HB651 as written will violate existing law. I am concerned about cyber security. If a Cyber Civilian Corps provides in-kind services it would violate Virginia Code 24.2-124.1 as they would be providing services given by a private individual or nongovernmental entity which is prohibited in 24.2-124.1, which states : "Acceptance of certain gifts and funding prohibited": "The State Board, the Department, each local electoral board, and all offices of the general registrar shall not solicit, accept, use, or dispose of any money, grants, property, or services given by a private individual or nongovernmental entity for the purpose of funding voter education and outreach programs, voter registration programs, or any other expense incurred in the conduct of elections." Amend this bad bill, or vote against it please.

HB651 should be amended in order not to violate existing law: specifically, it should be amended to exclude any assignments for cyber security to state, county or municipal election offices, or for election equipment or for any other purpose or function related to elections in the Commonwealth. The proposed "Cyber Civilian Corps" constitutes in-kind services, and HB651 if applied to elections in any way, violates Virginia Code 24.2-124.1. The use of Cyber Civilian Corps in elections would specifically violate the "services given by a private individual or nongovernmental entity" prohibition in 24.2-124.1 The relevant text of 24.2-124.1 "Acceptance of certain gifts and funding prohibited": "The State Board, the Department, each local electoral board, and all offices of the general registrar shall not solicit, accept, use, or dispose of any money, grants, property, or services given by a private individual or nongovernmental entity for the purpose of funding voter education and outreach programs, voter registration programs, or any other expense incurred in the conduct of elections."
