I support HB 1375 because it will ensure that the Mixed Delivery Grant is codified. My center, at which 79% of our families live below the federal poverty line, currently receives Mixed Delivery funding for three- and four-year-olds. These funds pay the full cost of running a quality early childhood program. The funds were instrumental in allowing us to provide an increase in compensation so that our employees no longer make minimum wage. While we are only able to increase the lowest paid employees to $14 an hour it was a good start. All of this is important because staffing is our biggest challenge in ensuring we can keep all our classrooms open. We currently still have one out of eleven classrooms closed because we continue to look for a teacher to hire. Passage of HB 1375 will enable us to plan our budgets from year to year knowing what we can expect for mixed delivery and subsidy funding while ensuring we do not need to push costs to our struggling working families. It is only with the knowledge that the funding will be available from year to year that we will feel comfortable continuing to increase compensation for our employees who do some of the most important work in the Commonwealth for workforce stability and early childhood education.
