We need this support to ensure all 8,363 eligible children can enroll, pending registrations can be admitted to the program, and current participants (2,500) continue to receive the monthly books. As parents, we know advancing literacy skills for children from birth is paramount to the lives of Spotsylvania children and families. Reading is the key for lifelong learning and the single most important activity for building knowledge required for eventual success in school, work, and life in general. Brain science tells us that a baby’s brain rapidly grows before entering school with 90% developed by age 4. If we wait until children enter kindergarten for exposure to books and reading – it is too late. The Reading Network in children’s brains does not naturally exist; it is built by reading. Reading at home requires books - this is how we help! Dolly Parton’s Imagination Library inspires family reading, is community -based to drive ownership, and is designed to improve the lives of children at scale. For over 27 years, The Dollywood Foundation annually contributes several million dollars to make the Imagination Library available, covering expenses such as administrative, operational, database management, marketing, training, technical assistance and more. The shared costs model keeps local program costs down to only reduced wholesale book and mailing and local administrative expenses. Dolly Parton's Imagination Library in Halifax County is currently serving 627 children, with 314 more already having graduated from the program. As an educator, I know that early childhood literacy and reading to children is one of the greatest indicators of future academic success. Before our children ever set foot in Halifax County schools, some of them are at a significant disadvantage without books in the home or having someone read to them. Many of our families live in rural areas with no public transportation, so accessing the public library is not always possible. Imagination Library fills that gap by providing families with new, age-appropriate books each month. Feedback from families and early childhood educators has been overwhelmingly positive. The 50% funding match provided by the state is so important for our organization, because it limits the time we have to spend on fundraising and allows us to instead focus on growing our enrollment and building relationships between community organizations that support childhood literacy. Please support HB1075 for Imagination Library of Virginia Program and Fund, so that all of our children have continued access to quality literature in their homes!

Please support the Imagination Library in Virginia and help impact early literacy and kindergarten readiness in our commonwealth - this program has a proven impact on early literacy and I've received numerous testimonies from families on the benefits of this program - Here is just one: "The Imagination Library joined our family in 2021 when my boys were ages 4 and newborn. W., my 4 year old, was old enough to be excited about receiving mail and having a new book to read when it arrived. We would read the books over and over and they were so magically perfect for him with kids who rode motorcycles with their dad, a boy who loves soccer, and getting ready for kindergarten. Imagination Library’s decision to include books that were multilingual, showing neurodiverse characters, and modeling caring for your community made me, as a parent, feel like my child was seen and valued in this program. H., my newborn, received his first book from Imagination Library and instantly fell in love. It was Llama Llama Hide and Seek and we’ve read it at least 100 times. It wasn’t long before I realized that he didn’t just enjoy this book (though it’s still a favorite 2 years later) but loves almost every book whether it’s read to him or he’s sitting in his room and pulling every book off his shelf and looking through it one after another. I believe the Imagination Library program sparked something in H. that is creating a lifelong love for stories."

I am the Youth Librarian for Pulaski County Library System. I am in full support of the passing of this bill, because reading skills are the foundation of a successful life. Many children do not have easy access to books, and many do not have a single book in their home. The Dolly Parton Foundation sends free books directly to a child's home, where they need it the most. By approving this bill, you will be unlocking the door to a brighter future for thousands of children across Virginia. There are counties in Virginia that want to create a local chapter of Imagination Library, but are discouraged and prohibited by the cost. By approving a 50% funding match, you will create opportunities for new local chapters to be created, and you will ease the financial burden for current chapters. Furthermore, by approving a statewide program, you will bring crucial awareness to families that are not yet registered with Imagination Library. Local chapters do everything they can to advertise and educate about the existence and benefits of Imagination Library, but there is a limit to their reach and influence. Publicity and advertising campaigns from the state can have a much wider reach and a stronger impact, which can get more books into the hands of more kids. As the founder of Pulaski County's chapter of Imagination Library, I ask that you please approve this bill to make an enormously positive impact on the youth and future of Virginia.

The Dolly Parton's Imagination Library is very important to the most vulnerable children in our community. Not all families have the money to purchase quality books and read to their children. Instilling the love of reading is extremely important to brain development and that development starts at birth. The children who are not read to from the ages of zero to five, are at such a disadvantage in the classroom. Some never catch up to grade reading level and we want all children, no matter the family income, to maximize their developmental potential. Low-income families are very grateful for these books and the children love them. You can see the excitement on their faces. In our community, according to the 2018 Annie E. Casey Foundation report, 54% of children age 0-17 come from economically disadvantaged families (below 200% of the Federal Poverty Level) in the city of Harrisonburg and 38% of children age 0-17 from families in Rockingham County. According to school data, 79% of children in the City of Harrisonburg are provided free/reduced lunch and 49% of children in Rockingham County. We strongly ask that you to support the Statewide Program IMAGINATION LIBRARY OF VIRGINIA. Do so for the youngest in Virginia that cannot speak for themselves. Thank you

In 2014 we began our partnership with Dolly Parton's Imagination Library to provide books to children in the Altavista school district. 40% of these elementary school students are considered economically disadvantaged and this program allows them to have their own books, helping to promote a love of reading and learning. We have been blessed to receive funding from a local foundation, but we realize other communities may not be as fortunate.
