would directly impact the safety of my daily walking commute, undermine my young child's safety in the community, and decrease our property value. We are taxpayers and homeowners in Tysons, but a casino in Tysons would strongly incentivize my family to move out of the community. Casinos increase crime and traffic. They undermine the safety and prosperity of local communities. The local community does not support this bill, and neither do our legislators. Please oppose and kill this bill entirely.
I am writing to express my strong opposition to the approval of a casino in our community. While some may argue that it brings economic benefits, the long-term social and financial costs far outweigh potential gains. Casinos often contribute to increased gambling addiction, financial hardship, and crime rates, putting undue strain on families and local resources. Studies have shown that vulnerable populations, including low-income individuals and seniors, are disproportionately affected by the presence of gambling establishments. The promise of economic growth is often overstated. Many local businesses suffer as disposable income is funneled into the casino rather than supporting small enterprises and community-driven development. The jobs created are frequently low-wage and unstable, providing little long-term security for workers. Instead of investing in a casino, we should focus on sustainable economic initiatives that uplift our community without the harmful consequences associated with gambling. I urge you to reject this proposal and prioritize the well-being of our residents. Thank you for your time and consideration.
Absolutely opposed to the building of a casino in the Tysons area. What a ridiculous idea. That area does not need any more traffic or buildings. Please vote NO.
I am opposed to casino gambling in Fairfax County.
Kill this bill!! Why isn't ANYONE listening to people living here? Nobody wants this!!!!!!!
I am overwhelming opposed to the casino. There are too many traffic jams alrready. Why are we dependent on a casino to support the budget.
Casino gaming does not belong in Tysons. It is a detractor from our community, a distraction for our local schools, and an attraction for crime. Families don’t deserve precious space being consumed by a casino - they deserve services and spaces that contribute to well being. Casinos are accessible at reasonable distances in all directions - Tyson’s has no need to be a part of casino sprawl.
I am writing in opposition to the Casino proposed for Northern Virginia. We do not need more places that erode individuals quality of life. Too many times this results in addictive behavior and consequential tragedies! Vote no to this bill.
I am dismayed that the Tysons casino is even being considered. Nobody here wants this. It would completely ruin the character, value, personality, and values of our neighborhood. Please do not allow this to happen. Nobody wants this. It is such an obvious ploy on the part of a developer and certain greedy politicians who are doing this for money. I am truly disgusted it has even gotten this far when the community has been adamant that we do not want it. Politicians who do not live here or represent our interests but have financial ties to the developer cannot be allowed to foist this unwanted casino upon us.
The proposal to establish a casino within walking distance of Westbriar Elementary School in Tysons raises significant concerns regarding the safety and well-being of our children and community. Casinos are often associated with a range of adverse social issues, including financial hardship, increased crime rates, substance abuse, and other activities that could jeopardize the safety of our neighborhoods. Financial Hardship and Gambling Addiction Gambling addiction is a serious public health concern. Approximately 1% of Americans are affected by gambling disorder, which can lead to drained finances, ruined personal and professional relationships, and harm to mental health. Even low levels of gambling have been linked to financial hardship; individuals who bet around 3.6% of their monthly outgoings are a third more likely to miss mortgage payments. This financial strain can lead to desperate behaviors, potentially increasing the risk of theft and other crimes in nearby areas. Crime Rates and Public Safety The presence of casinos has been associated with increases in certain types of crime. Studies have found that areas surrounding casinos may experience higher rates of theft, drug use, and prostitution. These activities pose direct threats to community safety and could endanger children attending nearby schools. Substance Abuse and Prostitution Casinos can become hotspots for illicit activities such as drug use and prostitution. Research indicates that young adults who engage in gambling are more likely to participate in risky behaviors, including binge drinking, drug use, and paying for sex. The proximity of a casino to an elementary school increases the likelihood of exposing children to these dangers. Mental Health and Community Well-being The World Health Organization warns that gambling can threaten health, leading to increased incidence of mental illness and suicide. It can drive poverty by diverting household spending from essential goods and services. The introduction of a casino near a school could contribute to these negative outcomes, affecting not only individuals but the broader community. In conclusion, placing a casino in close proximity to Westbriar Elementary School poses significant risks to our children and community. The potential for increased crime, exposure to illicit activities, financial hardship, and mental health issues cannot be ignored. We must prioritize the safety and well-being of our children by keeping casinos away from schools and residential neighborhoods.
Like many Fairfax County residents, I am adamantly opposed to SB982. This is not something residents have asked for, and the Board of Supervisors has been abundantly clear in their opposition to having a casino in Fairfax County.
I am writing to express my strong opposition to bringing a casino to Tysons. A plan such as the one introduced would wreak havoc on the area (do you REALLY believe people are going to take the metro to a casino???), pull people and traffic to the area late at night, and this is very close to homes and school age children. Yes, lots of people DO live nearby; not just businesses. You can make your statistics say whatever you'd like them to say, but no one in the McLean/Tysons/Vienna area wants this. No one. Please stop this bill. We don't want a casino and all that goes with it.
Please kill this bill. We DO NOT want a Casino in Fairfax County. There are A LOT of us opposing this bill and we’re sick of being ignored.
I live in Tysons Corner, very close to where the casino is supposed to be located and am strongly opposed to its construction being authorized. Its function--to encourage gambling--is intrinsically corrupting and certain to result in the economic destruction of many gambling addicts. The casino will also attract criminals and increase congestion in my already congested neighborhood.
I urge you to vote against SB982. I’ve lived in Fairfax County for 32 years between Falls Church and Tysons. The Falls Church/Tysons area already has a robust economy and is already heavily burdened with traffic. I agree with a previous commenter there is virtually no reason to put a casino in such a successful business center. The negative impacts of crime, drunk driving and impact on the family of gamblers will neatively impact the local area and county. In local meetings and in discussions with neighbors, I have not heard anyone who want this. Our local community organizaiton is also opposed. To my knowledge, all of my local state and federal representatives who represent our neighborhood area opposed as well. Clearly this is being forced on us by politicians that will benefit from the arrangements who are outside the impact zone. At a minimum, this should be fall referendum in the local impacted precincts (within 5-10 miles) before any action is taken.
No casino in Fairfax
This is a simple case of a developer buying/influencing our Legislature into a money-making scheme of the developer, Comstock. First of all, the proposed area already has traffic congestion not only on Route 7, but on the beltway. Its delusional that people will access the Casino via METRO. Plus the proposed tax revenue is FALSE. We need more affordable (starter homes) in the area - not a casino. If the State wants to generate revenue and help a community why not invest in a resort/casino is SW Virginia. You can access the population from North Carolina, Kentucky and West Virginia. Roanoke needs an infusion of good paying jobs. Who ever votes for this bill, we will not forget how you voted. At some point you will come up for re-election. Personally I have donated and canvassed for some of you. You can forget any future assistance.
Fairfax County has not requested a casino, and we do not want one! Tysons is quickly growing into an economic engine of its own and we do not need the distraction of gambling activities that all too often lead to organized crime and petty criminal activities. If the state of Virginia wants to raise money from gambling, there are plenty of other places in the state where casinos can be established where they would be welcomed enthusiastically. I urge the legislature to pass HB 2498, Delegate Krizek's bill to establish a gaming commission first, so that future casinos can be overseen effectively. Once such a gaming commission is established, the State of Virginia can then set up many more casinos in the future--outside Fairfax County--to make up for the revenue lost by not allowing the Fairfax casino to go forward. By passing SB982, Fairfax county will effectively be forced to hold the referendum, wasting taxpayer dollars to hold the election and generating likely millions of dollars in interest group spending, not to mention raising tensions and anger among Fairfax County residents. All this can be avoided if the Virginia legislature does the right thing and kills SB 982. Thank you very much.
Please don’t pass SB982. A casino along the Silver line in the Tyson corner are would be a burden on the infrastructure and the community. It would threaten economic stability and impact small businesses. This bill lacks the sponsorship of the General Assembly members who represent this area.. I am opposed to a casino along the silver line metro. Thank you. Anne Alston
The Senator that introduced the bill does NOT represent FFX CO! The Casino will bring crime and corruption to our neighborhoods.
I am writing to express my strong opposition to the proposed construction of a casino in McLean. While economic development is important, a casino would bring more harm than good to our community. Studies have shown that casinos contribute to increased problem gambling, financial hardship, crime, and social issues, outweighing any short-term economic benefits. Instead of investing in a project that could negatively impact local families and businesses, I urge you to explore sustainable and community-focused economic initiatives that promote long-term growth without the associated risks. Our community deserves responsible development that enhances, rather than endangers, our shared well-being. I strongly encourage you to VOTE NO on SB982 and prioritize the best interests of our residents and community.
No to SB982
SB 982 The residents of Fairfax County strongly disapprove of this Casino. Senator Surovell does not live in the affected area. The crime rate will go up, traffic will increase, and it will be a negative influence on businesses. Please do NOT approve
Please no! It will bring crime plus tons of traffic
My husband and I have lived in McLean for 47 years. We strongly oppose a casino in Tyson’s. A casino will detract from the family friendly atmosphere and will add to the congestion on the area.
The residents in my community, Lafayette Village Community Association, are opposed to SB982 and are opposed to having a referendum for a casino in Fairfax County. Annandale is approximately 25 minutes from the possible Tysons site and Annandale has a significant percentage of "blue collar" workers, however, residents in my community are still opposed to SB982 for numerous economic and social reasons. Senator Surovell has stated that it is Democratic to let the people decide, however, we think that it sets a bad precedent for a state senator, who does not represent an area, to propose a casino (or any other land use development) which the residents in that area have not requested. This goes against the basic ideals of Democracy.
Dear Delegates, Please oppose SB 982. Construction of a casino in Tysons would be a disaster. SB 982 fails on procedural grounds. Unlike other casino locations in the state, Tysons is not an economically distressed area. No local authorities have asked to hold a referendum on a casino construction. Like lotteries, casinos are a lousy way to raise revenue. They are regressive. They raise revenue on the backs of low-income residents. Fairfax county is already struggling with opioid addiction. We don't need to introduce gambling addiction. Tysons is not struggling. We don't need the low-wage jobs a casino would generate. Tysons is doing fine generating middle and high-wage jobs. We have a comprehensive plan for Tysons. No where is a casino mentioned in the plan. Have you been to Northern Virginia lately? Experienced the traffic? A casino would not help the situation. On numerous grounds, vote against SB 982. We don't want a casino in Fairfax county. Thanks for your public service. I support all the arguments in this statement. In addition, the economics of Casinos and gambling is not a profitable situation for any state when the additional expenses of law enforcement, infrastructure and the court and penial systems. The casino in Tyson's or any other place in Virginia is not supported!! Please vote NO to any casino legislation.
I urge you to vote against SB982. I’ve lived in Fairfax County for 27 years – 20 in the Mount Vernon, and 7 in the Dranesville. It is a wonderful county – diverse and prospering, offering an amazing mix of top-notch education, cultural, artistic, entertainment opportunities for its residents and visitors as like. Tysons Corner is a thriving business and residential hub -- and effective planning efforts continue to make it an increasingly desirable place to live, work, dine, and shop. There is virtually no precedent for putting a casino in such a successful business center -- as the Legislature has determined in the past, casinos are much more appropriately targeted to areas that struggle economically. As demonstrated by recent polling, such as the recent PPP poll showing only 19% support for a casino across the county, Fairfax County residents from all across our county do not want a casino.
I hate for people to voice an opinion for me instead you feel that it’s your right to speak out and say what ever you think I would say. WRONG. I WOULD LOVE FOR THE CASINO TO COME TO MY NEIGHBORHOOD. IT CAN HELP WITH DONATIONS TO THE SCHOOL SO THAT THE SCHOOLS AN PROVIDE FOR THE STUDENTS ONCE AGAIN. MAYBE PAY FOR SOME LUNCHES THAT SOME PARENTS CANNOT AFFORD. I VOTE YES TO THE CASINO.
I strongly oppose the idea of a casino in the Tyson’s area. We have plenty of growth in the area and do not need the additional congestion and crime attendant with a casino. The state should look for depressed regions that could benefit from the types of development that accompany a casino and not an already thriving, congested area.
I strongly object to the development of a Casino at Tyson's because it would encourage people to gamble, lose money and bring crime and traffic to an already congested area.
Tysons is already a traffic nightmare, we do not want a casino built that will bring more cars, crime and morally corrupt people to our area. Find somewhere else to build it.
We live in the Westhampton Precinct off Idylwood Road between Route 7 and Great Falls Street. We are flabbergasted that anyone would propose to put a casino in the Tysons area. While proponents argue that casinos create jobs for local residents, these jobs are often low-paying with limited opportunities for advancement compared to other industries like technology or healthcare which could be better suited for Northern Virginia's workforce. We feel that in addition to a negative economic impact that the casino will have well documented negative traffic and social impacts. We feel that this is being foisted upon us by representatives outside our area who are paying more attention to the developers than to other Virginia citizens. Our area as a strong Planning and Zoning culture and we feel that our work and input has been over-ridden by legislators from outside our area. We strongly urge that the casino be prohibited from the Tysons area.
As a psychiatrist who lives and practices in the area, I am appalled that our law makers are willing to trade money for the obvious negative effect that having a casino in the area will have on people living near by- including increasing gambling addiction, financial difficulties, relationship problems, job loss, depression, and suicide, to name a few. No amount of money can justify this!
Vote No to Oppose SB982. It is not the economic development needed for Tysons, Fairfax, Falls Church, Arlington, Alexandria, or the surrounding area.
My husband and I are vehemently opposed to this Tyson’s Casino Bill. We think this is a completely dangerous and terrible idea to put a Casino right in the middle of Tyson’s corner—a mostly residential area with many schools, small business and larger corporations are a fabric of the community: No one wants a casino here. We pay a huge amount of taxes in Fairfax county and our voices should count. It not up to the legislature to decide what is appropriate for the area in which “We the People” live, work and pay taxes in. Nobody wants a casino here—it is just a terrible idea and will bring Crime, Terrible traffic congestion to an area that already has a lot of traffic, its is bad for the residents and will bring our property values down,. We have huge concern for our safety as residents because this will bring unwanted element of crime , danger, drugs, addition , gambling—none of this is good for our community where many young families reside with young children and teenagers. I do not know what this body of legislature is thinking by proposing such a horrible idea as to put a casino right in the middle of Tyson’s corner in Fairfax county which is one of the highest tax brackets already: we do not want or need this in our neighborhoods. This bill must be defeated at all costs. It cannot pass and should not pass. We will fight this Bill and will not allow a Casino to be built in our community. We will make sure that any legislator that supports this Bill is voted out. Tyson’s casino bill needs to be defeated and no one is supportive of this bill. Find another solution to your revenue deficits—it will not be solved by you subverting the people’s will by putting a dangerous and destructive ida of building a casino in our area.
I would like to register my opposition to the proposal to build a casino in Tysons, Reston, or anywhere else in Fairfax County.
Subject: Opposing the Casino Proposal for Tysons: Protecting Our Community I am writing to express my concerns regarding the proposal to build a casino in Tysons. I firmly believe that introducing a casino to our community would be detrimental to both its character and well-being. Tysons has long been known for its bustling commercial centers, thriving businesses, and vibrant neighborhoods. It is a hub of innovation and growth, attracting families, professionals, and entrepreneurs alike. Introducing a casino into this mix could fundamentally alter the fabric of our community, steering it away from the values we cherish. Firstly, casinos are often linked to an increase in crime rates, problem gambling, and other social issues. The presence of a casino can lead to higher rates of addiction, financial hardship, and even mental health challenges for our residents. Tysons should be a place where families can feel safe and secure, and where businesses can thrive without the shadow of such challenges. Moreover, the economic benefits touted by casino proponents often do not materialize in the way communities hope. The jobs created are frequently low-wage and do not offer the same level of stability or growth potential as other industries that could be attracted to Tysons. Instead of a casino, we should focus on sustainable development that fosters innovation and long-term prosperity. In addition, the aesthetic and cultural impact of a casino could detract from the identity that Tysons has worked so hard to cultivate. Our community is one that values diversity, creativity, and forward-thinking development. A casino does not align with these values and could ultimately drive away the very people and businesses that make Tysons unique. In conclusion, while the idea of a casino might seem appealing to some, it is crucial to consider the long-term implications for our community. I urge you to join me in opposing this proposal and instead advocate for development that truly enhances the quality of life in Tysons. Thank you for considering my perspective on this important issue. Sincerely, Christine Genter
Commenting on SB982: Please!!!! We do not need a casino in Fairfax County. The false lure of increased tax revenues and a boost to businesses is a fools errand. It doesn't work and Fairfax is not designed to be a gambling amusement park. Leave the casinos in PG County, West Virginia and NJ. Don't bring them here.
My husband and I chose the Rotonda as our forever retirement home ... for many reasons. We applaud the growth and development around us which will allow us to live an active life. We do support the development of the entertainment district but we do NOT support the inclusion of a casino in that plan. We believe it will turn our neighborhood into Atlantic City with traffic, noise, and flashing neon signs 24/7. To be clear, we are OPPOSED to the casino.
For all those who are arguing that the US is losing its edge in today's world, transforming the once thriving technological corridor of Tysons Corner - the "home of the internet", the "internet alley", to a gambling center, might seem as a very fitting argument. As a quarter-of-century long resident of Tysons Corner I am troubled by such perspective - by substituting gambling for science and technology. And for what? For a few dollars!!? The best you can do is to end this travesty by removing this bill from further consideration. The future will thank you.
I am writing to express my opposition to the proposal for building a casino in Tysons Corner. While I understand that the project is being presented as a potential economic boost for the region, I believe there are several critical concerns that must be addressed before such a decision is made. I would like to outline my reasons for opposing this development. 1. Impact on Community Well-being: Tysons Corner is home to families, local businesses, and residents who value a high quality of life. Introducing a casino could increase the risk of gambling addiction, which in turn can contribute to financial instability and social distress for vulnerable members of our community. The potential for addiction and its harmful consequences far outweighs any economic benefits the casino might generate. 2. Public Safety and Crime: There is significant evidence to suggest that the introduction of a casino in a region often leads to an increase in crime, including theft, fraud, and other illegal activities. Law enforcement may be stretched thin, and our already busy police force would likely have to divert resources to manage the increased crime rate, which would harm the safety of Tysons Corner. 3. Economic Impact on Local Businesses: A casino could alter the landscape of local commerce by drawing customers away from established businesses in favor of a large-scale gambling facility. The region’s growth and vibrancy depend on maintaining diverse businesses that serve both residents and visitors. By prioritizing a casino over other more sustainable, community-focused projects, we risk damaging the economic stability of the area in the long run. 4. Environmental Concerns: The construction of a large casino resort could lead to increased traffic, pollution, and a negative impact on the local environment. The strain on our infrastructure, particularly transportation and road systems, could be significant. Tysons Corner has already experienced growing congestion, and a casino would likely exacerbate this problem, leading to longer commute times and potential environmental degradation. 5. Impact on Property Values: A casino in close proximity to residential areas may decrease property values. Many residents choose to live in Tysons Corner because of its family-friendly atmosphere and accessibility to commercial districts. The presence of a casino could undermine the desirability of the area for future homebuyers, which could negatively affect both homeownership and rental rates in the region. 6. Moral and Ethical Considerations: There is an ethical concern regarding the promotion of an industry that thrives on the misfortune of others. Encouraging gambling may disproportionately affect lower-income individuals and families, leading to financial ruin. The social cost of such a facility is often ignored in discussions about economic growth. In conclusion, while I understand that the intention behind this proposal is to foster economic growth, I strongly believe that the potential negative consequences far outweigh any short-term financial gains. Tysons Corner should remain a vibrant, diverse, and family-friendly community, not one that is centered around gambling. I urge the Planning Commission to consider these concerns and reject the proposal for a casino in our region. Thank you for your time and consideration. Sincerely, Anousheh Sayah, MD
We live in Vienna, which is right next to the area proposed for a casino. This is a lovely high income area with lots of community activities and events. A casino would have a terrible impact on Vienna and McLean home values, and diminish the safety and community values in our area. We vote NO NO NO NO NO on a casino in our area. It’s inappropriate to even consider putting a casino in an area where the representatives for that area have NOT recommended it. They recognize the damage it will do to our community by bringing more traffic and crime. NO NO NO NO NO to a Tysons Casino.
No casino in Tysons.
Others have eloquently stated many valid, fact-based arguments against this bill. I strongly encourage the members to take these arguments to heart when casting their votes. Before digging his heels in on this extremely unpopular and dangerous proposal, Mr. Surovel should check in with his employers - the voters. They DO NOT WANT IT!! If he wants to gamble, he would find it a shorter trip to MGM than Tysons. NO CASINO IN FAIRFAX COUNTY!
I live near the proposed casino site and do not support its development.
To all State Delegates, As I wrote to Senator Salim, who rightfully voted against this bill, I am vehemently against putting a Casino anywhere in Fairfax. Senators Surovell and Marsden, along with their sponsors the Comstock Corportation, keep trying to ram this down our throats so the State can take in more money. Meanwhile, Fairfax would have to address and pay for the added crime, corruption, sex worker trafficking, and gambling addictions that come with casinos. I am not against adding entertainment venues, restaurants, hotels, and convention space in Tysons. They would add to the business and residential tax base for Fairfax. I just do not support including a casino. Tysons is finally recovering and getting new high-tech and finance corporations to move into the area and more are looking at Tysons as an anchor. A casino would significantly stymie that growth. I strongly encourage you to vote "NO" on this bill. The residents of Fairfax do not want it and we did not ask for it.
I am writing to you to ask you to vote against SB 982. Here's why: • The Fairfax County Board of Supervisors did not ask for the authority to hold a casino referendum, and it has made that clear in two letters sent to the Virginia General Assembly. The Senate patrons' effort to provide the Board with this authority, without a prior Board request, and to legislatively dictate land use decisions that by law belong to the localities, sets a dangerous precedent for every local jurisdiction in the state. • Fairfax County residents did not ask for a Tysons casino. When polled recently, a healthy majority of voters in every section of Fairfax County stated that they oppose a Tysons casino. This includes residents in the districts that the bill’s Senate patrons represent. SB982 is a bill designed to benefit private interests, not Fairfax County residents. • The Senate Resources Subcommittee promised last year that its staff, in consultation with JLARC, would update the JLARC’s 2019 casino revenue projections, which had only referenced in passing a possible Northern Virginia (not Tysons) casino. That did not happen. Further, the Senate Committees that considered SB982 did not undertake any form of study showing that a casino in Fairfax County would generate net economic benefits. • Investigative journalist Josh Stanfield uncovered through FOIA requests documents and emails of self-serving and unhealthy relationships between the principal patron of SB982, Comstock CEO Chris Clemente, 31% Comstock Holdings owner Chris Shar, Dean of the George Mason University Schar Policy and Government Center Mark Rozell and GMU Professor Terry Clower. This documentation not only calls into question the objectivity of the work done by Clower and Rozell in support of a casino, but also the advocates’ lack of transparency and the integrity of the legislative process, since the Senate patron has yet to provide the study upon which he based his assertions of the economic benefits of a Tysons casino. • Academics who do not accept funding from pro- or anti-casino interests and researchers associated with such august institutions as the Federal Reserve Bank of Richmond and the Urban Institute have provided solid, irrefutable data that is not bought and paid for by casino interests and that demonstrate definitively that a Tysons casino would deter desirable new businesses and hurt existing businesses in Tysons; would increase crime, traffic, and risky behaviors; would not yield a new dedicated money stream for education; and would cost the county and its taxpayers $3-5 or more for every $1 in new revenue. The sources of the information and summary of the research was collated on the No Fairfax Casino website so that it would be available to everyone. (https://nofairfaxcasino.org/research-1) • One hundred and nine former national security experts documented in a December 16, 2025, letter to you that a Tysons casino would pose a unique and needless risk to national security and would represent a potential blackmail and recruitment bonanza for our adversaries. A Tysons casino would be virtually on the doorstep of our most sensitive national security facilities, contractors and employees. Its proximity means that it would rapidly become the preferred gambling location for any such employees who might have or develop a gambling problem – and foreign adversaries looking for easy marks.
A casino in Tysons Corner might bring several challenges and concerns to the area. Tysons Corner, being a busy commercial and retail hub, already faces significant traffic congestion, and a casino could exacerbate this issue by attracting even more visitors. The potential for increased crime rates, such as theft and fraud, is another concern, which can strain local law enforcement and affect community safety. Furthermore, the presence of a casino could have social impacts, such as promoting gambling addiction within the community, which can have detrimental personal and economic consequences for individuals and families. Additionally, the influx of tourists and the associated noise and activity could disrupt the local community, affecting the quality of life for residents. Economic impacts are also worth considering, as while casinos can create jobs and generate revenue, they may also lead to the displacement of local businesses and alter the character of the area, potentially affecting property values and community dynamics. As parents and employees who moved to this area for a better commute and living experiences, this would cause a heavy burden on our lifestyle and future. Such unplanned and lack of foresight cannot be tolerated for a thriving community. Just like other gambling centers it would be ideal for casino to pick a location that stays remote and accessible by people who want to do it. By inserting the business here is unsettling the current equilibrium which has been built over the years. I hope the law makers pay attention to societal needs over a quick way to earn state money.
Vote no on the casino. I have lived in Tyson’s since 1980. It has enough development and high rises. Traffic is out of control, crime has increased. A casino will make this worse just to make some developer rich. Have some integrity and vote no.
Dear delegates: I live a mere three blocks from the proposed casino in a community with hundreds of townhomes and condominiums. Traffic is already difficult in this area. A casino will no doubt make that problem worse. The Tyson's area is undergoing tremendous changes to bring people together through a mix of housing and commercial developments that will only make the region more popular for diners, shoppers and families - and bring more tax dollars to Virginia. I fear that progress will grind to a halt, at least for those looking to live here for years to come. Finally, please just look at who is requesting the casino. It is not the people who live here or their elected representatives. It is developers and lawmakers who live comfortably many miles away and are benefitting financially or through their campaign coffers. We merely want you to ask if this is something that you would want three blocks from your family and loved ones, and to treat us as you would treat them. Thank you for your time and attention.
Please vote NO to Oppose SB982.
As a 35 yr resident of Vienna in Fairfax County I am vehemently opposed to the building of a casino in Tysons Corner. Along with increased traffic in an already congested area, a casino will draw more crime and other unsavory activities into the area. It is not a family friendly or community building project and surveys are showing that locals do not support it.
Vote No to Oppose SB982.
I oppose SB982 - Gambling center in Falls Church. Bad idea all around. Causes mental illness and addiction.
Please do not allow this to pass, we are a wonderful family oriented area with young children, animals both household and wild. The noise, extra traffic and bad elements that this will bring in is very scary for those of us who walk, have dogs and enjoy the area. I truly don’t believe any money that’s made from this will make it worthwhile nor will a significant amount come back to help us, nor will it help those of us that are damaged by the downside of a casino. Thank you
Please vote NO on the Tyson’s Casino. This abuts neighborhoods with families, good schools, desirable community. It’s not what the neighboring residents want for their community. It will change the complexion of the area in a negative way - would you want your children and families exposed to this daily? I’m sure the answer is NO. Why should representatives from other parts of the state determine our values?! Thank you.
I vote no for the casino as a mother and long term resident
I oppose SB 982, Casino gaming, eligible host localities. The bill would authorize a casino in Tysons Corner, the economic engine of the county and home to four (4) Fortune 500 companies. I am writing to urge that you vote NO on any such legislation. This bill differs from other casino bills in that it was not petitioned by the local government, is not an economically depressed area, specifies a specific site and developer, bypassing local land use control and eliminates a competitive bidding process, and does not have the support of the voters of Fairfax County. As stated by Senator Salim, “This approach sets a concerning precedent, as it allows a single developer to advance a casino project with minimal local support, primarily through significant campaign contributions and lobbying efforts at the state level.” We do not need to “let the people vote”, the chant of the bill patron. The most recent polling by Public Policy Polling, found that “If there was a vote referendum 68% of Fairfax voters would Vote NO while only 19% say they would vote Yes.” Fairfax County voters do not and will not support a casino. Fairfax County Board of Supervisors have not asked for the authority, Tysons Corner is a thriving community where people work, live and play and the county should be afforded the opportunity to fully evaluate and advocate for any legislation that would profoundly change the character of the Tysons, the economic engine of the county. Again, I urge you to vote no on SB982. KILL THE BILL. Respectfully, Ms. Laleh Teymurian 8360 Greensboro Drive McLean, VA 22102
Please vote NO on SB982. We do not need or want a casino anywhere in NoVa!!!
I am writing to urge you to oppose SB982, which directly impacts my community . I currently serve as the Board President of the Townhomes at Westwood Village HOA, located two blocks away from the proposed casino site. A survey was conducted and an overwhelming 86% of my community members oppose the project. Their concerns are numerous and well-founded: potential increases in traffic, crime, a decrease in property values, and the negative effects on the quality of life, especially for families raising children in a safe, community-oriented environment. Consider the following as you evaluate the bill: 1. Both Tysons’ local representatives and Fairfax County have expressed strong opposition to the bill. Fairfax County did not ask for this, nor did it seek the authority to approve such a project. 2. A survey conducted by GPS between January 21-23, 2025, found that 80% of Tysons residents oppose a casino in the area, with 2/3 of Fairfax County also voicing opposition. 3. Security and Ethical Concerns: Over 100 former CIA, defense, and intelligence professionals have raised alarms that the casino would present too convenient a temptation in the heart of Tysons. This concern is one that cannot be ignored. 4. Senator Surovell’s comments suggesting that local officials and voters don’t matter in this process should raise serious concerns for anyone who values democratic representation. As he stated, “What we need to focus on is the opportunity it creates for the state.” This disregards the voices of those most impacted. 5. Senator Surovell’s position on this project has been largely driven by information provided by the casino developer, who has a personal stake in pushing the project forward. There is no credible data to substantiate the claims of benefits made by proponents of the casino. 6. How would you feel if a special interest pushed forward a project in your District that you and your constituents opposed? The residents of Tysons are being ignored, and that is deeply troubling. 7. Not a single local community group, elected official, or civic organization has asked for this casino. The only entity pushing for it is the developer, whose motivations are clear. 8. The senators championing this bill, along with the developer, have shown consistent disregard for the local stakeholders—residents, businesses, and local government—whose interests are being directly impacted by this proposal. I urge you to carefully consider these concerns and the overwhelming opposition from residents before taking any further steps on SB982. The voices of Tysons’ residents matter, and I hope you will advocate for them in this critical decision-making process. Please VOTE NO to SB982
I OPPOSE THE CASINO
As a homeowner and a business owner with commercial property in Tysons Corner, I am in absolute opposition to this Casino in Tysons Corner. The actual location is across the street from our office space and will be a nightmare for any legitimacy to our business. The issues of additional traffic, congestion, and crime are just some of the reasons to absolutely vote “NO” for this proposal. Anyone who drives along Chain Bridge Road or Leesburg Pike during commuting hours knows that a casino would be an absolute nightmare to this area for the local roads. In an area that is being touted as a business hub, a casino is the last thing that we need. We would appreciate your support to really advocate for the people and businesses who actual live and work in this area. It is absurd that people from other jurisdictions would choose whether or not to put a casino in someone else’s backyard. As a local business and homeowner, we will vote to keep a casino out of Tysons Corner and would appreciate your support to do the same. Please feel free to reach out with any questions. Best, Nina Yim Nina M. Yim, Esq Intelligence Federal 8460 Tyco Road Suite E Vienna, VA 22182 M: 703.608.1790 T: 703.749.0500 F: 202.379.1723
Strongly oppose the casino bill. Fairfax is a rich county with ample tax revenues. We do not want unsavory people visiting our cities. Send them to Vegas - a trashy city.
Please vote NO on SB982. We don’t want a casino in Tyson’s or anywhere in Northern Virginia. It will bring traffic congestion to an already congested area, increase crime, and fuel gambling addiction. These will harm Northern Virginia, not help it.
Why is it important for our Delegates to say NO? Easy - Problem Gambling is increasing at an alarming rate! According to recent reports, between 60% to 80% of wagers at casinos are made by problem gamblers! And our young people are becoming addicted at a younger age! Suicide rates for problem gamblers is double that of other mental illnesses! Impact to families is devastating - foreclosures, domestic violence, food insecurity...) There are many more reasons to say NO, but none are as important as protecting the most vulnerable!
We oppose the building of a casino in the Tysons area. We are concerned about the added congestion and other issues that will result from this project.
Please vote against this proposal to bring a casino to Tyson's. Local stakeholders had ZERO part in bringing this proposal forward and are rightly concerned about the impacts on the area. The proposed split of 70-30 of benefits will leave Fairfax County paying for the increased costs of police, roadwork, etc without getting much in return. The developer has apparently decided that the Tyson's location is a good spot and is spending much money (and making empty promises) in order to steamroll the project over local objections. Do not let this happen. This is not the right location for this project.
SB982 - I do not support the creation of new gambling facilities in Northern Virginia or the state of Virginia. I have seen the detrimental effects of this activity, along with the horrific impact on people’s lives due to addiction and compounding debt that precludes being able to contribute to our society and culture in a positive way. We should not be building more opportunities to ruin the lives of more citizens.
We are against having a casino in Fairfax County Tyson’s. Too much traffic now. We do not need more. Do not need gambling in Tysons. Judy and John Dietrick
The casino is the last thing we want or need in northern Virginia. Casinos create a big splash but have no substance. They attract crime and will reduce the home value of long established residential neighborhoods. it will put undue pressure on the school system significantly increased traffic and a highly congested area of northern Virginia. it will attract to other employers, high-tech aerospace and defense organizations for establishing offices or headquarters in that area. Casinos are already oversaturated with options in DC Atlantic City and West Virginia. With more online betting options fewer people are going to casinos. Build a casino and within two years after the title wave of attention it will become a financial drain at best and an eyesore and a pain point for the community there are other ways to boost economic potential in northern Virginia the far outweigh any potential benefit of a casino frankly, as a resident and disappointed were even having this debate. Has there even been sufficient research done on casinos in already thriving environments Seems that most casinos are built in locations where there’s a lack and economic potential. Just certainly not the case in North Virginia. if you go for this casino, it will be a huge scar for the residence in the neighborhoods. It will be out financial drain on the already limited resources and it’ll only detract more high, paying tech opportunities from being available.

I live near Tysons. I oppose SB982. Fairfax Co. did not ask for for a casino and we do not need a casino. A casino would be a burden on an already-congested road infrastructure, while the current revenue split of 70% to Richmond-30% to Fairfax does not benefit Fairfax Co. The societal harms will exceed any potential revenues. In terms of cost-benefit, a casino will cost Fairfax Co. far more than it benefits its citizens. Please vote NO on this bill.
I urge you to vote NO on SB982. It was neither asked for or requested. No casino was ever envisioned for Tysons in its plan of development. It is a center of economic growth and has attracted high-tech, world-class businesses. It is inconsistent with the defense and intelligence industry that is developing and would act as a deterrent for those companies wishing to relocate to Tysons. It, also, will have a negative impact on the Tysons area in terms of crime, addiction, and family stress. The Vienna Town Council voted unanimously to oppose the building of a casino in Tysons and scores of community organizations have also voice their opposition.
Regarding bill SB982: I, and every single person who I've spoken about it to living in Fairfax, do NOT want a casino! It's disrespectful to constituents to ignore our wants and needs for personal gain/greed. Consider your legacy being one that people despise and that will cause an overall negative impact. Casinos are predatory and dangerous, they are harmful to people who have problems with addiction, they bring crime and criminals, they lower the value of homes. It is an overall NEGATIVE for EVERYONE in the community and the benefit is only for the few who will run/own the casino. I will appeal to your humanity and ask that you consider your fellow people who OVERWHELMINGLY do not want this poison in the community. It is a BAD idea to bring a casino here. It is only motivated by GREED and greed is BAD. Please do NOT pass SB982. NO ONE wants this. If you pass this bill and ignore your constituents, you are a BAD leader and people will not like you. Please do NOT disrespect the very people who trusted you enough to represent them, not use your position for your own personal gain. NO CASINO. NO CASINO. NO CASINO. NO CASINO!!!!!
We do not want a casino in Tysons. Please vote against the bill. It would be a blight on our community.
I think a casino will harm the community in a variety of ways. Crime and traffic will increase. The quality of life of local residents will suffer and the government will inevitably have to pull funds out of other essential services to deal with the spike in congestion and crime. It’s totally shortsighted and self-defeating.
The residents of Fairfax County do not want and have not asked for a casino. Please vote against this bill.
I oppose SB982. It will increase traffic in the area, invite gambling-related crime, and increase mental and behavioral problems related to gambling in Fairfax County.
This is absolutely the worst decision ever for the people of Fairfax County to have this casino foisted upon them by unscrupulous legislators who are being bankrolled by the casino lobbyists. We are struggling already to maintain the quality of life that attracted us to Fairfax County and this would absolutely negatively impact this entire region. There is already a casino less than 30 minutes away at National Harbor and the crime and societal Issues that have impacted Prince George’s County in Maryland have been significant. We find it disgusting and revolting that the unethical and immoral legislator that sponsored this did so with the casino being nowhere near his legislative district. The citizens of Fairfax County will be closely monitoring this vote as we are adamantly opposed to this initiative.
SB982 Casino Gaming in Fairfax County Please vote NO on SB982. In simplist terms, the introduction of this bill lacked sponsorship from the General Assembly members who directly represent this area. The local government and community did not ask for this bill nor did they provide input. As Franconia Supervisor Lusk stated in his letter to General Assembly leadership: "...major development projects such as this proposal must begin with local community engagement." Advancing legislation favoring a particular developer's project involving land use would set a bad presedence in sidestepping our local government's responsibilities.
I oppose SB9582 on casino gaming. I am a Fairfax County resident and I, like numerous individuals and organizations, do not support a casino and/or casino gaming in northern Virginia.
Don’t let gambling come to NOVA!
Not at all interested in casino in the Tysons Corner area. It is too congested now. I feel that it would bring more crime to the area. Is there no other area that would have plenty of parking and not interfer with families.
NO to the casino. Tysons is already a traffic nightmare. Gambling problems are on the rise. The values of the families living and working in the area are not reflected in this kind of business. It's bad enough that the area is already so hideous. Enough money grubbing! Build something of beauty that will enhance property values and give us space to breathe!
I am writing on behalf of the Lemon Road Civic Association (LRCA) to express our opposition to Senate Bill 982. The LRCA, with roughly 140 member households, represents the area along Idylwood Road between Virginia Route 7 and Great Falls Street, in Fairfax County. Our area is located about three miles from the proposed Tysons casino location and is represented in the Virginia House of Delegates by Delegate Marcus Simon. Marcus and his family live in our neighborhood, and he is a member of the LRCA. The original purpose of the Virginia legislation on casinos was to assist economically distressed Cities. These cities typically had large tracts of land available at low cost. The circumstances of Fairfax County, and Tysons, are very different. Tysons has a Comprehensive Plan for urbanization that is currently building a thriving community that balances the needs of the existing and future residents with strong growth of the business sector. Fairfax County Supervisor Walter Alcorn, who was closely involved in the development of the plan, has pointed out (on several occasions) that the casino proposal is destabilizing for Tysons and we agree. We also agree with our own Supervisor, Dranesville District Supervisor Jimmy Bierman, that if the casino project were to proceed, this would backfire on Virginia and Fairfax County in terms of economic and housing opportunities lost. Our concerns about Senate Bill 982 include: - Traffic congestion - The additional traffic would exacerbate existing traffic congestion in Fairfax County, which is severe in peak hours; - Erosion of neighboring real estate values - Research from the National Association of - - Realtors reports that adding a casino to a community generally lowers home values in high-density areas; - Distorted local economy - Jobs created by casinos are typically lower-paying, with limited opportunities for advancement, in comparison with other activities for which Tysons is well-suited, such as technology, finance and health care; - Social and economic instability - Research has shown that the introduction of casinos often leads to increased bankruptcy rates among local residents and small businesses due to gambling addition and resultant financial strain. While it is true that the office market has gone through a difficult period, there are signs of improvement with return-to-office policies. It is also true that Tysons has remained a buoyant location for new residential development. Tysons has the potential to develop into a modern city with desirable urban residential neighborhoods Senate Bill 982 is unwanted with undesirable outcomes. Accordingly, the LRCA urges you to vote against it. Sincerely, Karen Ram President Lemon Road Civic Association
I strongly oppose this bill! It will disrupt plans already in place for the economic hub that is Tyson’s Corner, drive away more productive and desirable, and cause major problems for organizations that have high security needs. The county has NOT ASKED FOR THIS. Also, by bringing an undesirable element to that area, it will make taking the Silver Line Metro out to Dulles airport a riskier proposition. Please consider the impact on the Silver line.
Please Please no casino in NOVA
I oppose this Casino bill. It does not fit in the long term Tyson's plan for growth. It will increase human trafficking exponentially and decrease home values. Additionally, without embedded Project Labor Agreements there is no assurance that Union jobs will be protected. Please Vote No!
OPPOSE: SB982
PLEASE Kill SB982! Fairfax Co. does NOT need any casino anywhere. WE did NOT ask for one and do NOT want to extra expense and problems associated with casinos in areas where the economy is humming. We understand that other areas in VA may welcome casinos but that is NOT the case in Fairfax Co. Local sponsor Surovell reminds me of poor benighted Sarah Palin who claimed she could see Russia from her front door... He 'sees' VA gamblers going across Potomac to MGM's resort in MD. Well, if casinos are THE answer for our MD neighbors, WHY then has MD's governor already warned HIS constituents to expect huge tax increases this year??? Apparently the myth that casinos will provide the necessary funding for schools and other state expenses is NOT true in MD so why would we want the extra expenses of added traffic, crime, social services for addiction, etc. for Fairfax and VA??? Not one person with whom I have discussed the Fairfax Co. casino issue is in favor; look at the comments which validate my experience. Thank you for respecting citizen perspectives on this terrible SB982. Kill the BILL, please!
As a resident of Fairfax County for close to 50 years, I wish to enter my strong opposition to the proposal to build a casino in the Tyson's area. Traffic congestion in this area is already a significant problem. In addition, I do not believe that a casino that promotes gambling is reflective of the values of our diverse community that includes families and young children. Adding a casino to an area that is already commercially dense and congested will only be a detrimental to attracting businesses that are family-friendly and needed in the area. I STRONGLY register my opposition to this bill.
I strongly oppose the proposed location of a Casino in Tysons Corner. There are numbers reasons. The traffic is already horrible in that area, and this would add more. (If anything, I would be nice to see the General Assembly address that problem. ) This has been exacerbated by the Trump administration's dictate that workers return to their physical space in Washington, DC. The security questions are serious, as it is near the CIA for example. The road to the CIA has been the scene of the murder of two CIA employees on their way to work by a terrorist in 1993. Moreover, and this is very disappointing, all the studies on casinos indicate most of them fail and do not result in permanent increased employment and are a waste of the taxpayers' money. I would like to add that it is dismaying for me to see Democratic Party delegates supporting this bill and foisting in on Tysons. The truth of the matter they don't want it in their districts. Shame on them. I have supported the Democratic Party my entire life financially, and will rethink this in the future, looking toward a party which represents my interests locally.
I deeply oppose this bill! It is bad for our community!
It’s absurd to think that a casino should be built in Tyson’s! The area already suffers from too much residential and commercial density giving the area an unwanted reputation as a frustrating place to live, work or visit. The traffic in that area already is overwhelming. Any economic gain brought by a casino will be offset by the loss of business and participating population. I and many others will not again vote anyone into office who votes for this unwanted addition to the area.
I strongly OPPOSE the casino bill. We did not ask for it. I would not force a casino on another community that did not want it. I ask those from other localities to think about that--would you want a casino forced on your community? Localities are supposed to request this kind of development, not be subject to it. The casino would be detrimental the businesses that already exist in the Tysons area, and to the people who have worked hard to build their businesses and homes in this area. Let's continue to support the thriving Tysons metro area that is underway, WITHOUT a casino.
I strongly object to casino in Tyson’s Corner, Virginia. A casino would bring much more traffic to an area that is already severely congested. It will also bring more crime, which has been ticking up since the pandemic. It will lower property values. Not a single person I know supports having a casino so close to where we live, where our children go to school. No casino!!
I oppose SB982.
I spent my career as a real estate broker in Fairfax County and have owned properties there since 1980. There is an ambiance to this area that is unmatched, from the housing to the schools to the businesses that have thrived here; the people that live here do so because of the American Dream to excel and achieve great things. Casinos are shiny distractions that benefit financially only those operating the strings behind the curtains, while most of the patrons who walk in its front door with money will walk out with less. And many will lose much more than money. There will be drugs, crime, violence, abuse… both at the site and then slowly invading the surrounding counties like a plague. Some of us know those losses personally. You’ve already researched the costs of developing the proposed facility, and the anticipated revenue. I’d like to suggest that everyone voting on this bill spend time researching the effects of gambling and other gateway addictions by talking to or visiting jails, hospitals, law enforcement personnel, and rehab/treatment facilities located in close proximity to casinos. As a realtor, I always made sure my clients were armed with both pros and cons before buying a home. Do your constituents the same courtesy by seeing the whole picture before voting with only your wallet in mind. Thank you.
Myself, and my entire family, are 1000% OPPOSED to a casino at Tyson’s. A casino is the LAST thing we need in an area that is already congested and suffering from constant traffic problems. We also don’t need, nor want, and uptick in crime that is associated with just about every casino to ever come into existence. Our police force is already stretched thin as we suffer a barrage of Chilean “tourist crime” burglaries. Please do NOT burden us with a casino.
No casino in Tysons! It is not necessary, or wanted, by the majority of people who live or work in Tysons. It would negatively affect property values, families, and nearby businesses. It would also have an impact on our national security, but opening up more risk. Not to mention the increase in crime that is associated with casinos. I live in 22182, and drive through Tyson’s everyday to work for FCPS. From what I’ve read, there are hardly any benefits to Tyson’s/fairfax. It seems the main beneficiary for a casino in Tyson’s is Comstock.
I’m writing to object to the Casino in Tysons VA. This will not fit in the beautiful community we are Buidling. It will bring more crime to our area which is already underserved by our law enforcement who are under headcount. The idea is to generate more tax revenue for our county to reduce property taxes but this has not been proven to work buy other communities who have attempted this revenue generating approach. The community with the casino simply bears an increase in crime rates with little to no reduction in taxes. I request that you find other means to generate revenue for our community - not a casino in the heart of our beautiful city. Regards, Kim Debayo-Doherty
I strongly oppose SB982 which would make it possible to have a casino in Tyson's Corner. Northern Virginia does not have the infrastructure to support this. In addition, it will bring crime and a risk to national security. It's a slippery slope -- local buy-in is essential because the region will suffer the consequences of this addition to our community. It is a dangerous precedent for the General Assembly to circumvent local buy-in. I support HB1681 as it is critical to support non-binary people in our community to have self-expression in all formats, including government documentation.

SB 982 is the kind of legislation that puts the interests of a designated corporate entity (and political campaign supporter) above the interests of the general public. The claims that a casino will create jobs and revenue are illusory. The true costs will be paid by taxpayers. Traffic will result result in costs for infrastructure. Utility costs will increase. Crime will result in greater expenditures for police, burden the judicial system, and produce conditions that victimize law-abiding residents. Aiding and abetting gambling addiction produces huge costs for taxpayer-funded social welfare programs. The non-monetary impacts on families and children are a devastating and have lasting consequences. Look at Atlantic City with bankrupt casinos and learn that the promised benefits only go to the developer and not the community. Legislators who do not represent the community that will suffer should not impose their views about what is properly a local development issue. The residents of Tysons and Reston and surrounding neighborhoods are vehemently opposed to having their fate determined by state legislators who will not have to live with the negative impacts.
I live in northern Virginia. I have been sending emails for over a year now to committee members in both the assembly and the senate. I can't believe this unacceptable bill just continues to make the rounds. I, along with thousands of others, am opposed to any form of casino in Tysons just as I am opposed to it in Reston. The reasons are numerous, you've heard them all. 1. It will be open to organized crime 2. It will bring in people who lose and can't afford to
Please, just living in N.Va is hard enough without a traffic generated by a huge, money-sucking casino making it worse. People in Fairfax will see no benefit from this development, only Comstock and its investors will profit from the pain and grief that will be generated by gamblers wagering their last dollar on a roll of the dice. ….and, of course, those Va. politicians who will gain from donations from lobbyists. We need to spend our limited govt funds on housing, education and programs that help residents. There are enough gambling outlets for bettors elsewhere is the state and five other counties salivating at the thought of getting this horrible project built in their areas.
I am writing to express my strong opposition to a casino in Tysons - SB982. While casinos can be revenue generators, it is important to recognize that they come with tremendous social costs, including gambling addiction, crime, and other risky behaviors. Fairfax County has not asked for a casino as other localities have. Fairfax has a comprehensive development plan and this casino's developers, Comstock/Clemente Development/Schar Public Policy of George Mason University (to whom Comstock provided revenue estimates to economist Terry Clower)/etc have violated all Fairfax County land-use processes to bring this to fruition. All the other five Virginia localities that have held a referendum have come to the General Assembly with a proposed development partner and have asked for that authority. That local buy-in is critical because ultimately the locality will need to 'own' the consequences, both good and bad, of having a casino. Additionally, a casino will hurt local businesses, increase gridlock and public safety problems, and lower property values, while forever changing the character of our community. Vote NO on Tysons Casino Bill SB982. All areas of Fairfax County have polled NO regarding a casino.
I strongly urge you to vote NO on SB982, which would authorize a casino in Tysons Corner—Fairfax County's economic engine and home to four Fortune 500 companies. I strongly oppose this bill as do most of the residents in my community. Fairfax County residents are deeply concerned about the following: • Socio-economic impacts: Gambling has been linked to financial and social costs, including traffic congestion, demands for more public infrastructure and services (roads, schools, police, etc.), environmental damage, displacement of residents, increased crime, and problem gambling. These issues can lead to increased bankruptcy rates, affecting the cost of credit across the economy. • Infrastructure strain: The influx of visitors and demand for services would exacerbate existing traffic congestion and strain public resources, which are already stretched thin. (I invite you to experience our local traffic firsthand) • Community effects: Casinos bring negative externalities, such as higher crime rates, reduced property values, and harm to local businesses. Unlike other casino legislation, SB982 bypasses essential local processes: • No local government petition was made for this proposal. • Tysons Corner is not an economically depressed area. • It specifies a single site and developer, bypassing local land use control and eliminating competitive bidding. • It lacks voter support. As Senator Salim noted, “This approach sets a concerning precedent, allowing a single developer to advance a casino project with minimal local support, primarily through significant campaign contributions and lobbying efforts at the state level.” Polling by Public Policy Polling confirms that 68% of Fairfax County voters oppose a casino referendum, with only 19% in favor. This community does not support a casino in Tysons. The Fairfax County Board of Supervisors has not requested this authority, and Tysons Corner is already a thriving hub where people live, work, and play. A casino would profoundly alter its character without proper evaluation or advocacy from local stakeholders. I ask you to consider the well-being of our community and reject this harmful proposal. Thank you for your consideration.
Please oppose this casino bill. It is contrary to plans for development in Fairfax County and would negatively affect the quality of work and life for residents and workers in the county. The local authorities were not consulted about this and did not request a casino, which is also opposed by many county residents. This is a special interest bill and does not represent the desires and needs of Fairfax County residents.
The McLean Citizens Association (MCA), a community civic association over 110 years old, with boundaries from the Arlington and Falls Church City lines extending beyond Tysons Corner, encompassing over 30,000 households, asks you to vote No on S982. Reasons to oppose Senate Bill 982 include: • The Bill contradicts existing legislation as local authorities neither requested nor were consulted about the casino in Tysons, an economically dynamic area. • It violates Virginia law by specifying developer, location, size, and land use of the casino-based complex, bypassing local government authority. • The Bill undermines years of planned development in Tysons, reversing progress in creating a vibrant community. • It would not generate sufficient revenue and would increase county service costs due to crime, mental health issues, and business displacement. • Governor Youngkin opposed new gambling bills until a statewide gaming commission is established.
I urge the members of the House of Delegates to REJECT the casino bill. I’m a homeowner within two miles of the Comstock-selected casino site, and a father of two young students. I also lead a Cub Scout Pack (of approximately 40 students) that meets at Wolftrap Elementary School — a short walk from where Senator Surovell and his moneyed backers want to build a Vegas-style casino. The topic of this proposed casino has been discussed at every nearly every gathering of elementary and middle school parents that I’ve attended over the past few months— at elementary school pickup, PTA meetings, Scout campouts, and neighborhood block parties. I have not met ONE parent who supports the construction of a casino in Tyson’s Corner. There are many reasons why we have chosen to live in Northeast Vienna — low crime, family-friendly community, and an easy commute to Tyson’s and DC among them. Plopping a casino down in our neighborhood would destroy all of that. We do not need another concert venue — we already have Wolf Trap National Park for the Performing Arts (Filene Center capacity of 7,028; Barns capacity of 382) and the Capital One Hall (Main Theater capacity of 1,600; Vault Theater capacity of 225) within a mile of the proposed site. We do not need additional dining options — there is a thriving restaurant scene in Tyson’s, McLean, and Vienna. And we certainly do not need the additional drunk driving, violent crime, and gambling addiction that will inevitably follow the construction of a new casino. Public polling shows that an overwhelming majority of Fairfax County voters do not want this casino. But for the parents who will be able to see the lights of the casino from our backyards, that opposition appears to be unanimous. We did not ask for a casino. We do not want a casino. We beg for your help in keeping this out of our community.
The McLean Estates Community Association (MECA) urges you to oppose SB 982. MECA represents a community of 75 single-family homes located off Lewinsville Road, close to Tysons Corner and approximately a mile (five minutes by car) from the location of the proposed casino. We are united with other neighborhood associations in opposition to this ill-conceived bill. The bill has been touted as a revenue raiser but would likely cost far more than any revenue it would yield. The need for significant infrastructure improvements, additional law enforcement, and the resulting gridlock and related transportation problems that a casino would bring, coupled with the loss of revenue from businesses that would not want to be located near a casino, would more than offset any new revenue stream. The bill would destroy the carefully developed plan for growth in Tysons of a pedestrian-friendly urban center with a mix of residential, office, retail, and entertainment venues embodied in Fairfax County’s Tysons Comprehensive Plan. This bill is the most recent iteration of previous unsuccessful efforts by casino proponents, spurred by one developer, to pass a bill locating a casino first in Reston and now at Tysons. This is the third attempt of casino proponents, with two different sponsors, neither of whom represent the Tysons area, to locate a casino in Fairfax County. It should be soundly defeated and abandoned. We love our family-friendly neighborhoods and can’t image a casino complex here, which would be destroy the very character of the communities that we cherish. The crime rate would increase, and home values would fall. A local elementary school, Spring Hill, which is just minutes from the proposed site, would also be adversely affected by the undesirable effects of putting a casino in this location. We urge you to abandon this push for a bill and to VOTE NO on SB982, the Tysons casino bill.
I’m very much opposed to placing a casino in Tysons Corner. Supporters of the bill have received campaign contributions for the most part and overlook the damages this will cause to not only Tysons but Fairfax County and the rest of the state. Surovell in a town hall meeting stated he got his rosy revenue projections from the Developer (very obvious bias). I remember when BRAC decimated Crystal City some years back. A casino provides a huge incentive to move many Defense/IC jobs across the river to Maryland gutting our tax base, just the opposite of what they are “claiming” to fix. These are our highest paying jobs. Once you kill the tax base, the property tax rate will have to be raised significantly to make up the shortfall, also the rest of the state suffers a net loss of tax revenue. Let’s look at the permanent jobs which certainly are not construction jobs. Construction jobs will cease in a year or two, the permanent jobs are in the hospitality field - very low paying jobs while they drive out the Defense/IC jobs which are very high paying jobs. Where are they going to live, they can’t afford this area? There will be a huge cry for low income housing (already dumped in Tysons). The most likely alternative is a large increase in traffic so they can get to work. Where will they park, parking is expensive and limited in Tysons Corner? Most likely they will park in nearby neighborhoods and walk which will really generate lots of complaints from the residents and establish neighborhood parking stickers like they have in DC. Surovell says they can’t build the Entertainment Complex without the casino. That’s just another way of saying an entertainment complex isn’t profitable enough to stand on its own. That said, why would they follow through on the Entertainment Complex when they get the casino? Comstock Corporation has a history of backing out of commitments once they get what they want and this bill is written specifically for them, no one else.
I strongly OPPOSE SB982, the Fairfax Casino Bill. The Live Casino in Maryland has increased traffic, increased crime, harmed local businesses, and negatively impacted the vulnerable communities there. Have you been to Live Casino in Maryland lately? The vulnerable and addicted are just hanging out in the casino all day long. This is grossly unfair the young children and the families of those who cannot resist the lure of "easy money". I want you to know that I OPPOSE this bill as there are much less harmful ways to raise revenue or reduce expenditures. Respectfully,
I live and own a home in a gated community on the west side of Tysons Corner since 2002. Tysons Corner is a residential area growing in population every year with major traffic issues during rush hour and vagabonds asking for hand-outs at every intersection due to Metro access. If the Casino comes, traffic congestion will become unmanageable, crime will increase, homeless people, and vagabonds will increase, changing the fabric of our community. We will end up selling our home and leaving the area. Please do not allow a casino to be built in our back yard! Tysons is the last place that needs a Casino.
SB982 A casino in Tyson’s Corner or anywhere along the Silver line is such a bad idea I’m not sure where to start. I won’t expand on the issues since you’ve heard it all before but some problems which would come with it: - Increase in Human trafficking. - Increase in Child trafficking. - Increase in domestic violence. - Increase Drugs & alcohol abuse. - Increase in number of gambling addicts. - Increase Homelessness. - Increased Crime. - Increased needs for local services. - Negative impact on other local businesses. - Increase bankruptcies of our residents. - Negative impacts on the poor & elderly. And young impulsive men. - Increase in mental health issues & suicide. - Increase corruption. If Surovell thinks this is a good idea, put it in his/her neighborhood. But keep it out of ours!
There is no need for a casino in a location that is thriving. People come to The Tyson's area because there is already a lot to do here. You should put the casino where there isn't a lot to do like in Tidewater area. It will create jobs. With remote workers going back to the office there is going to be a lot of new traffic. We don't need to add potentially drunk traffic to our already crazy traffic.
If SB982 is such a good idea, why does everyone in the Tyson’s Corner area oppose it? Vote it down, or put a casino in Surovell’s district.
I am writing to express my strong opposition to SB982, which proposes the establishment of a casino in Tysons. While economic development is important, placing a casino in this area would have serious negative implications for our community, including our schools, homes, and local businesses. Tysons is a thriving hub for families and businesses, with its close proximity to residential neighborhoods and schools. Introducing a casino here risks undermining the character of our community and poses potential increases in traffic, crime, and social challenges that could burden our infrastructure and public services. Our schools are already striving to provide the best possible environment for our children. A casino, with its associated risks, would create distractions and potentially harm the sense of safety and focus that families in Fairfax County cherish. Moreover, nearby businesses could suffer as casinos often compete with, rather than complement, local enterprises. The long-term impact on property values and the quality of life in Tysons and Fairfax County could be detrimental. I urge you to consider these concerns and vote against SB982.
I strongly OPPOSE SB982, the Fairfax Casino Bill. I moved from Maryland to NoVA due to the Live Casino in Maryland that opened a few years ago. The casino increased traffic, increased crime, harm local businesses, and negatively impact the vulnerable communities here. Have you been to Live Casino in Maryland lately? The vulnerable and addicted are just hanging out in the casino all day long. This is grossly unfair the young children. I want you to know that I OPPOSE this bill as there are better ways to raise revenue or reduce expenditures. Respectfully, Doan
Thank you for reading our testimony. My wife and I strongly oppose the proposed casino legislation. The following points outline the significant concerns that we urge you to consider before advancing this bill: 1. Overwhelming Local Opposition Polling by Public Policy Polling reveals that 68% of Fairfax County voters would vote no on a casino, with only 19% in favor. This reflects the clear opposition from our community. Additionally, 40 homeowners associations (HOAs) and civic organizations in Fairfax County have formally opposed the bill, showing the widespread dissent among local residents. 2. This Proposal Was Not Initiated by the Local Government This bill was not proposed by the local government but instead specifies a single location that disproportionately benefits one developer. This bypasses essential local land use controls and processes, preventing the community and local government from having a say in how development is handled. The bill effectively removes local decision-making power and imposes development from the top down. 3. A Concerning Precedent for State-Level Influence As Senator Salim stated, “This approach sets a concerning precedent, as it allows a single developer to advance a casino project with minimal local support, primarily through significant campaign contributions and lobbying efforts at the state level.” This shift toward state-level control undermines the democratic process, enabling a private interest to override local concerns and further erode public trust in how development decisions are made. 4. Negative Impacts on Tysons and the Community Tysons, already a busy area, will bear the brunt of increased traffic, crime, and gambling addiction if this bill passes. These issues will affect not only those directly engaging with the casino but also the broader community. The negative social and economic costs of gambling—such as addiction and family breakdowns—will have lasting effects on Fairfax County, far beyond just the immediate area of Tysons. 5. The Developer Is the Only One Who Wants This This bill was driven by one entity—the developer—who is the only party advocating for it. Our local government did not seek this legislation, and the overwhelming opposition from residents shows that the community does not want a casino. The bill ignores the will of the people and imposes a project on Fairfax County that we did not ask for and do not need. 6. Economic Benefits Don’t Outweigh the Costs Supporters argue that the casino will provide economic benefits, but these benefits are far outweighed by the long-term harm to our community. Increased crime, traffic congestion, and gambling addiction will have far-reaching consequences, impacting our families and local businesses. The monetary gains from a casino do not justify the lasting negative effects on people's lives. 7. A Fundamentally Flawed Proposal This bill is deeply flawed. It bypasses local control, undermines the democratic process, and serves the interests of one developer over the broader needs of our community. It sets a dangerous precedent for state-level influence and imposes a casino on a community that has clearly spoken against it. For these reasons, we strongly urge you to vote NO on this bill. It is a bad deal for Fairfax County and sets an unfortunate precedent for future development. Thank you for your time and consideration. Sincerely, Chad and Mary Smith 1510 Gingerwood Ct Vienna, VA 22182
Testimony Before the House Gaming Committee Opposition to Proposed Casino in Tysons Corner, VA Sameer Mungur 1496 Northern Neck Dr, Vienna, VA 22182 02/10/2025 Chairperson & Members of the Committee, My name is Sameer Mungur, and I am a resident of Tysons Corner/Vienna, Virginia and I strongly oppose the proposal to introduce a casino in Tysons Corner. Tysons has long been envisioned as a thriving, modern urban center—a place for business, commerce, and community life. A casino is fundamentally at odds with that vision. While proponents highlight potential economic benefits, studies from other regions show that casinos often bring unintended consequences, including increased crime, problem gambling, and economic harm to small businesses. Traffic congestion is already a major concern in Tysons, and a casino would further strain our infrastructure. Additionally, the social costs of gambling addiction—such as increased financial hardship for families and higher demands on public resources—could outweigh any projected tax revenue. We should prioritize sustainable economic development that aligns with Tysons’ future as a world-class business and residential hub. A casino does not fit that vision. I urge the committee to reject this proposal in favor of investments that truly benefit our community. Thank you for your time and consideration. Sameer Mungur sameer.mungur@gmail.com (571) 310-7477
Dear Members of the House of Delegates, I am writing to express my strong opposition to the proposed casino in Fairfax. As a concerned member of the community, I believe that bringing a casino to our area would have significant negative impacts on both our local residents and the greater region. First, casinos often bring about an increase in gambling addiction, which can have devastating effects on individuals and families. This is not just about financial losses but the emotional and social toll that gambling addiction can take on our community. The proposed casino could expose vulnerable individuals, including children and those with mental health struggles, to the dangers of problem gambling. And it is proposed to e built in our community, next to my kids schools and parks. Second, the social and economic consequences of a casino’s presence are often not as positive as advertised. While it may promise revenue, the long-term effects can lead to increased crime rates, traffic congestion, and a shift in the local economy that may ultimately harm small businesses and residents. In addition, studies have shown that casinos often do not create sustainable, high-quality jobs for local workers, instead offering low-wage positions with few benefits. Furthermore, the environmental impact of constructing and operating a casino in Fairfax could be harmful. Increased traffic, construction noise, and the strain on our infrastructure could damage the area’s natural beauty and quality of life. Finally, Fairfax is a community known for its family-friendly atmosphere, and I believe that introducing a casino would undermine that. It could send the wrong message to our children, normalizing gambling as an acceptable activity and potentially leading to negative societal consequences down the line. In conclusion, I urge you to carefully consider the long-term impact of a casino on Fairfax and to prioritize the well-being of the residents. Our community deserves a future built on values such as health, safety, and economic stability, not one based on the fleeting promises of gambling revenue. Thank you for your time and for considering my concerns. Sincerely, Guela Meves
I live in Vienna, VA, very close to Tysons and Reston, along the silver line of the Metro. I strongly OPPOSE SB982, the Fairfax Casino Bill. The residents here DO NOT want a casino here. It is going to increase traffic, increase crime, harm local businesses, and negatively impact the vulnerable communities here. My child's elementary school could be within walking distance of such a casino. The costs of this bill are going to hit the residents here the hardest, with the benefits to be reaped by those outside of the community. This is grossly unfair. I want you to know that I OPPOSE this bill. Respectfully, Viola Chen
NO on SB982. Residents of the county did not ask for this. Appears driven by big casino money flowing to some elected members. The bill structured to identify a specific location, owned by the big casino backers just smells. Looks corrupt. Buying votes to force a casino on citizens into a specific location not well suited for a casino. Vote NO. Perhaps there should be more comprehensive reporting of who is getting money from who to try to make this happen.
SUBJECT: SB982: Casino Gaming - Opposition I oppose SB 982, Casino gaming! This bill would authorize a casino in Tysons Corner, where I have lived for 22+ years. As the President of Tysons Trace Homeowners Association, I am writing to urge that you vote NO on any such legislation. This bill has NOT been petitioned for by the local government, is not an economically depressed area, specifies a specific site and developer, bypassing local land use control and eliminates a competitive bidding process, and does not have the support of the voters of Fairfax County. Senator Salim states “This approach sets a concerning precedent, as it allows a single developer to advance a casino project with minimal local support, primarily through significant campaign contributions and lobbying efforts at the state level.” The bill patron doesn't live in Tysons Corner, I do. The most recent polling by Public Policy Polling, found that “If there was a vote referendum 68% of Fairfax voters would Vote NO while only 19% say they would vote Yes.” Fairfax County voters do not and will not support a casino. Further, Fairfax County Board of Supervisors have not asked for the authority. My neighborhood, Tysons Corner, is a thriving community where people work, live and play and the county should be afforded the opportunity to fully evaluate and advocate for any legislation that would profoundly change the character of the Tysons. We do not need another entertainment complex in Tysons Corner, we already have Capital One. Tysons residents, constituents that live off of Route 123 and Route 7 in Tysons Corner Vienna, Falls Church, and McLean urge you to vote no on SB982. I urge you to listen to your constituents. Respectfully, Bernice Porrazzo, Tysons Trace HOA President 1924 Tysons Trace Drive Vienna, VA 22182 703-883-1843 H
Our family is very much against a casino. This will unnecessarily impact schools, bus routes, school children access to safe metro and travel routes. This will also unnecessarily impact roads and infrastructure requiring significant upgrades at tax payer expenses. There is a significant uptick in crime related matters in the Tysons area that has grown over thr past several years (see district crime reports). A casino will expotentially increase crime and crime related activities requiring an increase in police requirements and services.
Oppose SB 982. Kill the Bill. The members of the GFCA were polled regarding a casino development in Fairfax County. The respondents oppose the development of a casino in Fairfax County by a margin of 99% to 1%. The Bill is contrary to current legislation because local authorities did not request a casino and have not been consulted by its proponents. The proposed site in Tysons is not in a depressed area, but in one of the most economically dynamic areas in the county. The Bill would reverse years of carefully planned growth and development that has created a vibrant commercial and residential community in Tysons. The Bill may be a violation of Virginia law by specifying the developer, location, size and land use of a casino-based entertainment complex in Tysons, usurping authorities that are reserved for local government. The Bill would not generate enough revenue to solve the County’s fiscal problems. A casino would generate additional costs for county services to deal with increased crime, mental health problems and the displacement and revenue loss from existing businesses that would flee the area. In his State of Commonwealth speech, Governor Youngkin opposed passage of any new gambling bills put forward by “special interests” until a statewide gaming commission has been established. Respectfully, Jennifer Falcone Secretary, Great Falls Citizens Assocation
I urge you to oppose SB982, which undermines local authority and threatens the carefully planned development of Tysons. No Local Support: Local officials did not request a casino and have not been consulted. Not a Depressed Area: Tysons is one of the most economically dynamic areas in the county, not an area in need of economic stimulus. Contrary to Virginia Law: The bill specifies the developer, location, size, and land use, overriding local government authority. Harmful to the Community: A casino would increase crime, mental health issues, and county service costs while driving out existing businesses. Inconsistent with State Policy: Governor Youngkin has opposed new gambling bills until a statewide gaming commission is established. Traffic Concerns: Tysons' population has grown significantly in the past 20 years, and this project would add unnecessary congestion. Nearby MGM: There is already a Casino with easy access from the Tysons area via I-495. SB982 is a special-interest bill that does not serve the best interests of our community. Please vote NO to protect local governance and the responsible growth of Tysons. Thank you for your time and consideration. Sincerely, Zachary Anderson
Please oppose SB 982. Residents of Tysons Corner did not initiate this casino proposal. A casino has never been part of the Tysons Comprehensive Plan -- the guide thoughtfully created by the community. There are more responsible and respectable means to generate revenue. We can do better than this.
My spouse and I oppose SB982 and any effort to establish a Casino in Tyson's corner. We count on you to oppose it as well and will watch your voting record closely. We oppose state supported gambling in all forms as it preys on the poor and only advantages the rich. State activities should be supported through taxes and not through promotion of gambling. Too many people are sadly already addicted to gambling. We do not want to be anywhere near such establishments and oppose their creation anywhere in our state. I suppose I can condone on Indian reservations since we have already cheated native Americans out of so much.
Please OPPOSE SB982. This bill is contrary to current legislation because local authorities did not request a casino and have not been consulted by its proponents. The bill would create a wholesale change in the area's traffic and the displacement of revenue of retailers and small businesses operating in our community. The tax revenue will not offset the costs that will be inflicted upon and then necessarily absorbed by our community with no benefit to us. Michelle Moore
I strongly oppose passage or amendment of SB982. Our area does not need and has not requested state permission for a casino or similar 'gaming entertainment district'. Fairfax County has worked for decades to plan and produce a Class A business locale and desirable, diversified residential neighborhoods in Tysons. Let's not mess with success. My husband and I moved to Oakton in 2000 for his employ as a senior executive at a Fortune 50 company. What world class business endeavor would want to locate or grow its campus a few blocks from a casino? How many families would want to live nearby to a casino? The Tyson's locale is in no way suitable for a casino. The bill's progress is being promoted by too much interested money, which speaks volumes as to the related cadre of entities it would benefit. Further, supportive data that was supposedly compiled by reputable 3rd parties was in fact was ginned up by Wynn Cos. via its Everett MA/Boston Harbor casino. This is a truly shameful ruse that Sponsors tried to foist on the public. There is the casino in Maryland - and it has brought a host of economic and social woes to the surrounding areas. There is the new opened Rose casino in Prince William County . Has market saturation already been reached for this quadrant of the larger DC region? Then add easy access to online gambling to the two nearby casinos . These facts do not lead to the conclusion that a casino in Tyson's would be an enduring successful business, returning more to local coffers and culture than it would demand. On the face of it, with its narrow identification of site and development entity, the bill may be a violation of Virginia law as it has usurped authority reserved for local government. This bill also sets another dangerous precedent --- Fairfax County did not initiate any request for a casino. The State should not be making landuse decisions for an already highly desirable and intensively used area of NOVA. I believe Gov Youngkin is correct in opposing passage of any new gambling bills by 'special interests' until a State Gaming Commission could be established Please OPPOSE SB 982 and refrain from amendments. It is fatally flawed. Please, do not intrude into our County affairs or usurp our landuse rights. Thank You for your consideration, Jehanne Arslan. Oakton, Virginia 22124
I am very opposed to a casino in Tyson’s. It is already very, very congested and difficult to get around. We don't need hundreds and hundreds more people and their cars. The Rose and MGM are close enough for everyone in our area.
I urge you to OPPOSE SB982. As a current young adult resident of northern VA, a casino is the last thing I would like to see built in my region. I frequently go to the Tysons area to eat, shop, bike, and visit healthcare providers, and I am extremely disturbed by suggestions from those residing in other parts of the state that a casino is a better use for that area than what it currently offers the vibrant community that actually lives here. A casino is completely unacceptable for any place in the DC metro area, including Tysons, for the following reasons: The Bill is contrary to current legislation because local authorities did not request a casino and have not been consulted by its proponents. The proposed site in Tysons is not in a depressed area, but in one of the most economically dynamic areas in the county; The Bill would reverse years of carefully planned growth and development that has created a vibrant commercial and residential community in Tysons; The Bill may be a violation of Virginia law by specifying the developer, location, size and land use of a casino-based entertainment complex in Tysons, usurping authorities that are reserved for local government; The Bill would not generate enough revenue to solve the County’s fiscal problems. A casino would generate additional costs for county services to deal with increased crime, mental health problems and the displacement and revenue loss from existing businesses that would flee the area; In his State of Commonwealth speech, Governor Youngkin opposed passage of any new gambling bills put forward by “special interests” until a statewide gaming commission has been established. Thank you for your consideration.
I ask that you OPPOSE the building of a gambling casino in Tysons or anywhere in Fairfax County. My wife and I have been residents of Fairfax County, in the Falls Church mailing address, for 48 years. We don't need, nor want, a casino in the area as the traffic is already unbearable, we have enough beggars on each street corner already, and we don't need any more reason for the hard-luck residents to run out of their money and beg for more. The proposed site in Tysons is not in a depressed area, but in one of the most economically dynamic areas in the county. It appears that the contractor is giving a boatload of $$$ to one or more politicians to push this through and we don't want this corruption in our ruling body. Constructing a gambling casino will take away from locally established businesses that have been the cornerstone of our communities. Therefore we OPPOSE THE CASINO and want you to vote NO.
Please oppose SB982. Fairfax does not need a casino - it doesn't help us economically and will create problems with traffic, mental health issues, and increased crime. The revenue generated would not help Fairfax, but would help other locations. We do not want a casino - please look at other areas in Virginia if the state wants to have one. thank you.
An addendum to my previous comment: Senator Surovell commented that most/all of the anti-casino messages were secretly being paid for by the MGM at National Harbor. If that were true a look through vpap.org or the Virginia State Board of Elections - Campaign Finance Reports would show large donations to Virginia General Assembly members from MGM. I searched through a few elected officials and haven't noticed any donations from MGM. However, for Senator Surovell I see a campaign contribution of $95,000 from "Building a Remarkable Virginia PAC" which is a PAC primarily financed by Chris Clemente, who is the CEO of Comstock Holding Companies Inc. Comstock Holding Companies Inc. is the developer who is behind the push for a casino in Tyson's Corner. Additionally, Surovell has recently received a campaign donation of $29,566 from Comstock Hospitality Holdings and $6,772 from Comstock Holding Companies Inc. . Chris Clemente and Comstock are generously financing the push for this casino, but I see no financial support at all from MGM to fight the casino in the VA General Assembly. Distinguished Committee Members, My name is Sally Horn. I am the Co-Chair of the 109-person-strong National Security Leaders for Fairfax. In a letter* that you received from us last December, we advised that putting a casino in Tysons in the middle of the highest concentration of people with the most sensitive security clearances would pose a needless risk to our nation’s national security. Here’s why: The federal, contractor and military personnel in the Greater Tysons area are working on some of the most critical intelligence, defense and foreign policy programs and systems. Their employers and many of them themselves already are the focus of intense scrutiny by foreign intelligence officials from Russia, China, and elsewhere who are seeking America’s secrets. The overwhelming majority of America’s national security personnel will never develop a gambling problem that would make them vulnerable to compromise and extortion. But some number will. It’s a proven fact that those living and working closest to casinos have some of the highest rates of gambling addiction. From our perspective, it is simply not in the national interest to have the tens of thousands of our national security professionals, who live and/or work in and around Tysons tempted to gamble simply due to the sheer proximity and ease of access to a casino. What starts as a fun night on the town can end with a relentless, life-destroying disease. National security personnel with a gambling problem will not only lose their jobs as a result, but we as a nation will lose their expertise, expertise that takes years to build. Those very same people also can become relatively easy marks for blackmail, compromise and recruitment. Should they succumb – and we know that in the past at least seven did – we as a nation very well may lose critical and priceless intelligence, sources and methods, and defense and intelligence technologies. Keeping a casino out of Tysons is a smart way to avoid these risks and protect our national security. Please reject SB 982. Thank you. Respectfully, Sally K. Horn Co-Chair National Security Leaders for Fairfax Former Senior Director, Office of the Secretary of Defense *See letter at https://drive.google.com/file/d/1bqyHV0ubs7hwIlxfXLjSpzprG2aLfTs-/view
Please OPPOSE SB982 - Fairfax County is already built up enough and has little space for a large casinos and the traffic it would bring into the area. The proposed site in Tysons is not in a depressed area, but in one of the most economically dynamic areas in the county; so it does not NEED a casino Respectivully a resident who lisves within 3 miles of Tysons and wants to continue to live here.
I like casinos, but, they attract negative people. The kind that try to take advantage of others. And with that comes crime. I join the Navy to get away from Memphis crime and fell in love with this area when I got out. Please don't start a casino! Las Vegas is in the middle of nowhere. Follow that idea maybe in West Virginia. Thank you for listening. Now get the hell out of here! :)
I have been a resident in Mclean, VA since 2015 and Fairfax County resident since 1993. I have been involved in many community and state issues but have never seen such deliberate bullying by some law makers, developers and outsiders to further their agenda and enrich their pockets against the will of people most effected! You should listen to our plea since the plant casino is in our backyard. Our community of 508 household along with over 30 other HOAs' and associations surrounding this Comstock/Wynn driven project vehemently OPPOSE any casino in Tyson or anywhere in Fairfax County. Please do your independent study, listen to the people that are actually effected, and avoid being part of dreadful legacy. Further reasons for opposing Senate Bill 982 introduced by Senator Surovell are compelling: -The Bill is contrary to current legislation because local authorities did not request a casino and have not been consulted by its proponents. Also, the proposed site in Tysons is not in a depressed area, but in one of the most economically dynamic areas in the county; -The Bill would reverse years of carefully planned growth and development that has created a vibrant commercial and residential community in Tysons; -The Bill may be a violation of Virginia law by specifying the developer, location, size and land use of a casino-based entertainment complex in Tysons, usurping authorities that are reserved for local government; -The Bill would not generate enough revenue to solve the County’s fiscal problems. A casino would generate additional costs for county services to deal with increased crime, mental health problems and the displacement and revenue loss from existing businesses that would flee the area; -In his State of Commonwealth speech, Governor Youngkin opposed passage of any new gambling bills put forward by “special interests” until a statewide gaming commission has been established. -A survey of 500 likely voters in Fairfax County found widespread opposition to Surovell’s Senate Bill 982. Sixty-four percent of countywide voters said they oppose a casino in Tysons. Voters residing in the census-designated Tysons area were even more opposed at 79%. -More than eight in 10 county voters said they think a casino would “significantly worsen traffic” and more than six in 10 in Tysons said they think such a resort “would hurt local business”. -Retired Representative Frank Wolf listed a whole reasons against a casino in Fairfax County. Please listen to the PEOPLE!! Thanks for your service to the community and not outsider interest groups! Regards, Terry Hatami MHCA, Safety & Security Liaison MCA, Youth & Education Committee Member

I am writing to express my strong opposition to SB982, which would allow the construction of Tyson’s Casino. I hope you will stand with us in protecting our community from the negative consequences of this bill. This project would be destructive to our community, leading to increased crime, drunk driving, and gambling addiction. Similar developments in other areas have shown that casinos bring more harm than good, negatively impacting families, local businesses, and public safety. The overwhelming majority of our community opposes this casino, recognizing the long-term damage it will cause. I urge you to listen to your constituents and reject SB982. Our community’s well-being must come before corporate profits. Kamila Aibedullova.
I am writing to ask that you OPPOSE SB982. The Bill may be a violation of Virginia law by specifying the developer, location, size and land use of a casino-based entertainment complex in Tysons, usurping authorities that are reserved for local government; The Bill is contrary to current legislation because local authorities did not request a casino and have not been consulted by its proponents; and In his State of Commonwealth speech, Governor Youngkin opposed passage of any new gambling bills put forward by “special interests” until a statewide gaming commission has been established. Thank you, John J. Duffy
I completely oppose SB 982, and the obvious financial corruption between the developer and House legislators sponsoring and ceaselessly promoting this casino in Tysons as payback for campaign contributions. What other motivation could there be? This casino bill was not petitioned by the local government. It specifies a single location for development that favors one developer, bypasses local land use control, prevents a competitive bidding process, and does not have the support of the voters of Fairfax County. The most recent polling by Public Policy Polling, found that “If there was a vote referendum 68% of Fairfax voters would Vote NO while only 19% say they would vote Yes.” The Tysons community rejects the Bill with 40 HOA’s and Civic Organizations in opposition. As stated by Senator Salim, “This approach sets a concerning precedent, as it allows a single developer to advance a casino project with minimal local support, primarily through significant campaign contributions and lobbying efforts at the state level.” I urge you to vote NO against this corruption and the casino that will fund it. John and Ruth Lavin. Tysons, VA
I strongly oppose SB982. Residents of Fairfax County do not want a casino. The latest polling from Public Policy Polling reveals that 68% of Fairfax voters would vote no on a casino, with only 19% in favor. A casino is not compatible with Tyson's Comprehensive Plan; it has never even been considered. This bill differs from all other casino bills in that it was not petitioned by the local government, is not an economically depressed area, and specifies a specific site and developer, thereby bypassing local land use control and eliminating a competitive bidding process. In addition, the money that a casino will bring in will not offset the financial burdens it will place on the county's public services. Crime will increase as will mental health problems and businesses currently in Tyson's will not want to be associated with a casino and will flee the area. Vote NO on SB982.
Oppose SB982. The Bill may be a violation of Virginia law by essentially specifying the developer (certainly written by them), location, size and land use of a casino-based entertainment complex in Tysons, usurping authorities that are reserved for local government.
I am requesting that my delegates oppose SB982 due to the following facts: The Bill is contrary to current legislation because local authorities did not request a casino and have not been consulted by its proponents. WE DON'T NEED A CASINO IN OUR BACK YARD. LET THEM PUT A CASINO IN ANOTHER CITY THAT NEEDS MORE TRAFFIC, GAMBLING PROBLEMS, AND TEMPTATION OF OTHERS TO GAMBLE THEIR MONEY AWAY.
I am writing in my strong opposition to Tyson’s Casino. This casino will be destructive to our community. It will lead to crime, drunk driving, and spread of gambling addiction in our community. It is being opposed by overwhelming majority of our community. I implore you to consider community’s sentiment and not put money before our community’s wellbeing. Thank you! Muhammad Malik
The Bill would not generate enough revenue to solve the County’s fiscal problems. A casino would generate additional costs for county services to deal with increased crime, mental health problems and the displacement and revenue loss from existing businesses that would flee the area. It does not promote the common wealth of the people of Virginia.
Respectfully, Sharon Nagel 13558 Plumbago Drive Centreville, VA 20120
The crime, traffic, and addiction that the casino in question will feed into our area is absolutely and without question NOT something that we want nor something which will bring good or value to this area. I am writing to FIGHT the casino coming to this area for I feel that it will degrade the area and bring property values down and lower the overall value of the area!!!! WE DO NOT WANT THE CASINO!!!!
I urge you to vote NO for SB982. Tysons is a thriving diverse community where people work, live and play. A casino is not now, nor has it ever been included in Fairfax County’s Comprehensive Plan for Tysons. This is because the county invests in sustainable, forward-thinking development while protecting the integrity of our neighborhoods. A casino is not compatible with our community for land use or equity considerations. This bill differs from all other casino bills in that it was not petitioned by the local government, is not an economically depressed area, specifies a specific site and developer, bypassing local land use control and eliminates a competitive bidding process, and does not have the support of Fairfax County residents. I am very concerned about rise in crime related to casinos. I am very concerned about a 24/7 casino increasing the risk of drunk drivers on our roads. I am very concerned about small and large businesses and federal agencies relocating away from Tysons.
Please vote NO on SB982 for the following reasons: 1. Contrary to claims that a referendum would support a casino, the latest polling from Public Policy Polling reveals that 68% of Fairfax voters would vote no on a casino, with only 19% in favor. 2. Unlike other casino proposals, this bill was not initiated by the local government. Instead, it’s written in such a manner that it specifies a single location for development that favors one developer, and bypasses essential local land use controls and processes. 3. As stated by Senator Salim, “This approach sets a concerning precedent, as it allows a single developer to advance a casino project with minimal local support, primarily through significant campaign contributions and lobbying efforts at the state level.” 4. Our local government doesn’t want it and most important is the overwhelming community opposition to the Bill with 40 HOA’s and Civic Organizations in opposition. 5. No one in Fairfax County asked for this legislation except the developer. 6. Tysons will have to deal with all the negative impacts of traffic, crime, and gambling addiction. 7. The monetary gain doesn’t offset the negative impacts to our community. 8. This bill is fundamentally flawed for several key reasons, and I urge you to VOTE NO.
Please vote NO on SB982. This bill is being pushed through the VA General Assembly by Comstock Holding Companies Inc. and the elected officials that Comstock has essentially bribed via political donations. The residents of Fairfax County, and specifically those residents who live in/around Tyson's Corner where this abomination of a casino is supposed to be built, did not ask for this. We do not want this casino. It's being marketed as a means to financially support education in Fairfax County, which is ridiculous. There are many other ways to support Fairfax County Public Schools. A casino in Fairfax County has to be the worst option to help fund public schools. Especially considering that this casino will be built less than two miles away from Spring Hill Elementary School. Does anyone actually think it's a good idea to have a casino anywhere near a school of any kind...let alone an elementary school? This bill sets a dangerous precedent that wealthy individuals and organizations can bulldoze the will of Virginia residents and get things pushed through the State Legislature against the general consensus of us commonfolk. If this bill passes, I hope all the General Assembly members who support SB982 right now are ready to have casinos and other unwanted developments pop-up in their own Districts in the future. Comstock is starting with Tyson's Corner, but if this bill isn't defeated before it reaches the Governor's Desk, Comstock and other developers are going to take note of SB982's success and start pumping money into other politician's coffers. Casinos will go up throughout Virginia. It will be a terrible thing. Inevitably casinos will give way to some other horrible fad in the Real Estate Development community and the average Virginian will continue to suffer. I ask all those members of the House of Delegates who have any shred of decency in them to vote NO on SB982. I feel compelled to end my message by calling out Senator Surovell on one of his lies. Surovell claims that the "No Tyson's Casino" movement is being secretly paid for by the MGM at National Harbor. If this were anywhere close to being true, there would be no need for a grassroots movement to defeat the bill. The MGM would be bankrolling anti-casino legislation in the VA General Assembly to match Comstock's pro-casino bankroll. Opposition to the Tyson's Casino would be a lot more militant in the General Assembly as Legislators would be fighting for money, not simply for the favor of their constituents. And let's be honest, at this point it's obvious that for a majority of the members of the Virginia General Assembly -- money from big donors like Comstock matters more than the wants & needs of the average constituent.
Please vote NO to a Casino in Tyson’s. Many people who live in this community are God fearing and in most religions God warns against greed and love of money. This Casino provides an environment that is opposite to the values we are instilling in our kids. Our community is beautiful because we have strong values and we wish to keep them for future generations. If you drive one minute west of the proposed casino site you will see several houses of God on your left on Route 7 Leesburg Pike. A casino does not fit with the fabric of our community. Thank you
OPPOSE SB982 This bill should be opposed for a variety of reasons including: The Bill is contrary to current legislation because local authorities did not request a casino and have not been consulted by its proponents. Please do not pass this bill! As a resident next to the proposed site, this would cause irreparable damage to our community. The majority of Fairfax residents when polled voted they do not want a casino. It was not initiated by our community. It would not benefit us. In fact, we would probably be forced to move our small family if the casino is developed. Passing this bill would be beyond reproach as a representative of the people and we will be sure to remember how you voted when reelection rolls around.
Two statements 1. Please do not support this bill. It would add crime and lower our property values.
OPPOSITION TO SB982 I am opposed to SB982 which proposes to put a gambling casino in Fairfax County. The majority of Fairfax county residents do not want a casino nor the sleazy reputation, crime and gambling addiction that comes with such an establishment. We do not want it promoted to our families and children as a "good thing" by the so-called "Virginia Players Association" which is nothing but a sham organization set up by the developers. In addition, a casino will not solve the County's fiscal shortfall, but rather will generate additional costs for county services to deal with the increased crime, traffic congestion and mental health problems that it would create. A casino will only profit the casino owners and certain politicians who stand to gain from kickbacks. PLEASE VOTE AGAINST SB982.
The last thing we need to have in Tyson corner is a casino, which is gonna bring the higher crimes and instability to or professional environment. Please stop it. Take it somewhere else you don’t want it.
Please vote against SB 982. Casinos across the country have NOT proven to be the monetary cure-all for localities that the promoters say they will be. Moreover, even if they were, money must not be the "be all" and "end all" motivating enactment of society's laws. Gambling is not something we want to encourage. My church, the Evangelical Lutheran Church of America (ELCA), has deep concerns about it--as do I. I understand many other churches feel the same. Here's the ELCA position on casinos and gambling. It notes that, "Gambling is associated with a multitude of ills, from substance abuse and mental illness to domestic violence, and raises strong concerns about harm to to public health." It supports "alternatives to gambling as a means of community development, calling instead for development that takes into account the overall health and welfare of a community's people." https://elcamediaresources.blob.core.windows.net/cdn/wp-content/uploads/Gambling_Screen.pdf Aren't there any limits left on what we will promote and legislate--in the name of money or otherwise? Let's take a little more guidance from our churches. Thank you for your consideration. Please vote "no" on this bill.
I write today to recommend you reject this bill as it will erode the economic engine of Tysons by introducing organized crime, prostitution and sex trafficking, illicit drugs, and gambling addiction. Once these introductions take hold, Fortune 500 companies will move out of Tysons and so will many residents which will decimate the tax revenue base for the County as a whole. This was not an ask by residents or Supervisory leadership of the County as none of the residents wish to subject their families to an Atlantic City type city wasteland. Cash your checks all your want but it is time to kill this bill and honor the County's values.
As a long-time resident, I am against this bill. I believe it will contribute to the decline of the community and bring unwanted attention. The risk is not worth the reward. Once the casino is up and running, and the negatives come to fruition, will the government force the closure? Unlikely, and we will have to live with the consequences for many years on.
Please oppose the casino referendum bill. Tysons is the wrong location for a casino. We do not want the negative impacts on the community, resulting from crime and gambling addiction. Thank you.
Selling out the stable residential communities around Tysons Corner for the possibility of increased tax revenue, significantly and definitely increased crime that we know will come, as per the area near the casino just across the river, the increase in costs to fight the crime, and the increase in traffic in an already congested area does not make sense. Additionally, the community did not ask for this land use and instead has been focused on the plans to change Tysons in a more walkable live/work urban center as is and has been underway for many years. The proposed casino, convention center, and entertainment development would be a major disrupter of this well researched and considered plan for what is already the economic engine for Fairfax County. It is easy for those who do not live near the area to close their eyes to the very real cost to the people who do live nearby, many of whom have lived here for decades and who chose the area for the very stability a casino would destroy.
Please oppose any step toward placing a casino in Tysons. Business groups and local citizens are united in their opposition to the proposed casino. Tysons development is moving ahead at a rapid pace without help from gambling interests. The business community has gone so far as to express concern that placing a casino in Tysons would hamper rather than facilitate future development. Delegates Marsden and Surovell have disparaged opponents as Not in My Back Yard activists, but if they believe that casino gambling spurs development, I suggest they consider placing one in their own back yard. Building a casino in the struggling Route 1 corridor would make a lot more sense than imposing one on the thriving Tysons community.
Vote NO on the casino! Protect our community from the harmful impacts of gambling addiction AND STOP SPENDING OUR TAXES ON WASTEFUL AND CORRUPT PROJECTS THAT MAKE POLITICIANS RICH.
SUBJECT: SB982: Casino Gaming - Opposition I oppose SB 982, Casino gaming, eligible host localities. Please vote against SB 982. The state senators and delegates who represent the neighborhoods near Tysons Corner oppose this bill, for a host of excellent reasons. Before authorizing another casino, Commonwealth of Virginia needs to first create a Gaming Commission and get a careful and thoughtful study about the impact of all the different types of gaming. Five new casinos in Virginia were recently authorized, in areas that needed economic development. Before authorizing a sixth casino in an area (Tysons) that clearly has plenty of economic development activity, the General Assembly needs to first consider the impact of such a casino on the new or soon-to-open casinos elsewhere in Virginia. This, in turn, will have an adverse financial impact on the communities in which these five casinos are located. Other gaming options also affect the future financial prospects of casinos. This needs to be studied before authorizing a sixth casino in Virginia. Someone who wants to gamble may decide it's not worth driving to a casino when they can just go to a local "gaming resort" or gas station, or gamble online. Finally, the state should not dictate the location of a casino within a county or a city. The only area of Fairfax County that is arguably similar in economic terms to Petersburg, Danville, Portsmouth, Bristol and Norfolk is the area represented by Senator Surovell. It is striking that his bill (SB 982) does not even allow the Fairfax County Board of Supervisors or Fairfax County voters to consider locating a casino in his district, when research suggests that this would be the only potentially logical location for a casino.
Senate Bill 982 is a flawed and constitutionally questionable piece of legislation that poses serious risks to governance, local autonomy, and legal clarity in Virginia. While proponents claim it will generate economic benefits, the bill suffers from poor drafting, excessive delegation of authority, and inequitable treatment of localities. First, the bill mandates local governments to petition for a casino referendum but fails to clarify whether this requirement is truly obligatory. The ambiguous use of “shall” creates uncertainty, inviting unnecessary litigation and delaying implementation. Legislative clarity is essential, and SB 982 fails this fundamental test. Second, the bill grants excessive discretionary power to the Virginia Lottery Board in selecting casino operators, determining licensing standards, and overseeing the entire regulatory process. This broad delegation of legislative authority to unelected officials is a violation of the nondelegation doctrine and erodes accountability in state governance. Third, SB 982 arbitrarily favors certain localities and demographics, establishing inconsistent eligibility criteria that may not withstand legal scrutiny under equal protection principles. By restricting casino development to preselected jurisdictions with specific socioeconomic conditions, the bill creates a system of favoritism rather than fair economic opportunity. Additionally, the bill’s tax and revenue distribution framework raises concerns about misallocation of state resources. Rather than ensuring gaming proceeds are used for clearly defined public benefits, the bill disperses funds in a way that lacks transparency and accountability. Finally, the provision allowing temporary casino operations before full compliance undermines the integrity of the regulatory process, potentially prioritizing private financial interests over public oversight. A rushed approach to casino gaming, without proper safeguards, could lead to unintended legal and economic consequences. For these reasons, SB 982 should be rejected. Virginia deserves a gaming policy that is transparent, constitutionally sound, and respectful of both local control and the rule of law. This bill fails to meet those standards.
SB982 focuses on enriching ONE developer, Comstock, at the expense of our entire Fairfax Co. citizen base. Fairfax Co. never asked for nor desires the casino proposed by Comstock in Tysons. Citizens of Fairfax have many issues solutions to fund but the extra damage remediation caused by a Tysons Casino that enriches one developer is NOT a necessary added expense. Please do VOTE NO on SB982. With great appreciation, T. Petrine 2503 Foxcroft Way Reston, VA 20191
I am absolutely against bringing a casino into the Tysons Corner/McLean area. I grew up in McLean, VA and a casino conflicts with everything this area represents. We have already had an increase in crime from the new metro stations, and a casino will only worsen the problem. Tysons is known for being an upscale and sought-after area with professional residents and a high quality of life. A casino would undercut the reputation of the area and dampen its appeal. People move to this area because of the quality jobs and schools that it offers and sacrifice a great deal of money in order to afford to live here. A casino would debase their investment into this community and degrade its attractiveness. We must not allow a casino in our home.
Please DO NOT put a casino in Tyson’s. The vast majority of people don’t want it. Nobody wins in casino gambling but the casino owners. Let them do that somewhere else. Thank you!
NO CASINO in Tyson’s Corner. I live less than 1 mile from the proposed site. I do not want the added crime, added traffic to an already congested area and do not want the issues that gambling establishments bring with them: theft, drugs, prostitution or the vagrants and panhandlers that we deal with on a daily basis. If I’d wanted to live next to all of that I’d have moved to National Harbor.
Tyson’s casino: NO for so many reasons including: traffic, crime, people losing money gambling which is better spent on other commerce, blackmail of national security people, declining property value around casino (legitimate businesses may flee the area), increased pressure on police and utilities. Casinos are horrible and they only make money for the owners. Horrible to put this in a family community which has never had trouble attracting other businesses. And the citizens don’t want this. Politicians are being bribed with money to push this dangerous plan. Listen to the people who have to live here. Put the casino in Surovell’s neighborhood!
I urge you to vote no on SB982. Please KILL THE BILL. Sincerely, Genevieve Frost 8707 Westwood Dr Vienna, VA 22182 (703)622-9807
Building a casino in Tysons is a terrible idea. I grew up in a town next to Atlantic City and have seen first-hand a lot of bad peripheral elements that accompany living near a casino. I'm not opposed to gambling, but I don't want a casino anywhere near my house. McLean and Falls Church and Vienna are some really nice neighborhoods. I think the property value of those neighborhoods would be negatively impacted by building a casino nearby. This reminds me of It's a Wonderful Life when George experiences what it would be like if Potter owned the town! No casino!
Oppose SB982
STOP WE DO NOT WANT ANY TYPE OF CASINO IN OUR COUNTY. SEND IT TO BURKE IF YOU WANT IT. Casinos bring alcohol and alcoholism, prostitution, drug use and drug sales and it destroys the value of all homes in its vicinity. WE DO NOT APPROVE A CASINO IN FAIRFAX COUNTY
It is simply wrong to put a casino in the vicinity of a thriving neighborhood and schools. And what's worse is that people who have no connection to the neighborhood gets to decide on it.
I opposed to casino. No one in my neighborhoods also likes the idea of casino. Esp the proximity to the nearby school. It will only brings crime and theft to the surrounding. Please STOP the CASINO
I understand that SB 982 has been introduced that would authorize a casino within a quarter mail of an existing station on the Siver Metro Line in Fairfax County, most likely in Tysons. I am writing to urge that you decline to act on or pass any such legislation. I am a long-term resident of Vienna, VA, and live within a mile of Tysons. A casino would dramatically impact my life and safety. Traffic congestion already restricts my travel in the area and crimes are on the rise. I avoid traveling to my gym or shops in Tysons in the late afternoon and evening due to the traffic. My two nephews who work at Capital One and Hilton headquarters in Tysons struggle with congestion to and from work. In addition, crime in the area is increasing: Last week, the Vienna Police Department issued a warning that burglaries are on the rise and made specific recommendations to homeowners to increase our home security systems. Here are just a few more reasons why a casino in Tysons or elsewhere along a metro line in Fairfax County is misguided and not needed for economic development: • In 20 years of careful planning for Tysons, no casino was ever envisioned, nor has it been asked for now by those who live, work or visit here. The same goes for anywhere along Fairfax County’s Silver Line Metro. • The Silver Line Corridor in Northern Fairfax County is one of the most important economic success stories in the state. This vibrant center of economic growth, which has attracted high-tech, world-class businesses that wish to co-locate with exciting new communities, is not the right place for a casino. • The Tysons locality has many homes, Class A offices and schools within walking distance of the Metro stations. Tysons now accounts for 8% of the taxes collected in Fairfax County in total and 10% of the sales taxes, a substantial portion of which is sent to the Commonwealth. Indeed, placement of a casino in this unique region likely would have severe negative economic impacts that would far exceed the projected tax revenues. • Tysons is meeting the goals that were set to create a business-friendly, family-friendly community. Fairfax County is a defense and intelligence industry hub in the United States, attracting skilled professionals with military and tech experience, and is home to 17 Fortune 1000 companies. A casino would upend all this progress. Do you want to risk causing existing high-tech businesses that support the defense and intelligence communities and our domestic economy to move out of Fairfax County? • The Virginia intelligence community warns that the proposed casino in Tysons poses a national security risk. See https://www.wusa9.com/article/news/local/virginia/tysons-casino-legislation-reintroduced-different-virginia-lawmaker/65-95b71e68-6650-44e1-876b-837d9ad2867c • As corporations continue to call workers back to the office and return to normal post-Covid operating environments, the commercial office market is rebounding, just as it has in the past. • Hosting a casino in Fairfax County would not be a good deal for homeowners or businesses nor would it lower their tax burdens. The evidence is that for every $1 in casino tax revenues, the Fairfax County community would face $3-5 or more in costs, and those costs would be borne by everyone in Fairfax County. I strongly oppose this bill.
Please VOTE NO on this bill. In a recent poll of Tysons Corner residents , 79% opposed a casino in Tysons Corner. A casino was not requested by Fairfax County citizens, is not needed for economic development in Tysons Corner, and IS NOT WANTED by the people who live in Fairfax County or Fairfax County Government. Richard McArdle, McLean, VA
Re: SB982 | Surovell I am writing to express my strong and unequivocal opposition to the proposed casino in Tysons, VA. Like the vast majority of residents in our community, I firmly believe that such a development would be detrimental to our families, economy, and overall quality of life. A casino does not align with the values and long-term vision for Tysons/Mclean as a thriving, family-friendly, and business-oriented community. Tysons has undergone significant growth, positioning itself as a dynamic hub for businesses, technology, and education. A casino would undermine this progress by introducing increased crime, traffic congestion, problem gambling, and other social harms that have been well-documented in cities where casinos have been built. Studies have shown that casinos disproportionately harm local residents—leading to increased financial hardship, addiction, and social instability—while outside investors reap the benefits. Furthermore, the economic arguments in favor of a casino are deeply misleading. While proponents claim it will generate tax revenue, the long-term social costs, including increased law enforcement needs, addiction treatment services, and negative impacts on small businesses, will far outweigh any short-term financial gains. The community does not want this, and numerous residents, civic organizations, and local leaders have voiced their opposition. Tysons is not Las Vegas, nor should it be. I urge you to listen to the voices of the residents you represent and reject any proposal for a casino in Tysons. There are countless other ways to promote economic growth without compromising the integrity of our community. Please stand with the people of Tysons, Mclean and Fairfax County say no to a casino. Thank you for your time and consideration. I look forward to your response and to seeing you take a stand against this harmful proposal. I am a proud American citizen who immigrated from Peru and I can vouch for the detrimental effects this could have specially in this area which has been a nest for many suburban families in the DC metro area for years. I also see a corrupt system that is giving money to parties in order to support this horrible effort. You are becoming a system that people flee from a government full of corruption and not for the people. Sincerely, Graciela Ines Pezo
We currently live part time in Tysons, and appreciate the features/benefits of Tysons and Fairfax. Regarding a casino, my wife and I believe this will increase: - traffic - crime - drugs - violence - noise All people who drive on Route 7 and live in or around Tyson's will be negatively impacted. A casino can also negatively impact our nation's security, given the large number of federal and IC workers in the area. Any supposed tax benefits/revenue, will be overwhelmed by the negative impacts. I urge you to vote NO on the Casino. Sincerely.
I oppose SB 982, Casino gaming, eligible host localities. I am a 25-year resident of McLean, VA (a short 4 miles from Tysons Corner) and have lived in the Greater DC area over 35 years. There are myriad reasons to opposed this bill, including increased crime, drug and sex trafficking, harm to families and children, potential harm to all adults through gambling addiction and financial issues, increased suicide rates due to financial pressures, and a group of former intelligence and government officials wrote a letter warning that locating a casino in Tysons Corner would pose a grave national security threat. A casino and the ills it would bring are not in keeping with the family-focused values of Fairfax County. Voters in Fairfax County DID NOT ask for a casino! The most recent polling by Public Policy Polling, found that “If there was a vote referendum 68% of Fairfax voters would Vote NO while only 19% say they would vote Yes.” An earlier poll found that 79% of likely voters in the greater Tysons Corner area are AGAINST a casino. Fairfax County voters DO NOT and WILL NOT support a casino. At the heart of this issue, is what Senator Salim wrote in a recent letter: “This approach sets a concerning precedent, as it allows a single developer to advance a casino project with minimal local support, primarily through significant campaign contributions and lobbying efforts at the state level.” Say NO to SB982!
I am vehemently opposed to SB 982. This is a bill sought by a single corporation based in Virginia. It has not been sought by the Fairfax County Board of Supervisors, nor from citizens of Tysons Corner or Fairfax County and it is opposed by every neighborhood citizens organization in its area. I am a 25 year citizen of Fairfax County , living in McLean Hamlet and I do not want to see a Casino built in Tysons Corner nor elsewhere in Fairfax County. We are traumatized enough by what is happening to our friends, family and neighbors that working in the federal government right now.
SUBJECT: SB982: Casino Gaming - Opposition The No Fairfax Casino Coalition opposes SB 982, Casino gaming, eligible host localities. Legislative testimony: Please Vote NO on SB 982 because: - it was not petitioned by local government, we in Fairfax did not ask for it. - there is no statewide gaming commission to supervise it, once you create one give it time to mature. - Tysons is not an economically depressed area, -a casino will drastically increase crime (within 2 miles of MGM National casino PG county police statistics show a 14,641% increase in criminal offenses from its 2016 opening to 2019), - a casino will increase traffic in an already congested area (Metro is not enough to solve this problem); the costs of improving roads and traffic mitigation measures have not been estimated in in the county, - a casino will reduce property values and discourage new business development in the surrounding area, - a casino will not deliver the promised tax revenue and will not be a stable revenue source (for every $1 in tax revenue, the costs of gambling are $3-12 https:/youtu.be/1AaNCEy8Sok?si=h8ksapxyFDYRtzk) - encouraging gambling is not good for the overall health and well-being of people (casinos prey upon people suffering from gambling addiction and increase their number), and - Finally, passing this bill will inform Virginia residents that legislative decisions can be imposed by the state, and not made in the best interests or desires of all Virginia citizens. Wanting less government includes the state. Thank you for your time.
I do not need to regurgitate all of the valid and insightful reasons my fellow NOVA residents have already stated. I am completely OPPOSED to this idea. For all those same reasons and also for preserving a way of life for my kids and grandkids. NOVA does not need this. Please stop it in its tracks. Best regards and with many thanks.
I am absolutely opposed to SB 982, Casino gaming. The bill would authorize a casino in Tysons Corner, the economic engine of the county and home to four (4) Fortune 500 companies. This bill differs from other casino bills in that it was not petitioned by the local government, is not an economically depressed area, specifies a specific site and developer, bypassing local land use control and eliminates a competitive bidding process, and does not have the support of the voters of Fairfax County. My biggest concern with having a casino in Fairfax County is what it will do to the fabric of Fairfax County, the Town of Vienna, and surrounding communities. Fairfax is a family-friendly community. People chose to live here, including in the Reserve, for the quality of life we offer. Rather than strengthening and reinforcing that quality of life, a Fairfax casino would upend it, bringing in its wake not only increased levels of crime, but also increased levels of addiction, mental health problems, family disruption, human trafficking, closure of mom-and-pop shops and businesses that are the backbone of our local economy with job losses. Research by eminent scholars has demonstrated that for every $1 in new casino tax revenues, we would be saddled with $3-5 or more in costs to address and mitigate these and other problems attributable to the presence of a casino in our midst. In addition to increased crime and societal costs, a casino in Tysons would also significantly increase traffic congestion and lower property values (according to a study from the National Association of Realtors). A Tyson's casino will deter new businesses from locating in Tysons, while prompting the departure of existing ones. Proponents of casino gambling in Tysons often cite the need for increased state revenue. However, a 2022 study by the Federal Reserve Bank of Richmond finds that “…despite tax revenues being a major motivator for state legalization of casinos, there is little evidence that they boost state taxes. We also find that the job gains from casino development are limited to lower-density areas that lack nearby casinos.” The lack of economic benefit, coupled with the horrific societal costs that would burden our community, strongly argues against the construction of a casino in the Tysons area. I attended the committee meeting on 1/30/25 when Surovell presented his pitch for the casino. He arrogantly stated that this was only going to affect a couple of zip codes. Well, this happens to affect my zip code and I resent Surovell for prescribing a casino in a location less than 10 minutes from my home and even closer to my children's elementary school. If this is such a great benefit to Virginia, by all means, put the casino in your neighborhood Scott.
Dear All, As a 40 year resident of NoVa I am adamant that the very last thing NoVa, Tysons, Vienna, McLean, and Fairfax County needs is a casino. Please consider the needs of all areas of Virginia. NoVa is an essential part of Virginia that provides a huge tax base for the rest of the state. Degrading NoVa with a casino publicly forced into our core will cement bad will for generations to come. There are plenty of localities that could benefit from a casino but this area is totally not one of them. Don't fall prey to the culture war and put your tax revenue region under heel as is happening across the nations. This casino is a fool's errand. Thank You
I'm a recent resident of McLean and I cannot believe that this is happening. As many others, I chose this area due to safety and quietness, while close proximity to DC. The casino will no doubt discourage well-educated buyers from buying in McLean, and drive neighbors away. Why are you killing our town? For money? You will loose more when tax payers leave to a neighboring state.
Dear Lawmaker, As a Tysons Corner resident for twenty years and concerned parent of a teenager, I am urging you to oppose the proposed casino in Tysons. It results from a developer pushing their agenda because they own a parcel of land in Tyson’s. The fact that they are ignoring residents demonstrates their lack of accountability and transparency---no company like that should build a casino in an affluent, bedroom community like Tyson's Corner. This project will also have serious negative impacts, not just for Tysons residents, but for the surrounding affluent and influential communities of professionals living there. First, online gambling exists as do nearby casinos, and they have not been a boon for jobs or pay those living here require. They entire country only has 1.8M gambling jobs, and they pay less than $15/hr. That results in jobs that force people to move further out, creating traffic concerns. Those who work at the casino will not be those who live in Tyson's. The only one who benefits is the casino owner and builder - one company, at the expense of everyone else. Second, roads – including Routes 7, 123, and 28 as well as major highways like the Dulles Toll Road and the Dulles Greenway and interstates including I-495, I-66 and I-95 – are already overburdened. A 24/7 casino would bring even more traffic and gridlock to our region, harming commuters and residents alike. For example, MGM National Harbour results in 10,000 additional cars on PH roads, and requires a team of 65 more police officers. Our police force cannot handle this burden, just to help one company make millions. Instead we should focus on white collar jobs stemming from new corporate HQs built in Tyson's; these jobs are much needed and will expand the tax base of homeowners in Tyson's, too. Third, since MGM National Harbour opened there has been a 600% increase in criminal offenses reported, including sexual assaults, sex trafficking, theft, carjackings, DUI, and narcotics offenses. We should expect more in Tysons because of easy metro access! Do we take our crown jewel - Tyson's Corner - the next great American city - and turn it into a haven for crime. Already, the metro brings in the wrong element and this will make it even worse. Why destroy the area and drive corporations away, just to serve one developer's greed?
No to building a casino in Fairfax County, especially in Tysons Corner, VA. There are multiple casinos within a 50-mile radius, and we don’t need another. There’s a reason Las Vegas is called "Sin City"—and we don’t need that here or anywhere else. While I don’t condone gambling, there are already legal options, such as online sports betting, that people can access from the comfort of their homes. I don’t judge how anyone chooses to live their life, but history has shown the impact gambling can have on individuals and families. Please say NO to the casino!
Vote NO on SB 982 because: - it was not petitioned by local government, - there is no statewide gaming commission to supervise it, - Tysons is not an economically depressed area, -a casino will drastically increase crime (within 2 miles of MGM National casino PG county police statistics show a 14,641% increase in criminal offenses from its 2016 opening to 2019), - a casino will increase traffic in an already congested area (Metro is not enough to solve this problem); the costs of improving roads and traffic mitigation measures have not been estimated by the county, - a casino will reduce property values and discourage new business development in the surrounding area, - a casino will not deliver the promised tax revenue and will not be a stable revenue source (for every $1 in tax revenue, the costs of gambling are $3-12 https:/youtu.be/1AaNCEy8Sok?si=h8ksapxyFDYRtzk) - encouraging gambling is not good for the overall health and well-being of people (casinos prey upon people suffering from gambling addiction and increase their number), and - particularly, in the current political climate, passing this bill would leave the distinct impression among Virginia residents that legislative decisions are for sale, and not made in the best interests or desires of Virginia citizens. Thank you for your consideration and hard work.
I do not want a casino in my community. This bill is being expedited by foreign interests without the input or serious consideration of the people or community it will directly affect. Despite the (likely bought) lawmakers assurances that casinos provide additional tax revenue for the state, history and previous casino projects have proven that THIS IS NOT TRUE. When casino developers promise that casinos bring in billions of dollars in tax revenue THEY ARE GROSSLY OVERSTATING THIS. CASINOS BRING MARGINAL TO NO ADDITIONAL TAX REVENUE FOR THE STATE. Instead, they bring nothing but an influx of crime—something Republicans purport to be against. Adding additional police officers IS NOT THE SOLUTION. We DO NOT want a police state. If you allow the casino bill to go through, you will destroy a vibrant community in the name of GREED. WE ELECTED YOU. YOU ANSWER TO US. WE DO NOT WANT A CASINO. LISTEN TO US. VOTE NO.
I oppose SB982. Residents do not want a casino in Tysons or Fairfax County. A casino will not benefit the residents of McLean, Vienna, Falls Church, or Fairfax. On the contrary, casinos have proven to provide a negative impact on local property values, according to the National Association of Realtors. Per a news article by CNN writer David Frum, "Casinos do not revive local economies. They act as parasites upon them. Communities located within 10 miles of a casino exhibit double the rate of problem gambling. Unsurprisingly, such communities also suffer higher rates of home foreclosure and other forms of economic distress and domestic violence."
I oppose locating a casino in Fairfax County. Neither the residents nor the Board of Supervisors have requested such a business. Traffic is already horrendous in much of Fairfax County and this would only add to it. In addition, it is my understanding that casinos increase crime in the areas where they are built, add to gambling addiction problems, and add to costs of infrastructure. Respectfully, Fred Siskind
I am opposed to SB 982. This is a bill sought by a single corporation based in Virginia. It has not been sought by the Fairfax County Board of Supervisors, nor from citizens of Tysons Corner or Fairfax County. The bill is narrowly written to benefit a single corporation. I am a citizen of Fairfax County and do not want to see a Casino built in Tysons Corner nor elsewhere in Fairfax County. Do not force this upon the citizens of Fairfax.
SB982: I serve as a rabbi at Temple Rodef Shalom, a Reform Jewish congregation and the largest synagogue in Virginia, located in the Falls Church-McLean area of Fairfax County. I also have a family and live in the same neighborhood. My comments are a reflection of my own views and not an official position of my congregation. I oppose building a casino in our community. I don't feel it reflects the values of our community or the type of activity we want here. Any economic help it brings will be temporary and can be achieved in more constructive ways. It is not supported by the community, and action at the state level that leads to a referendum in the county will allow outside special interests to sow confusion, pressure the county supervisors to give the public a voice, and potentially distort the informed choice of the county. Please respect the right of local officials to make decisions about the community in which they serve, and do not allow private interests to use state levers to force their hand. Thank you, Rabbi Jeffrey Saxe
OPPOSE SB982 The Bill is contrary to current legislation because local authorities did not request a casino and have not been consulted by its proponents.
