I support this bill. Seventeen pet stores in Virginia and large on-line brokers offer loans for the purchase of puppies, often approved by third party lenders within minutes. They often don’t disclose the APR or fees. This leads to financial hardship and high vet bills for unhealthy puppies. Responsible breeders, shelters, and rescue organizations do not offer financing. Consumers need protections.
